Nùm 2008 cuơng lađ mưịc thúđi gian ăânh díịu 15 nùm Viïơt Nam chđnh thûâc bịnh thûúđng hôa quan hïơ vúâi câc tưí chûâc tađi chđnh tiïìn tïơ quưịc tïị. Thûơc hiïơn vai trođ ăaơi diïơn cuêa Viïơt Nam taơi câc tưí chûâc tađi chđnh tiïìn tïơ quưịc tïị, NHNN ăaơ tđch cûơc thuâc ăííy câc hoaơt ăương ăưịi ngoaơi nhùìm tùng cûúđng quan hïơ húơp tâc vúâi
IMF/WB/ADB/MIB/MBES, tranh thuê sûơ uêng hươ, nguưìn lûơc tađi chđnh, hưỵ trúơ kyơ thuíơt vađ tû víịn chđnh sâch cuêa câc tưí chûâc trïn.
NHNN ăaơ chuê trị, phưịi húơp vúâi câc bươ, ngađnh hûơu quan ăađm phân thađnh cưng 18 dûơ ân, chûúng trịnh vúâi WB/ADB vúâi tưíng trõ giâ 1.980,7 triïơu USD. Ăùơc biïơt, trong nùm 2008, NHNN ăaơ chuê trị vađ ăađm phân, kyâ kïịt thađnh cưng Chûúng trịnh Tđn duơng Hưỵ trúơ giăm ngheđo VII (PRSC VII) cuêa WB trõ giâ 150 triïơu USD cuđng 12 khoăn ăưìng tađi trúơ cô giâ trõ khoăng 212,6 triïơu USD. developments in the international financial markets, strengthening information exchange with international financial institutions and other central banks in order to facilitate its policy making. In addition, being fully aware that updated information is of great importance to decision making, especially in the context of fast and unpredictable developments of international markets, and Vietnam’s deep integration into the world economy, the SBV established a unit in charge of updating and reporting developments in the global and regional markets.
The year 2008 was a milestone to mark the 15th anniversary of the resumption of the official relationship with international financial institutions. As Vietnam’s representative agency at the international financial institutions, the SBV had been proactively strengthening cooperation with IMF/WB/ADB/ MIB/ MBES to capitalize their financial and technical assistance and support, and policy advice.
In 2008, in cooperation with other relevant Ministries, the SBV successfully negotiated 18 projects and programs with WB/ADB worth around USD1.99 billion in total, which included USD150 million of the Seventh Poverty
Reduction Support Credit (PRSC VII) and USD212.6 million of 12 co-financiers. The WB-financed USD60 million “Financial Sector Modernization and Information Management System” Project was successfully negotiated. In addition, the SBV had been seeking and exploring technical assistance for capacity building of the SBV in monetary policy making and conducting; banking supervision and surveillance; improving the banking
institutional framework; and in banking sector reform.
From the bilateral cooperation perspective, the SBV continued to develop its multi-facetted cooperation relationship with other central banks and bilateral financial institutions; and

Ăïịn hïịt thâng 12/2008, NHNN ăaơ kyâ kïịt vùn băn húơp tâc vúâi cú quan quăn lyâ ngín hađng 12 nûúâc ngoađi vađ vuđng laơnh thưí gưìm cô Anh, Hưìng Kưng, Hađn Quưịc, Trung Quưịc, Nga, Ăađi Loan, Australia, Malaysia, Singapore, Nhíơt Băn, Campuchia vađ Lađo. Tûđ ăô gôp phíìn cuêng cưị, tùng cûúđng hoaơt ăương thanh tra giâm sât vađ an toađn hoaơt ăương ngín hađng taơi NHNN Viïơt Nam trong bưịi cănh hươi nhíơp kinh tïị quưịc tïị. Trong chuýịn thùm vađ lađm viïơc taơi Trung Quưịc thâng 11/2008, Thưịng ăưịc NHNN vađ Thưịng ăưịc Ngín hađng Nhín dín Trung Quưịc ăaơ nhíịt trđ húơp tâc nhùìm ăưịi phô vúâi cuươc khuêng hoăng tađi chđnh toađn cíìu vađ câc tâc ăương cuêa nô ăïịn khu vûơc Chíu  bùìng câch thiïịt líơp “nhôm cưng tâc chung“ giûơa 2 NHTW ăïí trao