Council of Griggs University who has guided us in the process of conducting research THE AUTHORS TEAM PREFACE I The imperativeness of the theme Along with the international integration getting more and more extensive and deeper and deeper, the implementation of commitments under the road-map when joining the World Trade Organization (WTO), Vietnam is witnessing the vigorous changes of the market Many economic industries have been being opened and will be forced to be opened for the rest of the world creating a very complex business picture where the competitive factor is indispensable for any business sectors, any trade occupations Vietnamese enterprises are no longer protected by the State subsidiary measures anymore, instead, they have to face the vital issues of competition Vietnam's banking sector is not outside of such picture The Vietnamese commercial banks are trying their best to survive and develop in the context of increasingly fierce domestic and overseas competition The domestic and foreign banks are increasingly forming and expanding their operational size with an aim of creating their own certain position The planning of business strategy suitable for the specific characteristics of each bank in order to survive and grow in the competition tends has become an urgent need for any banks Derived from such practice, the author team has selected the theme "Planning business strategy of Eximbank’s Vinh branch for the period 2011-2020," to be the Capstone Project (dissertation) for the big Assignment of the team The contents of the theme shall focus on the analysis of the strengths, weaknesses of Eximbank’s Vinh branch and opportunities, threats of the business environment, thus through the tools of the Matrix-es an appropriate business strategy can be selected and business solutions can be set forth in the evolution road-map of the unit II Purpose of the theme research The purpose of the Capstone Project Report is to plan the business strategy for Export Import Joint Stock Commercial Bank (Eximbank) - Vinh branch for the period 2011-2020 and propose some measures to implement this strategy in order to facilitate Eximbank’s Vinh branch to become one of the best banks in operating and keep the high ranking position in Vinh area as well as the nationwide III Object and scope of the research The research object of the Capstone Project (dissertation) Report is Eximbank’s Vinh branch's activities as well as its strategic issues and the external environmental factors affecting the business activities of Eximbank’s Vinh branch The research scope of the Capstone Project report is only limited to a specific economic sector which is the banking sector, the business situation of the Eximbank and of some other competitors on the current market IV  Methodology of the study Making surveys and gathering materials for synthesis and analysis subject to the logical methodology;  Making surveys of real situation to give out the precise reviews, comparison and collation ;  Using the theoretical models of strategic management in a business in order to apply into the specific conditions of the bank with an aim of making strategy planning for the bank  Using the historical methods in combination to analyze, synthesize, combining with the matrix tools which have been learned in the course of the Program and apply them in the research of the business characteristics, financial data in Eximbank’s Vinh branch and a number of the banks of the same sector V Structure of the theme The research theme is designed and matrix shows us the strategies which have total attractive scores and from which decision on selection of appropriate strategies for Eximbank’s Vinh branch can be made as follows: * S + O combination group: The market penetration strategy with the total attractive scores of 109; strategy of combination ahead with the total attractive scores of 124 * S + T combination group: strategy of product development with the total score of 102; strategy of market development has the total attractive scores of 121 * W + O combination group: market development strategy with the total attractive scores of 121; strategy of regulation for development with the total attractive scores of 109 * W +T combination group: strategy of regulation for development with the total attractive score of 109; the horizontally combining strategy with the total attractive score of 117 From the above-mentioned results, we shall choose the following strategies to plan the business strategy for Eximbank’s Vinh branch until 2020: + Strategy of Combination ahead + Strategy of market development + Horizontally combining strategy Strategy of Combination ahead: In the area of Nghe An province there are 20 districts, towns, city in which Eximbank’s Vinh branch are only present at 2districts and Vinh City with branches In order to better access to the group of potential customers in the areas of the remaining districts, Eximbank’s Vinh branch shall use the strategy of combination ahead through the opening of sub-branch departments in the district areas which have potential in economic development in order to easily contact with clients and better understand clients' needs Strategy of market development: Take the advantage of the market opportunities when the economy is getting recovered, as well as the potential market is still available, require the sales team to make plans to work with the existing