TRAINING STRATEGY OF SELECTED COLLEGES RESPONDING TO THE NEEDS OF HIGHLY QUALIFIED PROFESSIONAL conducted during the period from 5/2013 to 10/2015 The research result showed that there were 400 students of Ca Mau Community college (CCC) interviewed and answered nearly 18 questions The researcher had analyzed KMO test, the result of KMO analysis used for multiple regression analysis Students are responses measured through an adapted questionnaire on a 5-point Likert scale Hard copy and interview students by questionnaire distributed among students of Ca Mau Community College The regression analysis result showed that there were three factors, which included of factors following lecturer, facilities, and programs affecting the education and training quality at Ca Mau Community College with significance level of % In addition, the research result processed from SPSS 20.0 software The parameters of the model estimated by Least - Squares Method tested for the model assumption with 5% significance level At the same time, the result was also scientific evidence and important for researchers, and policy makers who apply them for developing the education and training quality What policies/measures maybe recommended based on the results of the study to improve the quality of the education and training Solutions for the improvement of the quality of the education and training Solutions for lecturers: Lecturer quality has become an issue of importance as the landscape of higher education has been facing continuous changes: increased international competition, increasing social and geographical diversity of the student body, increasing demands of value for money, introduction of information technologies, et Therefore, Ca Mau Community College should continue to train teachers in order to improve teaching quality Each lecturer should use many different methods for teaching students Lecturers continue to improve the knowledge that helps students understand the lesions easier Recruitment of teaching Lecturer: Lecturer recruitment must be done by a process of scientific examinations, closely, to ensure openness, fairness and democracy on the basis of defined criteria Currently, the process of recruitment of school teachers are very strict, public: Employment Information on the media (newspapers) about hiring standards majors (majors, graduate of good or higher, Priority postgraduate qualifications) Established Recruitment Council (managing board, chief of the department); Selected candidates must prepare faculty composed in all training programs of the university, faculty council before recruiting, if satisfactory, will continue in the interview to capture practical knowledge, political attitudes lifestyle, morals, family situation The next time to recruit faculty resources to meet the substantive requirements of the standards, there should be policies to attract, preferred graduates with honors, who holds a masters and PhDs officers, who undergo practical work at the grassroots level During the 190 selection process regardless of the learning process of the subject mature entrants as: Awareness, politics, style, university in the near future Solutions for equipment: Steering solutions to enhance the facilities in order to improve the quality of education and training following: In particular, the training quality is deciding the existence and sustainable development In addition to factors such as curriculum content, course books, reference books or management staff, teaching faculty, the infrastructure elements also have a very important role A field full of the above factors but poor infrastructure, outdated, not keep up the development of the society will not be able to get a best quality in training Therefore, strengthening infrastructure, equipped with teaching facilities and modern learning at Ca Mau Community College will help train up a workforce of quality, meet requirements of economic development - society in the current integration trends Therefore, Ca Mau Community College should continue to invest in modern facilities for research and teaching in the future Besides, Ca Mau Community College should continue to build many rooms for learning and researching of the students Some solutions to direct strengthening physical facilities in order to improve the quality of training as follows: First, advise and recommend to the leaders enhanced support facilities for Ca Mau Community College to meet the training requirements of high quality human resources for Ca Mau province and the neighboring provinces 193 Second, assess, examine reality, investment planning infrastructure equipment for each school year; steering unit in the base functions and tasks proposed additional equipment needed for the work Third, better direct the management, exploitation and use effectively the equipment for specialized tasks The school established asset management unit - the device, complete with profiles, statistical books, check assets quarterly, annually Besides, the Ca Mau Community College is responsible for managing delivery, use and preservation of assets for each unit; monthly check, reporting, repair, maintenance time Fourth, the exploitation of funds from foreign projects, the targeted programs of the Government, supported collaboration of businesses in the province of Ca Mau, balance from savings to complement Supplementing infrastructure, technical equipment to better serve the training of Ca Mau Community College Solutions for programs: Ca Mau Community College should continue to improve training programs that reflect current and future social demand, especially enterprise demand Besides, the program should continue to have many skills in order to help students have a good job in the future Ca Mau Community College should continue to improve training programs following: First, the Ca Mau Community College needs to promote stratification quality training programs based on accreditation (using AUN) Accordingly, the necessary investment in the floor section, focusing on industry-standard capable of immediately and complete the programs is limited; consider stopping admissions according to the schedule of the program does not meet the conditions for ensuring quality and does not meet the needs of society; 194 focusing on development of new programs, with high social needs, derived from the practical requirements Second, Ca