Continuing Professional Development, and International Recognition Chapter Educating the Central Asian Librarian: Considering the International MLIS in Kazakhstan Celia Emmelhainz, University of California, Berkeley, USA Why Central Asian librarians enter the profession, and how they decide which educational strategies to pursue in developing their careers? Using 13 conversations and 10 qualitative interviews with Kazakh and Kyrgyz librarians, this chapter finds that librarians enter the profession due to personal interest, by happenstance, or for university funding and continue when they perceive an opportunity for career growth as well as salary mobility Central Asian librarians evaluate their educational options, including local bachelor’s degrees; distance education from Russia; MLIS programs in Asia, Europe, or America; and short-term online training, while balancing family responsibilities and career prospects in and outside of librarianship Prospects for creating a local MLIS or other improved professional training programs are discussed Chapter Continuing Professional Development and the Philippine Qualifications Framework: A Way Forward to Mutual Recognition Arrangements 33 Lourdes Tenmatay David, Professional Regulation Commission of the Republic of the Philippines, Philippines  The Philippines is unique among the ASEAN member states (AMS) in implementing its continuing professional development (CPD) policy among its professionals It is the only AMS that requires CPD compliance for the renewal of the Professional Identification Card of its professionals For that matter, it is the only country in the ASEAN that requires graduates of Library and Information Science to take and pass a licensure examination before they can practice the profession The Bachelor’s degree in LIS also has a common curriculum for all the schools offering the degree as mandated by the Commission on Higher Education except for autonomous higher education institutions The chapter discusses the laws, practices, and issues that affect the practice of librarianship in the Philippines and how CPD impacts the ASEAN Qualifications Framework (AQRF), career progression and eventually the Mutual Recognition Arrangements (MRA) among ASEAN member countries Chapter Diversity, Indigenous Knowledge, and LIS Pedagogy: Conceptualizing Formal Education in Library and Information Studies in Vanuatu .50 Reysa Alenzuela, The University of the South Pacific Emalus Campus, Vanuatu Margaret Austrai Terry, National Library of Vanuatu, Vanuatu While the rest of the world discusses how Library and Information Studies (LIS) can best cope with the emerging trends in technology and global information platforms, there are parts of the world that not offer LIS programs This chapter provides insights on the development of LIS qualification that recognizes the needs of librarians in Vanuatu The Ni-Vanuatu competency index serves as a reference for the skills required to deliver services and resources to their clients The importance of having a functional program that integrates the uniqueness of Vanuatu’s cultural diversity and indigenous knowledge is the primary discussion for this chapter It is too early to discuss the steps for meeting the criteria for the qualifications framework as the program is not in place Still, the focus of what kind of LIS Education suits Ni-Vanuatu librarians is the beginning of the conversation Chapter 10,000 Newly Certified Librarians, 100 Secure Jobs 78 Daisuke Okada, Soai University, Japan This chapter discusses the status, challenges, and issues encountered in librarianship in Japan, especially school librarianship Specifically, it focuses on the certifications for school library staff, the curriculum model, and the employability of certified librarians Topics related to Library and Information Studies schools, training programs for certified librarians, summer and distance education, qualifications and accreditation of teacher librarians are discussed as well Currently, librarianship and school librarianship are not close to implementing internationalization; State University, and later as Deputy Director of the National Library of the Kyrgyz Republic From 2002 to the present, she has been working as director of the Scientific Library of I.Arabaev Kyrgyz State University and part-time assistant professor of the Humanities Faculty and of the Library Department of the Institute for Advanced Studies and Retraining of Personnel at I.Arabaev Kyrgyz State University Her teaching experience in the field of training library personnel is about 40 years In 2008 she defended her candidate thesis “The History of Librarianship in Kyrgyzstan.” She is the author of more than 30 scientific articles published in republican and Russian professional scientific journals and of the monograph “The History of Librarianship in Kyrgyzstan” (1966-2006), the