clients to sell additional products and services, work with new clients for marketing the use of the banking products and services, thus the weaknesses can be gradually overcome these weaknesses When people not have the habit of using products and services of the bank, then with the 79 professional staff team, Vin Eximbank can introduce, offer customers an understanding of the products, the trust in the banking services Particularly, through the existing clients who can refer new clients to the bank For example, previously, Eximbank’s Vinh branch did not deploy product of buying, sell physical gold, mobilizing gold, the majority of Vinh people in need of buying and selling gold used to go to the gold shops and bring home gold for storage However, after deployment of the above product, through the existing clients or through the offer via newspaper, radio and TV presently, many clients come to buy gold at Eximbank to deposit, or deposit right at Eximbank’s Vinh branch Thus, through seizing the opportunities on the market demand for products related to gold, Eximbank’s Vinh branch can use their strengths on gold products to develop this market Horizontally Combining Strategy: Currently, contacting to perform direct marketing towards clients in need sometimes there are certain difficulties, such as for clients in need of borrowing money to procure a car , it is difficult for the bank to know who is in need, or to perform loans through proving the financial capacity as well In order to be more competitive than its competitors in the customer marketing, as well as to minimize the limits and inadequacies in the direct marketing of staff, Eximbank’s Vinh branch can cooperate and associate with the partners such as the car manufacture and car distributors, the unit providing the consulting services on abroad study for the students to meet the needs of their customers 3.6 Proposing road-map for implementation To achieve its targets of becoming a branch of the banking group providing the diverse services with the leading quality and efficiency in Vietnam and in the region, Eximbank’s Vinh branch should implement the strategies in order to increase its market share in the operation area and strengthen its role in Nghe An banking system Therefore, Eximbank’s Vinh branch should implement the above strategies in each particular roadmap by splitting the development stage into smaller 5-year stages, from 2011 to 2015 and then from 2015 to 2020 Also, Eximbank’s Vinh branch shall divide each 5-year stage into ever–-year ones and after each year review how much percentage is obtained for such year 80 in comparison with the outlined targets On this basis, it will know the exact direction and promptly bring it into the track if there are deviations to ensure reaching the goals 3.7 Solutions 3.7.1 Solutions relating to the human resources To implement the strategy of market penetration and development, Eximbank’s Vinh branch must own an intermediary staff that are firm in professional qualifications, skilled in the management and well experienced; and the personnel change must not be significant To this, Eximbank’s Vinh branch must comply with the following measures: Training programs must be organized regularly for various levels: Training for branch management will be implemented through the Bank’s training programs; Training for the intermediary management will be conducted by lecturers of the Training Center; Training for employees will be assumed by the intermediary management, branch leaders or lecturers of the Training Center In parallel to the training is the periodically professional check to detect excellent employees for encouraging and promoting to higher positions if there are chances as well as detect poor employees for training again During the process of the operations, the leaders must always put the staff’s effectiveness of working into the consideration to find out the most potentially talented employers, who are capable for training and appointing higher positions Based on strengths and weakness of employees, the leaders must arrange suitable works to suit each position to maximize their strengths and minimize their limitations Such a development could gain a powerful staff Build a salary-frame which is better than the present salary-frame and create an appropriate reward mechanism to encourage staffs more devoted to the Bank, specially, there must be a reward mechanism for staffs working directly with customers (salespersons) based on the revenues they bring about 3.7.2 Solutions relating to executive management and organizational structure The Eximbank system divides its scale of branch level I into an organization of departments The forward strategy and market development strategy demand Eximbank’s Vinh branch to gradually strengthen the human resource administration, expand the 81 organizational structure and prepare man-power for the expansion of the transaction network in the districts and towns of the Province For time being, it needs a model of subbranch departments in districts, where each department offers 12 persons in charge of related professional subjects Therefore, Eximbank’s Vinh branch shall plan training manpower now Each year it recruits more staffs to assign experienced ones slowly guiding the beginners Then this force will be mobilized for building the transaction system in the districts and towns One considerable thing