one of the most important sources which cause a direct impact on the growth and development of the economy as well as other social activities On the ground of increasingly deep and wide economic integration of Vietnam into the region and the world, especially after becoming an official member of World Trade Organization WTO, the operation of the banking system in general and the role of bank credit in particular will fatherly constitute strong influence, create a driving force for the entire economy in achieving growth and greater development However, due to the financial crisis which affected strongly to the financial institution as well as other enterprises operating in the economy, quality of the bank credit activity diminished significantly Facing with that problem, the banking system must have the solution to solve this difficulty State Economic Enterprises is not only the most popular type of enterprise formed in Vietnam but also an indispensable part in creating jobs for millions of workers, making an enormous contribution to economy grows as well as the state budget Therefore, the quality of credit for SEC which is the main target of many commercial banks in general and BIDV in specific is very important It is the fact that the bad debt account for the most proportion of overdue debt while this value are not fell a lot in comparison with the previous year Furthermore, the issues of credit structure as well as security assets of these sectors are considerably problematic for BIDV at the moment Recognizing these issues as well assessment of SECs’ roles in the development of the whole economy as well as BIDV in specific, I have chosen the topic "Solutions for quality improvement of bank credit to State Economic Corporation at BIDV Transaction Centre 1" to investigate the research Even VIII though for a short period of time, I have captured the real situation of BIDV Transaction Centre 1’s credit for SEC and applied all learned theories into the practice Research scope Objects: Bank credit quality for SECs of commercial bank Scope: Bank credit quality for SECs at BIDV in the period 2009-2011 Research questions This study will aim at answering three questions: What is bank credit quality? What are the issues of bank credit quality at BIDV Bank? What are solutions and recommendations for bank credit quality at BIDV Transaction Center 1? Research purposes: Studying the fundamental argument regarding SECs to discover their disadvantages and advantages in current situation Studying the general criteria for quality improvement of bank credit to SECs to evaluate the current status of bank credit at BIDV Transaction Centre Proposing solutions to improve the quality of the bank credit for SECs at BIDV Research methodology Accessing the issues in theory and practice, this subject uses the concepts of Bank Credit Quality, and then combines with statistics, analysis, synthesis, and comparison methods at BIDV Transaction Center in order to clarify matters Research structure The thesis is constituted by three parts: Introduction, Body, and Conclusion In which the body include three chapters: IX Chapter I: General about bank to improve the quality of bank credit for State Economic Corporation at BIDV Transaction Centre CHAPTER I: GENERAL ABOUT BANK CREDIT QUALITY FOR STATE ECONOMIC CORPORATION OF COMMERCIAL BANK 1.1 Overview on State Economic Corporation in Vietnam 1.1.1 State Economic Corporation Concept State Economic Corporations is not only the most popular type of enterprise formed in Vietnam but also an indispensable part in creating jobs for millions of workers, making an enormous contribution to economy grows as well as the state budget Providing an inclusive definition of a state-owned enterprise can be difficult because each country can outline the characteristics of such an arrangement The simple definition of State Economic Corporation: “State Economic Corporation are a business owned by the government and operated for profit " 1.1.2 State Economic Corporation Characteristics Nowadays, the amount of State Economic Corporation is rising quickly contributing to nearly 60% GDP of the country, making job for millions of labors, and is an important factor in the economy structure transferring process Beside the positive side, some of State Economic Corporation features remain limited Therefore, the evaluation and examination process must be generic and from multi-view, which will help to develop their strengths, reduce weaknesses, and further enhance the quality and operation for State Economic Corporation 1.1.2.1 Large-size operations and high financial capacity Large-size and high financial capacity leads to the ease in finding and accessing funding for development of State Economic Corporation The mobilization on the financial markets hampered by various regulations and the law 47 Improving quality of service with the goals “providing a perfect life” + Performance one-time communication progression for money, remittance, import and export payments + Develop on the way to service, customer-adjusted and personalized transactions traditions + arrange rapid answer and portable banking services + concern sophisticated technologies to increase service quality + start transaction processing center + set up customer service centers Development and improvement of risk management system: + Develop and apply a focused, dependent and bad risk management system to monitor the types of market risk, credit risk, liquidity risk operational and systems risk most effectively and objectively + Construct manual credit follow international practice and implement support systems to strengthen credit management activities and maintain asset quality + Apply credit scoring system + Develop and implement information management systems on the basis of international accounting standards 3.1.3 BIDV Transaction Center 1’s development orientation of Bank Credit service for State Economic Corporation With the target to become the leading commercial bank in Vietnam, BIDV, especially BIDV Transaction Center has gradually expanded their customers, diversified lending products especially focused on the State Economic Corporations 48 and consumer loans BIDV Transaction Center has developed the following guidance for State Economic Corporation Developing capable marvelous loans, creating constructive situations for lending to State Economic Corporation, especially the percentage of long and medium term to help State Economic Corporation in revitalization of tools, improvement of product quality Increasing the ratio of loans for State Economic Corporation compared