ăưíi, chia seê kinh nghiïơm vïì ăiïìu hađnh CSTT, cú chïị húơp tâc vađ hưỵ trúơ líỵn nhau trong bưịi cănh khuêng hoăng tađi chđnh hiïơn nay. exchange high-level delegations under the bilateral cooperation framework. By the end of December 2008, the SBV had signed MOUs with 12 banking regulators in England, Hong Kong, Korea, China, Russia, Taipei China, Australia, Malaysia, Singapore, Japan, Cambodia, and Laos, which helped reinforce banking supervision and safety and soundness of the banking sector in Vietnam in the context of deeper international integration. In the official visit to China in November, the SBV Governor and the Governor of the People's Bank of China reached agreement to cooperate in cop- ing with the global financial crisis and its impacts on Asia by establishing a “Joint Working Group” to exchange views and experi- ence in conducting monetary policy, and coop- eration and mutual-support mechanism. In addition, the SBV had proactively accelerated the negotiations of the proposed Bilateral Swap Agreement (BSA) between Japan and Vietnam and initiated negotiations of the possible BSAs with China and South Korea.
Under the ASEAN cooperation framework, the SBV actively participated in ASEAN high-level meetings and other Monetary and Financial Cooperation Task Forces toward the ASEAN Economic Community. The SBV also participated in FTA negotiations between ASEAN and such other partners as Australia- New Zealand, EU, and China. Regarding the relationship with ASEAN+3 partners, the SBV, together with the Japanese Ministry of Finance, successfully chaired meetings of Chiang Mai Initiative Multilateralization Task Force, which is the cooperation initiative among ASEAN, Japan, China and Korea to set up a balance of payments support mechanism in case of short-term liquidity difficulties.
Being the lead agency in international integra- tion of the banking sector, the SBV had completely and efficiently fulfilled its duties as assigned in the Government’s Beyond WTO Actions Plan for period 2007-2012, including

Vúâi vai trođ lađ cú quan chuê trị trong hươi nhíơp quưịc tïị ngađnh ngín hađng, NHNN ăaơ thûơc hiïơn ăíìy ăuê vađ hiïơu quă câc cưng viïơc ặúơc giao trong Chûúng trịnh Hađnh ăương cuêa Chđnh phuê sau khi Viïơt Nam gia nhíơp WTO giai ăoaơn 2007 - 2012, triïín khai câc hađnh ăương cuơ thïí ăïí thûơc hiïơn câc cam kïịt gia nhíơp WTO vađ tđch cûơc phưịi húơp, triïín khai câc hoaơt ăương húơp tâc giai ăoaơn híơu gia nhíơp WTO.
Ngoađi ra NHNN ăaơ thađnh cưng trong viïơc níng cao vai trođ cuêa mịnh khi líìn ăíìu ăùng cai câc Hươi nghõ Thưịng ăưịc vađ Phô Thưịng ăưịc ASEAN vađo thâng 4/2008, ăăm nhiïơm thađnh cưng vai trođ ăưìng chuê toơa taơi Hươi nghõ Thûúđng niïn ADB 2008. Ăùơc biïơt, taơi Hươi nghõ Thûúđng niïn IMF/WB 2008, Thưịng ăưịc NHNN ăaơ ặúơc toađn thïí Hươi ăưìng Thưịng ăưịc tđn nhiïơm bíìu giûơ chûâc chuê toơa Hươi nghõ Hươi ăưìng Thưịng ăưịc IMF/WB nùm 2009.
realizing specific actions to deliver WTO commitments and actively cooperating and implementing other activities in the beyond-WTO period.
Furthermore, the SBV successfully improved its image after productively hosting for the first time the ASEAN Central Bank’s Governors Meeting in April 2008, and co-chairing the 2008 Annual Meeting of the Asian
Development Bank. Especially, at the IMF/WB 2008 Annual Meetings, the SBV Governor was selected by the Board of Governors to be the Chairman of the IMF/WB Board of Governors' Meetings in 2009.
