Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 economic sectors Such results are due to the contribution of service sector in general and telecommunication sector in particular Telecommunication has been becoming one of the key economic sectors of the nation which contributes to increase GDP, social welfares and people’s living standards Development of telecommunication in recent years must include the great contribution of Viet Nam Post and Telecommunication Corporation including Ha Tinh VNPT Inheriting achievements of Ha Tinh Post, with strengths of famous brand name, experiences of business, large distribution system, creative and active cadres…Ha Tinh VNPT has proved its own position within telecommunication sector as well as provincial economy However, telecommunication is a sector that requires big invested capital and constant innovation of technology and technique to raise quality of network, service and diversify service types Mobile informatics enterprises as well as Ha Tinh VNPT always cope with threats and difficulties in production and business process Therefore, constructing a suitable business strategy is the indispensable condition for each enterprise regardless of successful enterprise or newly trading enterprise To have leading position within the area as currently, Ha Tinh VNPT must invest efforts, money and time; additionally to keep current success is more difficult especially in current violent competitive background Enterprises within the market always try to share market share of the company by many methods Appearance of new networks has created potential competitive threats in the future Realizing the importance of constructing business strategy for telecommunication enterprises as well as realistic knowledge of business activities of the company in recent time, our group has selected the following topic “ construct business strategy of Ha Tinh VNPT within 2011-2020” for capston project report Study purposes /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 Study purpose of the capston project report is to analyze factors impacting on business activities of Ha Tinh VNPT then construct business strategy within the period of 2011-2020; recommend functional strategies, concrete solutions to well implement selected strategies Study scope and object Study object is Ha Tinh VNPT which belongs to Viet Nam Post and Telecommunication Corporation with business activities in telecommunication sector within Ha Tinh area Study method We have used qualitative study methods such as observation, interview, group discussion then synthesize, analyze and compare primary and secondary data on business environment and operational situation of Ha Tinh VNPT Secondary data is collected from many resources such as: Ha Tinh VNPT, VNPT, Commercial and Industrial Ministry, Planning and Investment Ministry, Ha Tinh Statistical Agency, papers and internet Primary data is collected from exchanges, meeting, and direct interview with leading cadres in the company to know contents which are not in annual reports; in addition leader of the company also informs some strategic orientation of the company in the coming years Structure of capston project report Including three chapters Chapter 1: common argumental basis for constructing business strategy Chapter 2: Analyze business environment and Ha Tinh VNPT Chapter 3: selection of business strategy for Ha Tinh VNPT within the period of 2010-2020 and implementation solutions /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 CHAPTER I: COMMON ARGUMENTAL BASIS FOR CONSTRUCTING BUSINESS STRATEGY Definition and role of business strategy 1.1 Definition of business strategy “Strategy” is a terminology which is used firstly in military sector to indicate big and long term plans based on the fact that we believe in what enemy will and cannot that is understood as plan and military steering art Nowadays, the term of strategy is widely used in many different sectors In business sector, there are many approaches of strategy According to traditional approach, business strategy is considered as the whole long term of an organization to reach long term target Researcher of management history Alfred D Chandler supposed that “strategy is to define basic and long term target of an enterprise and implement action plan together with allocate necessary resources to reach such targets” Then his thoughts have shown that strategy is the process to define out of which enterprises can select targets of themselves, define action plan to fulfill such targets and try to allocate resources Traditional approach can help enterprises to think of what to to define strategy and realize profit of strategy as long term plan However, in current variable business environment it has shown the limitation of traditional approach because it does not have capacity to adapt to the change of business environment According to current approach, strategy can be larger than what enterprises expect or set up to implement plan According to Mintzberg, he supposed that strategy is a model in the flow of decision and action plan The model can be any type of strategy: strategy is previously designed or unexpected strategy 10 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 Figure 3.1: BCG of main trading sectors in Ha Tinh VNPT Star: this is the group with rather high growth rate and market share We can say that within Ha Tinh province currently, Ha Tinh VNPT is the provider of internet and internal information network for organizations and agencies Market share of Ha Tinh VNPT occupies 95% This is also the business sector to bring high revenue and profit for Ha Tinh VNPT This originates from advantage of technology, infrastructure and network of VNPT telecommunication centers within Ha Tinh province Milk cow: this group has low growth rate and rather high market share Currently the service to provide telephone network within Ha Tinh province turns to be breakeven Ha Tinh VNPT has occupied high market share of telephone service with high revenue However, average revenue on each subscriber tends to reduce then relative growth rate is low To attract customers, enterprises of the sector have applied many promotion programs then business cost is high Therefore, with regard to trading telephone service, it must develop facility of product, improve and study to increase functions of products to attract customers and create difference for products of other enterprises Question: this