is that Eximbank should give priority to the recruitment of local staffs where it expects to open branches This is convenient for the later market understanding when the Bank’s sub-branch departments are developed On the other hand, this will facilitate employees to stay with Eximbank’s Vinh branch because their works are closer to their homes 3.7.3 Solutions relating to financial capability Being good at business strategy means efficient in business, in the operation of the banking and financial sector, to improve the operational efficiency, the leaders must group financial solutions, therefore, Eximbank’s Vinh branch needs to consider the following: - Improve the money mobilization in the area compared to competitors - The structure of resources: mobilize low interest rates such as demand deposits to reduce costs of raising capital - Lend scattered, small customers with professional interest rates and lend the medium and long-term with high interest rates to raise the margin of the input and output - Make balance of capital sources and capital exploitation to avoid receiving the capital regulation from the higher department with higher cost of capital 3.7.4 Solutions relating to technology Being a branch of the big bank, Eximbank’s Vinh branch inherited the system of modern information technology from its parent bank Eximbank is currently operating the banking software - core banking for its operations However, in Eximbank’s Vinh branch, the applications of the features of this software are separate for its divisions; staffs in one division are difficult to use the applications of other divisions Eximbank’s Vinh branch 82 should train all employees how to use the applications of the program under the motto: “a person knows many things but masters one job" Some old and slow computers which often cause problems should be replaced by the new system of computers in order that customers have not to wait due to mechanic problems 3.7.5 Solutions relating to products and services Identifying sources of capital is the most important task, making a basis for the business expansion Promote the mobilization of capital and diversification of products Operate the interest rates responsively and timely in line with the market Approach projects proactively Mobilize savings from the land clearance and compensation Maintain relationships with large customers such as Military Zone No 4, Vinh University, Mia Duong Song Con, the Industry University of Ho Chi Minh city, the Road Manager Zone Continue restructuring the investment, including short-term, medium and long-term loans and restructuring the investment by sectors, industries, economic sectors, businesses, households, lending for production, business and services Ensure lending proper subjects with appropriate interest rates to increase the financial capacity (by strengthening retail lending), restricting lending to high risk areas like pawn and procurement of transportation vehicles etc Actively deploy operations of products and services Help Eximbank products and services be highly professional, developing in both quantity and quality of works and embodying in the versatility, reliability and efficiency Well organize the payment operations, remittance payment, L/C opening, remittance services; attract foreign currency deposits, bid security, contract performance guarantee, payment guarantee and increase service incomes Continue organizing staffs to study, identify and use the products to introduce and promote the features and utilities of Eximbank products and services to customers in more details, increase cross-selling products and attempt that 01 customer coming to Eximbank uses multiple products and services of the Bank 83 3.7.6 Solutions relating to marketing 3.7.6.1 Solutions on products Eximbank's current products are quite diversified However, to offer the individual products, the ability to sell multiple products and services to one customer will be difficult Therefore, Eximbank’s Vinh branch should establish a research team for product development and marketing to review its available products suit with which customers and build each package of products which is tailored for each group of customers, businesses or individuals The construction of product package for one client plays a very important role in the new marketing as well as retaining and exploiting all needs of existing customers For example: An enterprise which imports raw materials for manufacturing animal food to sold in the country, has many distributors in different provinces, Eximbank’s Vinh branch can build the following packages of product for their own businesses, their employees and their distributors 3.7.6.2 Pricing policy Eximbank’s Vinh branch should establish pricing policies (interest rates, mobilization rates, premium, gold prices, foreign currency rates of exchange ) which are flexible for its affiliates to be active in the sale Formulate policies with more favorable prices for the system of VIP customers 3.7.6.3 Solutions to distribution channel Continue expanding the system to districts which have economic potential in the area Links with partners, customers to cross sell products and services based on the horizontally strategic combination Access quickly to distributors in Vinh’s automobile trading as Honda, Toyota, Nissan to create the relationships of mutually benefited business 3.7.6.4 Solutions on advertising