UNIVERSITY OF ECONOMICS AND FINANCE HO CHI MINH CITY   GROUP ASSIGNMENT INTERN ATIONA L BUSINE SS MANAG EMENT I Executive Summary Ho Chi Minh City University of Economics and Finance (UEF) is one of the leading private universities in Vietnam UEF aims at higher education standards that combine the quintessence of international higher education with economic changes in the context of integration, specialized training in Financial Economics to meet the increasing demand for quality human resources high of society After achieving certain success in the domestic market UEF has planned to start penetrating the International market UEF chose Thailand as a prospective market to expand and develop after carefully assessing the macroeconomic climate Thailand is Vietnam's largest trading partner in ASEAN Regarding foreign direct investment, Thailand is Vietnam's 9th largest foreign investment partner with 639 valid projects (Minh Trang - 2021) The friendship and cooperation relationship between Vietnam and Thai partners has developed well, especially in the fields of trade, tourism, education-training, and cultural exchange In order to successfully implement the project, UEF has carefully analyzed all aspects Facing opportunities as well as challenges, we are confident that we can take advantage of opportunities and limitations, overcome risks  UEF decided to enter the Thai market through a joint venture with a Thai enterprise Regarding the strategy to compete with competitors, the school will apply a focused strategy UEF targets the general student segment, with high tuition fees compared to mass universities to compete with rival universities in Thailand The reason is because UEF is a University of international standards UEF always focuses on investing in facilities and equipment to serve the training, living and studying activities of students At UEF, the teaching staff is selected according to a standard process: enthusiastic, professional, rich in practical experience, fluent in methods, friendly and close to students  In Thailand, UEF will apply the structure of parts almost similar to UEF in Vietnam At the same time, to suit Thai culture, law and politics and education, the school will make the necessary changes to adapt to the situation in the Thai market  Entering into the international market has never been easy But we are confident that we can carry out the plan smoothly and achieve good results Since then, affirming the position of UEF - the leading university in Vietnam and aiming for international training standards associated with the philosophy of Quality - Efficiency – Integration II Overview of selected country Like Vietnam, Thailand is a country in Southeast Asia It borders Laos and Myanmar to the North, Cambodia and the Gulf of Thailand to the East, Myanmar and the Indian Ocean to the West, and Malaysia to the South Thailand is a combination of a Constitutional Monarchy and a Direct Democracy Headed by the King, who holds the position of Commander-in-Chief of the army and Buddhist spiritual leader Currently, King Rama X is the head and holds that position Thailand is considered as one of the attractive markets with priority policies to attract foreign investors and is the economic and commercial center of Southeast Asia Thanks to the application of the "Thailand 4.0" industrial policy, a new business environment has been created with many preferential policies for investors This attracts a large number of foreign investors, who can expect the growth of investment activities In the field of education and training, Vietnam and Thailand signed a memorandum of understanding on education in 2004 In addition, the two countries have stepped up cooperation in organizing youth exchange programs from 2009 to now This creates conditions for the people of Vietnam and Thailand to better understand the people, culture and lifestyle of your country, especially providing high-quality human resources to serve the needs of international integration III Macro-environment analysis Culture and society a) Population - society:  Population structure: – Population of Thailand: 70,08,807 people (December 2021) Thailand is ranked 20th in the world in terms of population Population density of Thailand: 137 people km2 – About 75% are ethnic Thai, Thai is of Chinese origin 14%, Malay is 3% and some are ethnic minorities – Thailand is facing an aging population that started in 2007 with more than 10% of them being elderly The aging of the population means that Thailand has to face many pressures, strongly affecting socio-economic development in the short and long term Facing the decline in fertility and demographic changes, the Thai government has taken measures to encourage people to have more children with many new actions and policies  It can be said that the aging population structure is one of the big challenges for foreign direct investors when looking for high-quality human resources in Thailand  Religion- language: – Literacy rate accounts for 96.7% Thai is the official language, some groups speak Chinese and Malay Nowadays, young people and business people tend to prefer English and it is widely used in Thailand – Buddhism is considered the state religion in Thailand (95% of the population) In addition, the religion ranked second is Islam accounting for about 4% mainly Malays and some other religions such as Christianity and Hinduism  In summary, Thailand is quite homogenous in terms of language and religion, so Thai people not suffer from racial discrimination and ethnic conflicts Therefore, foreign entrepreneurs can rest assured to invest in the Thai market b) Culture: Much of Thai culture is influenced by Buddhism and partly by cultural influences from India, China and Cambodia Culture contributes to building relationships as well as negotiating behavior with partners Thai people like to work with responsible, reputable people and show respect and courtesy to each other This creates a strong business relationship  Customs – Thai Government agencies