© Robert Maass/Corbis I Russell A Green is the Will Clayton Fellow in International Economics at Rice University’s Baker Institute and an adjunct assistant professor in the economics department there His current research focuses on exchange rate policies, financial market development in emerging-market economies, and India’s development challenges Prior to joining the Baker Institute, Green spent four years in India as the US Treasury Department’s first financial attaché to that country He was previously the deputy director of the US Treasury’s Office of International Monetary Policy, where he led efforts to strengthen International Monetary Fund exchange rate policies and international reserve management Green holds a BA from Pomona College and PhD from the University of California, Berkeley USD $23.95 Bergsten and Green n September 1985, emissaries of the world’s five leading industrial nations—the United States, Britain, France, Germany, and Japan—secretly gathered at the Plaza Hotel in New York City and unveiled an unprecedented effort to correct the largest set of current account and exchange rate imbalances that had ever threatened the world economy The Plaza Accord is credited with sharply realigning exchange rates, significantly reducing current account imbalances, and countering protectionist pressures in the United States But did the Accord provide a foundation for ongoing international financial stability and policy coordination? Or was it simply a unique one-time coincidence of national interests? The Plaza experience continues to inform today’s debates about the limits and possibilities of international monetary cooperation In late 2015, leading policymakers and economists—including those who were involved in the Accord’s design, negotiation, and implementation—held a Plaza Retrospective conference at the Baker Institute for Public Policy to evaluate the Accord’s legacy and how its collaborative spirit can be applied today This volume presents their views and analyses to provide guidance for a time when the world again faces the prospect of currency disequilibria, growing Institute for International Economics from 1981 through 2012 and is now senior fellow and director emeritus there He has been a member of the President’s Advisory Committee on Trade Policy and Negotiations since 2010 He was formerly assistant secretary for international affairs of the US Treasury (1977–81), functioned as undersecretary for monetary affairs (1980–81), and was assistant for international economic affairs to the National Security Council (1969–71) He was chairman of the Competitiveness Policy Council created by the Congress (1991–95) and chairman of the APEC Eminent Persons Group (1993–95) This is the 44th book he has written, coauthored, or edited, including most recently India’s Rise: A Strategy for Trade-Led Growth (2015), Addressing Currency Manipulation through Trade Agreements (2014), Bridging the Pacific: Toward Free Trade and Investment Between China and the United States (2014), and The Coming Resolution of the European Crisis (2012) Bergsten has received the Meritorious Honor Award of the Department of State (1965), Exceptional Service Award of the Treasury Department (1981), Legion d’Honneur from the Government of France (1985), an honorary About the Contributors 297 Index 303 Preface The Plaza Accord of 1985 was a major milestone in the history of economic cooperation among the industrial nations It was a rare occasion when the financial and growth spillover effects of surplus economies’ lower demand were addressed Protectionist pressures in the US Congress were the main driver of the Plaza’s monetary initiatives so it relates directly to the interaction between trade policy and currency issues that is playing out again in today’s very different global circumstances The current weaknesses of the international financial architecture with respect to persistent surplus economies and their currencies underline the relevance of reconsidering this successful episode from the past This volume brings together some of the leading international economists in the United States, Japan, and Europe to offer their respective perspectives on the array of questions posed by the Plaza Accord and its successor, the Louvre Accord of 1987 Notably, it includes analytical perspectives of economists who were involved in the Accord’s design, negotiation, and implementation The volume derives from a project launched in early 2015 by the Baker Institute for Public Policy at Rice University to commemorate the 30th anniversary of the Plaza That institute is named for James A Baker, III, the former Secretary of the Treasury and Secretary of State, who was the chief architect and negotiator of the Plaza Accord and its implementation The Baker Institute hosted a conference in Houston in October 2015, at which the papers included in this book were initially presented, and we are delighted that our Peterson Institute for International Economics was asked to coedit and publish the resulting volume—especially given our own fellows’ contributions We are honored that Secretary Baker delivered the keynote address to the conference, which is included as chapter of the book, and that vii former Federal Reserve Chairman