and marketing 84 When the packages of product mentioned in the aforesaid solutions are established, the marketing organization is pretty critical The preparatory work is that each unit (branches and sub-branch departments) makes a list of available customers by groups of business and individuals The business group is divided into several smaller ones respectively with each package for such smaller groups as the group of import and export customers, the group of distributing customers and the group of administrative organizations with revenues In addition, the units must prepare a list of potential customers, who are using the bank services and collect information of this group: which banks they are dealing with? What products they are using? How are the mechanisms like? After prepared the packages of products and services and lists of potential, available customers, the units should organize the sale as follows: For available customers, the sales-persons are the staffs who directly contact with them, the consultants and dealers The staffs will provide and introduce the packages of products and services for them when they have not used, therefore, customers can easily understand the products and utility of each type of products which they will be easy to use For the group of potential customers, the members of the product research and development and marketing team should be the contact clues as this is a large group of customers and the customer dealers must understand the products absolutely and so as to limit their mistakes when working with clients Besides the direct introduction of products, Eximbank’s Vinh branch should continue such programs for its image promotion as televisions, radios, scholarship funding programs, marathon awards and especially through the service quality of the young, dynamic and professional staffs 4.4 Proposals and recommendations 4.4.1 For the State Bank According to the road-map, after Vietnam joined WTO, the provisions on the quality of banking activities must be applied according to the international practices The 85 State Bank should develop more stringent regulations in order that the bank operations are safe and effective It is necessary to review the present operations of the commercial banks to regulate their operations and avoid that smaller banks raise capital at "excessively" interest rates which break the average market interest rates, cause great damages to honest banks like Eximbank’s Vinh branch and affect the economy negatively 4.4.2 For Eximbank departments and offices Develop salary mechanisms appropriately to the common market and apply reasonable competition and reward to motivate employees’ better working The mechanisms for deposit rates, lending rates, service charges should be flexible to facilitate branches on their sale The plans assigned at beginning of the year should be consistent, avoiding changing planned targets and competitive targets in the fiscal year 4.5 Summary of chapter In the trend of the economic globalization today, in particular for Eximbank’s Vinh branch besides the advantages which have been set up as the premise, Eximbank’s Vinh branch also face many new difficulties and challenges By analyzing the current status of the business environment of Vinh Eximbank during the formation and development period , clearly identifying the strengths, weaknesses, opportunities and challenges for Eximbank’s Vinh branch; measuring and evaluating responsiveness to the external environment and the capability of the internal forces of the bank and through the competition matrix-es , EFE , IFE, Space, QSPM Matrix-es in our team's opinion the establishing the business objectives until 2020 with the strategy planned above is entirely feasible and can be implemented in the business operating practices of Eximbank’s Vinh branch 86 The preparation for the deployment of this strategy is the determination of the collective of Eximbank’s Vinh branch in the implementing the plans in the forthcoming time on the basis of the mission and objectives which have been clearly set forth CONCLUSIONS In the recent years, the development of Vietnam’s financial and banking sector has been jumped up The operations on this area gave banks huge profits including Eximbank Vietnam, in general and Eximbank’s Vinh branch, in particular, regardless of turbulent events in the banking and finance sector in this context To survive and develop in the future, Eximbank’s Vinh branch should be aware of determining its market share, determining strategies in each period and thoroughly abide by the business solutions In particular, the Bank should develop its own mission as a "lodestar" guiding all activities In the content of the subject, our team only proposes the implementation of the strategy and solution in period 2011-2020 To accomplish the strategy, Eximbank’s Vinh branch shall inevitably undergo each stage of the period regardless of its internal interest conflicts However, thank to the qualification and enthusiasm of the Bank’s Executive 87 Board, we believe that Eximbank’s Vinh branch possibly makes a future revolution to drive Eximbank’s Vinh branch ship to its targets on time Due to our team’s limited ability and study time, certain shortcomings of the Capstone Project are inevitable The author group sincerely welcomes comments of teachers and programmers to more complete our Capstone Project Sincere thanks!