work from (8:30 am - 4:30 pm) from Monday to Friday and they usually take a lunch break of about hour – Like in Vietnam, people are also off on public holidays, Tet and only work on weekdays depending on different companies and businesses  Festivals: – Thailand also has traditional festivals bearing the identity of the "land of golden pagodas" Some holidays in Thailand during the year include: New Year SongKran, Khao Phansa Buddhist Festival, Teachers' Day, International Labor Day, King's Birthday - Thailand's National Day,…  In short, a deep understanding of Thai culture plays an important role in organizing and penetrating new markets in this country Understand customer psychology, offer appropriate preferential policies and know how to seize opportunities and overcome challenges without affecting the local culture Political and legal system To invest in a foreign market, businesses need to consider key value factors and the laws of that country Because, that country is allowed or discouraged to consult if political issues are unstable a) Politics – Thailand is a constitutional monarchy with the king as the head The National Assembly is a bicameral Congress with a Senate and a House of Representatives – Close cooperation with ASEAN members, an important ally of China – Thailand is ruled by a military junta, which has surrounded the army and ordered the restriction, arrest and detention of anti-government activists, and control of the media and the Internet  Recently, the Thai Government also launched a new strategy to restore Thailand's position in attracting foreign investment to stabilize the situation The Thai government is also considering and proposCing measures to remove business barriers and create favorable conditions for foreign consultants b) Legal system: – The legal system in Thailand is influenced by the media and representation system The Commercial Code is built on the experience of mainland Europe and Japan The Code inherits the experience of France and Belgium – To invest in the Thai market, businesses will be subject to the Foreign Investment Law 1999 Under the Enterprise Law of Thailand, the service provision of a Designated Shareholder (shareholder on license but without shares) is scoped and subject to heavy fines In case the business has a partner in Thailand, the business is kept 49% but the management rights still belong to the company – According to the current Thai capital law, there is no minimum capital requirement but there must be at least founding shareholders If the school needs to hire more foreigners to work, it will need a minimum capital of million THB to get a work permit (Tony Ho, 2021)  Although most countries want to simplify the corporate law to encourage foreign investment, the establishment of a company as well as the reinvestment of many compartments such as laws, tax regulations, etc., this is one of the methods to foreign business of processors in Thai schools Economics and trade Thailand is a country with a large economy and ranks 23rd in the world As a country that is not crowded and has a large export volume, always accounts for a high proportion, moreover, tourism is also a key industry of Thailand With a nominal GDP of over $500,000 billion a year Thailand has undergone many economic transitions from a low-income country to a high-income country for quite some time Thailand is known as the world's largest exporter of the main items that Thailand exports such as rice, electrical machinery and equipment, computers, vehicles, mineral fuels, broadcasting equipment, and plastics, organic chemicals, etc Regarding imports, the main products they import are gold, crude oil, auto parts, office machine parts, and integrated circuits However, the Thai economy, like many other economies in the world, at the time of the Covid-19 epidemic, many countries also faced many difficulties not only due to the epidemic but also due to the trade tension between the US and China Exports are slow, domestic demand has increased significantly due to trade tensions, so the economy will be depressed due to global and local financial instability as well as stalemate Thailand's unemployment rate in 2020 is just under 1% and is among the lowest in the world This metric is thought to be because there is no incentive for anyone to permanently lose their job, thus entering the so-called 'informal' sector or looking for part-time work such as parttime work in a restaurant, a cafe from to o'clock with flexible hours and is considered employment in official statistics A major problem for Thailand is the depreciating currency causing the emergency Since 1997, Thailand has experienced several crises in which the baht's exchange rate suffered, prompting the Thai government to borrow from the International Monetary Fund Despite pouring capital, domestic enterprises still go bankrupt, foreign enterprises not invest in domestic enterprises, the Thai currency is still volatile, leading to investor hesitation, fortunately, the land water has been restored Currently, the Thai government has developed new policies to increase investment, but the government has also made the legal framework more transparent to attract investment from international countries Thailand's tourism industry is trying to revive, with an effort to stimulate demand to achieve 100 million domestic trips, the tourism industry in Thailand is gradually recovering.Thailand is predicted with an economy in 2021 of 30 billion USD, Thailand's Internet economy in 2021 is ecommerce with 21 billion USD, an increase of 68% compared to the previous year The death toll has offset the slow recovery of the tourism industry in this country Thai consumer penetration ranks second in the region, with 90% of Internet users using digital services Even during the Covid 19 pandemic, Thailand's level of recovery is also worth learning Technology and competitors a) Tecnology Thailand is a country that is moving towards advanced technology, the government has introduced many incentives