group has high growth rate but rather low market share; to implement the policy in which each cadre will be a salesman, retailed service has become a sector to bring rather high revenue for Ha Tinh VNPT To raise market share of such activity, Ha Tinh VNPT must focus on retailed channel by investing in sale activities from product, personnel to marketing and after-sale My TV is also a service to bring high revenue for Ha Tinh VNPT Currently there have been more than 6000 customers using My TV, who are mostly living in city A big market in rural area has not used this service To approach rural market, Ha Tinh VNPT must strengthen the task of service introduction and subscriber development to all districts, communes within the province 56 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 Dog: relative market share and growth rate are low Currently trading sectors of VNPT have rather high market share and growth rate then there is no sectors which belong to dog group 1.2 Evaluate attraction and competitiveness of each sector according to McKinsey Apart from BCG, McKinsey is also used to assess attraction and competitiveness in four trading sectors of Ha Tinh VNPT According to McKinsey, influences of factors will be marked from to out of which is the lowest level and is the highest level Attraction of each sector is assessed based on factors: market scale, growth rate of such market, profit ratio, competitive intensity, and barriers to participate into the sector Based on information of investigation and interview of experts in the sector then attraction of main sectors in Ha Tinh VNPT is shown by the following table: Table 3.2: Attraction of trading sector 57 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 enterprise Ha Tinh VNPT must make use of its own strength such as prestige, sale system to raise business effect Conclusion on enterprise level strategy: after establishing BCG and McKinsey for main trading sectors of Ha Tinh VNPT, we have realized that Ha Tinh VNPT needs to construct strategy of co-centre diversification around telecommunication sector based on making use of its own strengths Trading sectors will support each other which help Ha Tinh VNPT form a series of value with higher competitiveness and trading effect then proves its own position within Ha Tinh province Selection of business strategy for each target sector In current violent competition, especially for some sectors with high profit ratio like telecommunication, competition among enterprises will turn to be more violent As analyzed in chapter 2, analysis of SWOT, to develop strongly and prove no.1 position as well as construct diversified business strategy, Ha Tinh VNPT must promote its own strengths, limit weaknesses based on business opportunities with many opportunities and threats First of all, enterprise needs to grasp opportunities to invest to raise strengths of capital, technology, market share as well as learn to know experiences of management, technological exploiting Secondly, enterprises need to have flexible options in price war, make use of strengths as the leader of the game Thirdly it must grasp technology, increase investment in added value services Based on above analysis, with regard to each concrete trading sector, we are bold to recommend the following strategies: a With regard to the provision of internet network and LAN: Ha Tinh VNPT will use strategy of leading cost With advantage of prestige, high barriers to join the sector, VNPT will maintain monopoly position because operation in this sector will require high investment cost for technological infrastructure, other enterprises will be 61 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 difficult to get opportunity to join in this activity to compete with VNPT At the same time, Ha Tinh VNPT needs to make use of opportunities to adjust weaknesses according to WO strategy in SWOT which is to increase joint venture, association among enterprises to make use of effect of fixed asset such as leasing transmission, network infrastructure b With regard to the provision of telephone service: Ha Tinh VNPT will use product differentiality strategy for four product flows: pre-paid mobile subscriber, postpaid mobile subscriber, fixed phone, wireless fixed phone to create impression of brand name by proving quality of transmission, function and facility of products Implementing WT strategy in SWOT, Ha Tinh VNPT needs to construct “faithful customers” to reduce quantity of customers leading the network; for instance, it must focus on service quality, after-sale services, and customers’ services c With regard to the provision of retailed service and other services: Ha Tinh VNPT will use leading cost strategy for telephone card product The company will base on strong financial power to launch promotion programs to attract customers With regard to MyTV the company will use concentration strategy Besides, VNPT must be bold to develop retailed channels such as constructing electronic telecommunication supermarket system within the area, providing high quality product with suitable price To adjust its own weaknesses in sale task, it must invest in training personnel, recruit labors with high qualification, sale skill, and construct active and professional sale cadres Implementation solutions In 2010, Ha Tinh VNPT has fulfilled given plan with total revenue of 113% plan, growth of 15% compared to 2009 Out of which revenue from telecommunication – informatics technology reached 107% given plan, growth of 20% compared to 2009 62 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 State’s budget payment reached 125% plan, productivity of 10% compared to 2009 Income of labors increased 10% compared to 2009 In 2011, Ha Tinh VNPT must try to reach revenue of 290 billion dong, which increases 28% compared to 2010 Out of which, revenue increases 25 % compared to 2010; develop services of above 30.000 subscribers Budget’s payment increases 20% compared to 2010 Productivity increases 21% compared to 2010 Up to 2020, the last year of the “Strategy”, the targets of Hatinh VNPT is leading position in the local area in telecommunication sector and others supplying services, expanding the retailed service and so on To implement such target, VNPT must implement the following solutions: 3.1 Solutions of product and service diversification To prove no.1 position within the province, raise business effect, well implement co-centre diversification strategy, Ha