to total loans at stable rate of 70% (now only 49%), especially the rate of long and medium term to help State Economic Corporation in renewal of equipment, improvement of product quality trying to decrease Overdue debts and implementing strong measures to lever and recover outstanding debts which develop a healthier bank credit quality for State Economic Corporation Finding proactively for new customers, concentrating on training officers for acquiring professional qualification, evaluating and looking for investment opportunities effectively, consulting business plan for State Economic Corporation, strengthening the marketing and customer-focused strategies Implement customers follow standard: Those customers who have a perfect relationship with bank will receive lower for the project loan All clients with eligible condition, reputable credit relationship, no bad debts or Overdue debt, no unpaid interest will be granted credit needs quickly and promptly, with the preferential interest rate, loan term as well as debt collection period Researching and reviewing for State Economic Corporation with Overdue debts in case that their projects are really effective to extend credit, collect debt as well as create consistent strategy and credit policy for State Economic Corporations Identify target customers are State Economic Corporations who mainly active in the field of commercials, services and industrials to provide appropriate products and services which maximize interests of customers Focus in credit policy - The ratio of credit outstanding for State Economic Corporations in the total outstanding loans - The credit structure by industry, area to reduce the risks to diversify risks - The ratio of medium and long term borrowings for State Economic Corporation that ensure both safety credit Focus on business ability 50 Organization of risk management through improving processes, procedures, determining managing State Economic Corporation and diversify risks measures, setting up rider for loans loss, collaterals 3.2.2 Boost of the credit mobilization activities in order to meet the needs of customers Mobilization of credit is important to the endurance and growth of banks which has been also adopted great creation for examination of effectiveness In mobilized cashes can say is the most vital customers, banks also make the growth of debt instruments to increase credit so effectively The • create and maintain long lasting relation with businesses which help banks have complete information relating to customers and decrease the cost of the evaluation and supervision, and simultaneously attract new clients who are related to their old customers • Base on balances in place accounts for payment, This collecting determine not only cuts appraisal cost but also minimize the risks Thereby understand the customers’ business operation Assessing the feasibility of business plan: Base on the strength credit relationship with the non SOEs Up to now, with the trend of business plans of customers Thiswill still be able to resolve any situation appropriately and ensure that bank loans will be repaid Customer classification: By analyzing the criteria and calculating of indicators, the bank will classify customers into different Categories, then finding out the solutions that focus rating activities for customers with healthy financial position, fair credit relations, refuse to lend to customers which have bad financial status and infeasible business chart Analyzing the financial situation of clients: To understand more the financial performance of enterprises which is a root for making credit decisions? To 52 classify customers in a timely manner for each period, banks should conduct this activity was every six months Strict execution of credit procedure Tighten regulation of loan security: Most customers must have a mortgage except these following preferred lending customers: * Having a deep relation with BIDV Transaction Center * Having a good business goal and projects * Having good market understanding of legal requirement, having the experience in information assembly and completely handling the debt Improving the quality of personnel, specialization of credit officers - sanitization and recruit credit officers to choose capable professional with passion and love for the job and the bank Also, continue recruit new competent and experience in accordance with the necessities of the bank - Crafting appealing reward program to motivate credit officers who have contributed much to the credit operations, had a excess assigned quota levels of outstanding loans, extensive customer 54 improving the credit scoring system, using credit derivative instruments, improving the quality of analysis and customer evaluation and loan scheme, expanding secured loans, performing credit risk diversification, enhancing the role of internal control and inspection, handling of overdue debts and bad debts 3.2.5 Building infrastructure, investing in modern technology to meet the credit demand BIDV Transaction Center should advance the equipment and the software application programs for the evaluation and credit management In particular, BIDV Transaction Center should improve “The internal grading system" -which score credit of customers and quantify credit risk that banks will have to face and control- to a higher standards and more effective by focusing on the financial and non-financial parameters of each customer as well as the 55 development trend of the economy in general, regularly updating to ensure accurate reflection of factors constituting the credit risk in each period Besides, the training should be deployed more widely in order to create conditions for improving staff qualifications and ability to adapt to advanced equipment and technology 3.2.6 Improve the quality of market research and marketing activities to promote the image bank for the public Currently there are many enterprises of all industries are conducting business and the number is constantly increasing in the next few years Foreseeing this situation the bank needs to better organize the process of market research by establishing the market research department which provides in-depth credit information to for customer relationship department Market research includes three main tasks: macro research (social -economic conditions, market price ), the banking market research , and the business situation of the enterprise business research Another activity that bank should take to expand the State Economic Corporations market is public relationship: - Enhancing the publicity of products that banks offer