for organizations to adopt new technologies The investment of companies in Thailand in innovation, Technological infrastructure is also remarkable So the country is expected to see an increase in e-commerce and similar tech activities in the coming years Companies in Thailand now provide technology products and services abroad Thailand is a Southeast Asian country that is a leader in the use of social networks such as Facebook, YouTube, Line, Instagram, and Twitter However, technology activities are mainly focused on Bangkok So many initiatives are needed to carry out such activities nationwide Thailand is not afraid to adopt new technology, farmers in this country use cutting-edge technology in harvesting to get the best crop, they have access to the most advanced processing and storage plants In addition, many people in Thailand are now turning to the field of cybersecurity Technology is evolving so they need more people to secure the network and protect data, to react quickly to cyber-attacks The Thai government claims that 5G technology, cloud computing, and artificial intelligence (AI) will be the key elements of the country's digital economy infrastructure for a better life than Thailand people b) Competitors In Thailand, they open schools, they mainly specialize in information technology, tourism, agriculture, etc.) these are hot industries and bring economic benefits to them However, they still train subjects such as economics, commerce, marketing, and logistics There are about 86 private schools of economics, finance, commerce, etc In Thailand, there are quite a few economic and financial training schools such as Pathumthani University established in 1999 with a medium scale, receiving much attention from students, the quality is considered good but the price is high (like Shinawatra school) The school was established in 1999, is a large university and is famous for the quality of teaching After researching some schools, most of the private schools in Thailand are small and medium sized, with good teaching quality, tuition fees from 100,000 to 175,000 Baht Financial  When you want to business in Thailand, you need to know some of the following conditions: – First in Thailand foreigners can only rent premises for business or joint venture with a Thai enterprise, the university only needs to spend half of the capital in a total cost (22.5 million USD) IV Business opportunities/risks analysis Business potential Thailand is quite homogenous in terms of language and religion, so Thai people not suffer from racial discrimination and ethnic conflicts Therefore, foreign entrepreneurs can rest assured to invest in the Thai market Thailand is a growing economy and it is going to expand even more in the coming few years With flexible trading terms and different advantages for doing business in Thailand, UEF can actually make great usage of these friendly customs and regulations in order to generate a good amount of profit by carrying out a particular business in this country Vietnam and Thailand were the first two ASEAN countries to establish a strategic partnership in June 2013 and this relationship has continuously grown strongly in many fields, including education and training (Phương Đông-2015) Thailand is now a preferred destination for foreign investment in the South East Asian region The pro-active policies of the government here are innovative and forward-thinking that actively encourages socio-economic progress and development This is a great opportunity for UEF to promote investment and development in this country The growing demands of students in Southeast Asia, and specifically Thailand, in terms of strengthening their knowledge and abilities in an international university setting UEF will have the opportunity to introduce the culture as well as build reputation for the brand As a result, it attracts more and more Thai students as well as Asian students Since then, contributing to the development of Vietnamese education in the eyes of countries around the world Business risk It can be said that the aging population structure is one of the big challenges for UEF when looking for high-quality human resources in Thailand (teachers, staff, ) Currently, the situation of COVID-19 epidemic is still complicated in Southeast Asian countries, including Vietnam and Thailand This has a significant impact on UEF's plans to enter the Thai market Because of the pandemic, schools have remained closed If we are too hasty and not prepare carefully, it can lead to failure and loss Many barriers such as laws, tax regulations, etc can be said to be one of the challenges for UEF to invest in the Thai market UEF will face stiff competition from international universities in Thailand such as: Pathumthani University, Stamford international university, Rangsit University, etc This will be a huge challenge and will contribute to the success of UEF's strategy to penetrate the Thai market Entering the market in Thailand requires relatively large capital sources (building facilities, mobilizing personnel, marketing, etc.) That could lead to higher tuition fees than in Vietnam and some competitors This is a major disadvantage/challenge for UEF in the early stages of expansion into Thailand Therefore, it is necessary to carefully consider whether to keep the tuition fees in line with the competitive environment or to increase the tuition fees to offset the "huge" capital V Implementation Strategy UEF has chosen to target the Thai market by entering into a joint venture with an enterprise in Thailand, we will still have a certain degree of internal control, each party will have its responsibilities and powers, regarding the contribution capital Each party will contribute 50% of the capital to the investment, although UEF will face a disadvantage in terms of its ability to dominate, not be able to fully control its core competencies and make important decisions, but the cooperating enterprises will help us with some capital and knowledge about the Thai market Our