Educational Progress (NAEP) has been providing policy makers, educators, and the public with reports on the academic performance and progress of the nation’s students Over the years, NAEP has been updated in ways that kept it current with the ever-changing educational and policy context, but maintained the trend lines it was designed to track By the late 1980’s, there were concerns about the extent to which U.S students were learning what they need to be globally competitive in the 21st century There were calls to set high, world-class achievement goals for U.S students In response, NAEP adopted standards-based reporting for the subjects and grades it assessed Today, some 24 years later, the focus on achievement standards is even more intense At its best, standards-based reporting can provide a quick way to summarize students’ achievement and track their progress It can clearly demark disparities between what we expect our students to know and be able to as articulated in the standards— and what they actually know and can It can stimulate policy conversations about educational achievement across the country, identifying areas and groups with high performance as well as those with troubling disparities It can inform policy interventions and reform measures to improve student learning There are potential downsides, however Standards-based reporting can lead to erroneous interpretations It can overstate or understate progress, particularly when the goal is to monitor the performance of subgroups In its attempt to be easily understood by all audiences, it can lead to over-simplifications, such as when users not the necessary work to ensure their understandings are correct At a time when policy makers are vitally interested in ensuring that all of the country’s students achieve high standards, it is critical that test results are reported in a way that leads to accurate and valid interpretations, and that the standards used in reporting deserve the confidence of policymakers, practitioners, and the public The U.S Department of Education turned to the National Academies of Science, Engineering, and Medicine to answer these questions and the Academies set up the Committee on the Evaluation of NAEP Achievement Levels for Mathematics and Reading The purpose of the project was to evaluate to what extent NAEP’s standards (or achievement levels) are reliable and valid Are they reasonable? Are they informative to the public? Do they lead to appropriate interpretations? To compare student achievement overall and by student groups for the nation, states, and urban districts  To compare U.S student achievement with international benchmarks  To compare with students’ performance on the state assessment – and serve as an audit of the results  To serve as models/external benchmarks in devloping achievement levels (and their descriptions) for other assessments For the workshop, we would like to delve into these (and other) uses more deeply and explore the interpretations, decisions, and actions that result from the information As a very simplistic example, when state NAEP results are released, state officials compare their current results with their past results, those of other states, and those from their own state assessment They interpret the comparisons and make inferences about student performance They communicate those inferences to others, and decisions may be made or actions may be taken Given that example, please consider how you (or the consituency you represent) use NAEP results What comparisons you make? What inferences you draw from them? Who you communicate them to? What decisions are made and what actions are taken? NAEP reports performance results as mean scale scores and cumulated percents of students who score at each achievement levels (percent basic and above, percent proficient and above, percent advanced) How you use scale score information versus achievement level information? Are there any particular groups that you track, such as at-risk students? If so, please discuss the information that you use, the kinds of inferences you make, and the actions/decisions that result When you examine the results, you use any of the NAEP questionnaire data (e.g., to crosstabulate the test scores by questionnaire responses)? William H Orrick, Jr., distinguished professor and faculty director at the Chief Justice Earl Warren Institute on Law and Social Policy at the School of Law of the University of California at Berkeley, where he previously served as dean Earlier, he was a professor at Harvard Law School His academic work is in administrative law, civil rights, education policy, and, generally, domestic public policy His public policy work has included policy and budget positions under Presidents Jimmy Carter and Bill Clinton He also served as a senior policy adviser in the presidential campaign of English His research interests focus on reading assessment, reading comprehension strategies, and the verbal reporting methodology, especially aspects of individual differences that are sometimes neglected in reading theory and practice, including motivation and engagement, metacognition, student self-efficacy and self-concept, and epistemic beliefs He is a long-time member the Standing Reading Committee of the National Assessment of Educational Progress, and he was a member of the 2009 NAEP Reading Framework Committee and of the Feedback Committee for the Common Core State