to help customer understand about bank’s operations, mechanisms and credit policies which promotes the bank's credit activity in a sustainable way - Actively in search of customers, making customer classification for selection of target customers, from which banks offer specific solutions and strategy focus on customers that create a differentiation for bank to attract more target customers intensification competitiveness by creating product differentiation Banking foodstuffs is intangible asset Therefore, the bank should incessantly innovate crop and services in demand of patrons and matching with socio-economic environment, through which increasing of bank competitiveness 56 3.3 Recommendations The banking sector is one of vital industry which plays a very important function in the development of country ‘s economy; this sector also contain many hidden risk associated to the financial system, affecting the development of protection and national stability Therefore, this area is always supervised and closely manages by the Government, in particularly by the State Bank Therefore, the growth of the bank not only depends on the exertions of banks but also depends on the actions and direction of the State Here are some recommendations for these agencies to expand credit activities associated with credit quality control of commercial banks 3.3.1 Recommendations to the State Bank State Bank needs to improve more quickly the legislation on the activities of banks to create standardized and equal opportunity legal environment, for all kinds of enterprises can access credit efficiently State Bank need to avoid prejudice between different types of corporations - Credit Information Center of the State Bank (CIC) need to incorporate tightly with commercial banks to fully exploit information about customers Thus, commercial banks can have enough information to - calculate the exact loan and debt collection The State bank should strengthen the check and control banks and other credit organizations to find and correct mistakes promptly and avoid possible loss 3.3.2 Recommendations to the Vietnamese government Complete policies to State Economic Corporations Until Government issue decree 90/2001/NĐ-CP, support behavior for State Economic Corporations develop strongly reflected the rapid growth in both quantity and quality of State Economic Corporations To solve these troubles, the Government should continue to reform institution for State Economic Corporations 57 Encourage banking activities Governments should publish and perfect the institution to create contented environment for banks to develop and enhance their competitiveness in the overall market and market segment of State Economic, thus meeting the requirements of the international economic combination process, particularly when Vietnam become an official member of the World Trade Organization WTO 3.3.3 Proposals to State Economic Corporations To access with credit foundation from banks in a timely manner, State Economic Corporations themselves must also take ladder to mixture the shortcoming in order to improve belief and standing with the bank Firstly, improve the business management of State Economic Corporations, especially the leader of company In addition, the knowledge of officer and human property in these enterprises also need to improve which help them understand new technology, increase labor competence, provide higher production effectiveness, and certainly bring trust to the bank Secondly, the State Economic Corporations should expand investment project, business strategy in line with management capability, credit, technology and human resource, especially in the situation of integration today, they must have plans to increase credit in different ways, actively advance and find out the bank's services, expand market research and marketing Thirdly, The State Economic Corporation need to develop a standing with proved business capability and proficiency of credit using, such as enhancement the capacity of management and operation, compliance with typical and precision of financial accounting, production and doing business as set by law Fourthly, internal control system should be recognized and continue efficiently They are the development, governance principle, processes and 58 procedures, organization opinion and jobs delivery in the business administration The second and third controls are internal auditing and outside auditing Fifthly, during the deep and wide economic addition, State Economic Corporations need to recruit the help of the establishment to obtain information and improve understanding of laws, expanding into related and prospective market, to raise self-awareness their own competitiveness as well as status over the world 59 CONCLUSION Nowadays, in the background of permanent expansion, then the subject of credit excellence is more and more and more vital Improving credit superiority for State Economic Enterprises become one of the most concern of any commercial depository in general and BIDV in particular, because the credit quality affect to the business result of not only enterprise but also the bank itself, furthermore, bank credit also drive the economic development through on condition that environment for effective operations of enterprises Over the years, BIDV has confirmed its roles in the development process and contribute to the production expansion of enterprises In general, the policy, mechanism and practice are in line with the monetary policy of the State Bank The bank has overcome difficulty to meet the credit necessities of the SECs Besides, the bank also focus on the inspection and approval before deciding to grant credit, monitoring loan to limit credit risk and security for loan Therefore the credit quality of the bank is constantly improving However, there are some existing boundaries in credit quality of the bank, in particular, the outstanding loans remnants low compare with the mobilization finance, besides, the credit structure is toward short-term loan which is not totally match the demand for long-term credit of enterprise, apart from that is the problem of loan security procedure that also cause difficulty for bank in accessing bank credit Therefore, through the research and analyze the current situation of credit quality for SECs at BIDV, I gave some solution to address shortcomings and improve the credit quality for SECs which also make a payment to the development of the country 60 Due to the restriction regarding time, comprehension and experience, then shortcoming and mistakes are inevitable All comments to make a better