side will come up with the final school structure strategy and goals through discussion with the joint venture partner Profits are divided by market share, moreover, we are legalized To compete with rival universities in Thailand, UEF also needs to develop an effective competitive strategy Specifically, UEF targets students in the middle to high segment with high tuition fees compared to high schools The reason is that UEF is an international standard university With advanced and modern facilities and training programs of international standards With the focus strategy, UEF has made detailed proposals to support the operation of the school and here students can experience learning like a miniature Harvard: 10 - At UEF, each study program will have a separate structure However, they are all built on the same structural foundations as the education systems in the United States, Singapore, and Thailand Compared to Vietnam, Thailand's education sector is developing rapidly This country currently has institutes ranked in the top 200 in the world, which is an open university environment So, to break into this industry, UEF needs to have some effective approach strategies - Thailand, known as the Center of Asia, is home to many universities with advanced learning technologies that attract international students Therefore, UEF must invest heavily in infrastructure, technology, large learning spaces, scientifically planned to be able to enter the education system of Thailand - Universities in Thailand focus on improving people's style, communication, and creativity, UEF should adjust training programs to focus on specific and creative topics rather than majors to capture learners' interest and trust Most students in Thailand are free to explore, think, ask questions, discuss, voice their opinions and find out what interests them UEF can continue to play to its strengths as the organizer of many events, academic competitions, and several informative talk shows for students - UEF may use "FIELD Immersion", a required semester-long Harvard course Students build on what they've learned so far and apply it to real-world business problems Students are paired with a company that has a product or service challenge for the student to solve The course culminates in a week of immersion at the corporate site, during which students meet with their company and local consumers UEF can continue to promote its strengths by organizing many events, academic competitions, and organizing many talks shows to provide more information to students - In addition to academic sessions, UEF can organize extra-curricular and inter-school events for students to study, exchange information, and form stronger relationships with friends from other countries and schools - UEF can establish relationships with large and small enterprises in Thailand and internationally to strengthen its position in this market Ensure all students get internships early and find suitable careers after graduation - In particular, the policy of admission scholarships and diverse scholarships helps UEF recruit more students 11 Structure Currently, UEF has a modern organizational system is reasonably arranged and standardized with the goal of best serving students The University has issued the Regulations on organization and operation of the University in order to specify and clearly define the tasks and powers; organization and management; workers, learners; working principles and working relationships; training activities, science and technology activities, international cooperation activities; finance and property; inspect, examine, emulate, reward and handle violations; thereby fully, synchronously and effectively implementing all aspects of the school's activities In Thailand, UEF will apply the structure of parts almost similar to UEF in Vietnam At the same time, to suit Thai culture, law and politics and education, the school will make the necessary changes to adapt to the situation in the Thai market However, there will be no major changes affecting the current structure because basically the organizational structure of UEF is quite complete and also fully meets the educational and management functions of a University Specifically, the organizational structure of UEF is headed by the School Council, below will be the School Administrator – The School Council will be responsible for making decisions on the university's strategy, development plan, and annual plan; advocate the development of the university into a university or the merger with another university In addition, they also promulgate organizational and operational regulations, financial regulations, and grassroots democracy regulations of the university in accordance with the provisions of law – The School Administrator includes principal and vice principals The principal will be responsible for managing and administering the activities of the higher education institutions in accordance with the law, the institution's organization and operation regulations; organizations carry out professional, academic, organizational, personnel, financial, property, domestic and international cooperation and other activities The principal will improve the signing of the recruitment decision and the signing of a working contract Vice-Chancellors will be in charge of different areas of the university, specifically, there will be vice principals in charge of managing and supervising training departments, and vice-principal managing the international training institute They are directly in charge of some areas of 12 work as assigned by the principal; on behalf of the principal to settle and take responsibility for the solved work – Deans of the Faculty will be directly in charge of the Faculty's personnel issues, monitoring the development of the Program and the implementation of the training progress; in charge and implementation of scientific research tasks; and international cooperation issues, training links with foreign partners of that discipline Accreditation