Mau Community College has implementation of good proposals to reform the college entrance and graduate to recruit the most suitable candidates to attend training programs Ca Mau Community College requiring the entire political system of faculty to step in the admissions council should stick to timelines for the work to be conducted in accordance with procedures and timely, summarizing lessons learned after deployment to perfect the model and toolset assessment and enrollment services Finally, Ca Mau Community College innovation must go along with raising the quality of education Institute for Quality Assurance and Training in coordination with the Board to review, sort opportunities for students after graduation 195 CHAPTER V SUMMARY, CONCLUSIONS AND RECOMMENDATIONS Summary Improving the quality of education and training is one of the most important tasks to ensure success progress fundamental and comprehensive change education in Vietnam under General Assembly Resolution XI the National Party To improve the quality of training requires cognitive perspective, strategy development suitable and reasonable solutions The regression analysis result showed that there were three factors, which included of factors following lecturer, equipment and programs affecting the education and training quality at Ca Mau Community College with significance level of % In addition The research result processed from SPSS software The parameters of the model estimated by Least - Squares Method tested for the model assumption with 5% significance level At the same time, the result was also scientific evidence and important for researchers, and policy makers who apply them for improving the education and training quality and developing human resource management in both Ca Mau province and other provinces Summary of Findings The main study has an assessment that discusses the respondents’ demographic profiles and purification of the measurement variables Besides, the reliability tests were conducted to test the consistency of the questionnaires Moreover, the hypothesis testing presented through correlation and testing factors following: 196 () The Lecturer affecting on the education and training quality at Ca Mau Community College with significance level of five percent () The equipment affecting on the education and training quality at Ca Mau Community College with significance level of five percent () The program affecting on the education and training quality at Ca Mau Community College with significance level of five percent Conclusions The aim of this study was to examine the factors affecting the education and training quality To examine the study a literature review has been done on different aspects of training The findings of this study suggested many factors, which affects the education and training quality Quality in education includes: Learners who are healthy, well-nourished and ready to participate and learn Learners supported in learning by their families and communities In addition, Environment that is healthy, safe, protective and gender-sensitive The college provided adequate human resources and facilities; and its content that is reflected in relevant curricula and materials for the acquisition of basic skills, especially in the areas of literacy, numeracy and skills for life Learners have knowledge, skills and attitudes The aim of training is linked to national goals for education and positive participation in society This allows us to understand about education as a complex system embedded in a political, cultural and economic context It is important to keep in mind education’s systemic nature, however; 197 these dimensions are interdependent, influencing each other in ways that are sometimes unforeseeable Education and training are factors that directly affect the quality of human resources The quality of education will be trained human resources for the country Improving the quality of education and training is the goal of improving the quality of human resources to meet social needs After Data analysis, the main objectives of this study were finished following: The first objective conducted a survey to find factors that affecting the education and training quality at Ca Mau Community College The second objective analyzed and tested some factors that affected the education and training quality at Ca Mau Community College Finally, the researcher had been recommended solutions to improve the education and training quality at Ca Mau Community College Recommendations Recommendations for the authority of Ca Mau province To improve the quality of education and training in Vietnam, the Ca Mau province have been very interested Many workshops of the education sector have been scientists, educators participate constitutional successor but has not been yet feasible solutions In the framework of this presentation, we only mentioned some basic solutions to contribute to complement solutions have been implemented to improve the quality of education and training in the fundamental innovation process and Comprehensive education in our country, on the perception and their views The researcher is hoping to cash in on the system solutions 198 of Ca Mau province to implement efficient processes fundamental innovation Vietnam education in the spirit of the resolution of the National Party Congress XI Besides, Ca Mau province has strategic solutions following: First of all, Ca Mau province has human resource planning is a critical management function in that it provides management with information on resources flow that is used to calculate, among other things, recruitment needs and succession and development plans Secondly, Ca Mau province should be able to obtain and retain the number of people we need with the skills, expertise and competencies required Thirdly, Ca Mau province has secruitment and selection, in this environment, the importance of finding the right person for the job cannot be over emphasized and the decision to appoint an individual is one of the most crucial decisions an employer will ever take Finally, Ca Mau province has the planning of the training and development There is also a need to continuously train and develop the workforce to achieve competitive advantage Training will ensure that the students develop the right skills, attitudes and knowledge that will enable them to perform their jobs