Tinh VNPT must gradually make service provision process more suitable together with advertisement, promotion to construct brand name of Ha Tinh VNPT In 2010, Ha Tinh VNPT was very successful with many activities to orient to traditional customers and attract new customers such as: reward customers that use three services and traditional customers with high charges; launch attractive promotion programs such as free assembly of network, free subscriber fee for customers; reward and send message to happy birthday to customers with high charges; sign to cooperate, launch preferential packages for education, medical healthcare and other sectors; organize mobile sale within the province on big holidays….Ha Tinh VNPT has widely implemented 3G and My TV, together with FTTx, which helps people to approach all services of telecommunication, informatics technology then raise people’s awareness Business task must be focused with diversification of sale channel to bring high effect The task of maintaining equipment, software assembly, brand name 63 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 advertisement, consultancy and instruction to use new services of VNPT is well done by cadres of Ha Tinh VNPT The task of market study, study of competitive opponent, division of customers …are well implemented; construct flexible business policy, create trust for customers on quality, service price; emulation movements on developing subscriber, getting charges, increasing revenue….have created motivation to promote development To raise competitiveness, create revenue for the unit, Ha Tinh VNPT must positively develop and expand network of internet, myTV, post-paid subscriber from districts, cities to wards, communes, disseminate internet to remote areas with high speed accession equipments to meet higher demand of customers Ha Tinh VNPT must promote program to sign contract to provide and use services of telecommunication and informatics technology with organizations and agencies within the province such as Ha Tinh Department of Education and Training, Ha Tinh University Based on committed provisions, Ha Tinh VNPT will provide educational programs to connect effectively such as: support teaching via Megaschool, English learning software via network, problem solving via network, contest of nonprofessional youth computer skill, organize training courses on using computer for teacher, cadre management, management systems: teaching, training, testing, electronic library, electronic lectures….applied in schools; construct online information exchange from departments, educational office, to schools to meet demand of full information and serve management task; construct solutions and establish network infrastructure, transmission, secret of information to meet demand of implementation of VNPTSchool of all educational units within the province Besides, Ha Tinh VNPT must promulgate preferential packages for teachers, students, pupils of the province such as: preferential internet package for teacher, Mega For School, Kaspersky anti-virus software when assembling Internet of high 64 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 speed MegaVNN for kindergarten, primary schools, secondary school, high school; post paid mobile subscriber with group call to be reduced 40% call charge for teacher, promoted SIM for new students in new school year, provide computer equipments with preferential price to all units, cadres, teachers … 3.2 Solution to develop organizational structure and personnel Constructing internal relation in VNPT includes relation among equally legal entities, economic relation based on investment-receiving investment - profit payment, parent company impacts on subsidiary in term of brand name, development and investment strategy of capital via appointing capital representative; relation to provide service between parent company and subsidiaries, among subsidiaries based on economic contracts Check telecommunication centers within Ha Tinh VNPT; there must be arrangement, classification of suitable market share, avoid situation of telecommunication centers to compete with each other Raise capacity to design and monitor of director board Implement joint venture, association with strong and reliable partners in the province Recruit trained personnel according to recruitment mechanism To make labors attached to enterprise, it must raise income for cadres and employees; construct preferential policy for cadres and employees who are well perform in working process then have plan to train cadres and create flexible mechanism to be the motivation for cadres to try harder to become main cadres of the enterprises in the coming time The task of training must become constant annual plan from training on foreign language, short term professional class to appointing to go on training abroad 65 /70 Group - Class: GaMBA01.V03 Construct business strategy for Ha Tinh VNPT within the period of 2011 - 2020 Continue improving, consolidating management machine and units according to tidy and brief orientation to ensure qualified leading cadres, engineer and specialists to manage business activities to reach high effect Gradually construct internal economic leverage policies to be suitable to current law including income policy for cadres to encourage them to well exploit intelligence and contribution of members in business activities; attract qualified labor force with experiences and skills in working 3.3 Solution of science and technology Ha Tinh VNPT must focus on investing to promote socialization of telecommunication – informatics technology service then raise coverage quality; optimize network of telecommunication – informatics technology and meet demand of using services of the society Assemble BTS at 100% communes, district, city within the area; assemble fiber cable to raise transmission quality Study and apply newest technology especially study to design softwares of informatics technology; update the most advanced technology of the world Make use of and increase international cooperation with partners to learn experiences, perceive and control then improve and create technology in all sectors Applying informatics technology as the basis for management system of personnel and dispatches 3.4 Solution of effective capital mobilization and using Ha Tinh VNPT must use and manage effectively available capital, loan from VNPT and commercial bank system Well manage business activities 66 /70 Group -