and Quality Assurance of Industry Training Programs – The Vice Dean will directly monitor the development of the Program, the Syllabus, the discipline, and the implementation of the training progress Regulating and coordinating among the Departments in the Faculty to carry out the main tasks, assigning expertise to the lecturers and social activities throughout the Faculty; in charge of academic advising and academic and extra-curricular activities of major students; The school will divide the organizational structure as follows: – The Administrative Block will include departments in charge of handling administrative tasks related to lecturers, students and businesses Including 13 departments responsible for the management and connection of businesses and students from academic activities to extracurricular activities – The Training Block consists of 10 Faculties (with 23 majors), Institutes and output Informatics Center This helps UEF meet the basic needs of Thai students for current majors And in the future, other majors can be opened to meet the needs of the market and students – In addition to the departments, the faculty has other organizations such as the Student Union, the councils and UEF's own organizations that deal with other activities of the university and students; at the same time help smooth operation and build the reputation of the school Operations First, to operate the school, UEF needs to hire staff The positions on the school board will play an important role, so it will be prioritized to use experienced resources at the headquarters in Vietnam, and at the same time will appoint the human resources of the joint venture enterprise Experienced and highly qualified lecturers in Vietnam will be appointed to key positions in Thailand (eg: Head of Department, Head of Department and Dean of Faculty) In addition, UEF also promotes the recruitment of foreign employees (preferably Thai) for the remaining positions The recruitment process will be supervised and approved by the Recruitment Council to ensure fairness in the evaluation process of the lecturers' qualifications Next, UEF will plan and design training programs for each faculty and each discipline These programs will be tailored to Thai students, but still ensure the international training program of UEF set out The Science and Education Council will be in charge of the design of these programmes To ensure international standards and suitability for Thai students, UEF will hire more qualified experts in the field of curriculum design who are foreigners and Thais A standard training program will last years, including general subjects, specialized subjects, physical subjects, English is required (except other language subjects) The next process in the chain of operations will be the admissions process This work is extremely important to operate the school, at this step UEF will set the selection criteria and the number of students to enter At the same time, devise strategies to attract students through media such as newspapers, social media Or by traditional ways such as connecting with high schools, future career orientation for high school students and especially the scholarship 14 program to support tuition This policy will be a key strategy of UEF to attract and acquire quality students Next is the process of teaching and training students UEF is always committed to ensuring the quality of teaching by qualified lecturers and international standard training programs Teaching will be conducted according to the procedures set forth by the school and always supervised during the teaching process There will be faculty management inspectors and faculty quality assessments by students The training system will be a close link, so students must complete the subjects prescribed by the school to graduate In addition to the basic academic programs, the school also opens an international institute like in Vietnam, affiliated with Leed Trinity University, Kobe International University, Gloucestershire Public University, etc Studying according to the study programs of the international institute, students will have the opportunity to study and be awarded degrees by international schools, have many opportunities to participate in student exchange programs between international schools Through the study abroad program UEF will create the best study opportunities for students in many countries such as UK, USA, Korea, Japan, etc In the final years, students will have the opportunity to attend participating in business cooperation programs and internships to help students orient their careers as well as fully equip them with necessary skills to be ready to participate in the labor market Output standards of UEF students in general will have to meet criteria such as completing subjects, having required certificates of foreign languages and informatics Besides the main activities, other activities such as student support, finance department, IT department, library, security, etc also greatly support the school's activities The operation also needs to be ensured to serve the staff and students to study and work effectively VI Conclusion With the set goal of expanding the market to other countries, UEF conducted an analysis and selected Thailand as the target market On the basis of analysis of macro-environmental factors such as politics, economy, culture, and analysis of opportunities and risks of Thailand, UEF has come up with an entry and competition strategy that is assessed as most relevant to this country First, UEF will enter the market in the form of a joint venture and a focused competitive strategy In order for the school to operate, first of all, it is necessary to have an educational organizational structure and operational process to ensure scientific and effective 15 Based on the existing structure in Vietnam, UEF has made small changes in the organizational structure to adapt to the new environment VII Reference Minh Trang (2021) Thúc đẩy hợp tác, đầu tư Đà Nẵng Thái Lan
