Page of 188 Introduction PowerSchool is the current student information system (SIS) provided to school districts by the SC Department of Education and is the main source for STUDENT DATA collections Student-level data are input, validated and maintained by local school districts The data are then transferred (pushed from districts) electronically to the SCDE through the Enrich Data Collection tool.The submitted “source” data are ultimately used to fulfill SC State and/or national data reporting mandates Only data values that are needed for reporting purposes are included in the queries that the SCDE PowerSchool data team uses for data transferred As you reference this guide for answers to your questions, please send suggestions for clarifications or requests for further explanation or additional information to your PowerSchool Information team via the eServices support link: https://eservices.ed.sc.gov What to Expect in This Guide Included is the following information: • Schedule of data collection periods Data Collection Schedule, Fall 2016-17 This schedule will be updated throughout the school year as dates must be added or changed – always check for the latest schedule here • SCDE office names and contact information • Collected data - usage information • State specific fields requested for reporting through various offices within SCDE When appropriate, each of the collected fields includes this information: • Display field name, internal field name, and the table in which value is stored; for example, in the first entry below: “Course” is the display name; (Course_Number) is the internal field name; and [Courses(2)] is the table in which the data value is stored • Definition of the data value based on what data are needed by the content program • Description of how each field is to be used • Reference to existing documentation about the field • Valid value (s) for the field (s) NOTE: For each PS page there will be a table listing the field names required to be populated, the office using the field and the first due date the field will be collected The following special codes denote how particular data elements are used for required reporting of the student information: • *** = field is used for ESEA Waiver (AYP) or District Report Card • ### = field is used for E-rate or Direct Certification Review/download the latest https://support.powerschool.com The Starting the New School Year with PowerSchool, SC Specific Resources and Processes for PowerSchool and Related Applications, 2016-17 guide specifies the changes to SC PowerSchool and is posted on the SCDE website Refer to that document for edits, updates, and new fields necessary to meet required changes As changes occur throughout the year, updates will be made System and data dictionaries available on PowerSource: UPDATES/CHANGES Changes for the 2016-17 school years will display in blue font for quick reference: • Attendance Note the emphasis on accurate attendance records Many schools in your districts did not have bridge periods set up correctly for previous years which impacts daily attendance and accurate record counts for your students, both historically and currently Follow the directions provided in the latest South Carolina PowerSchool Attendance Setup Guide posted on the PowerSchool Information web page • Career and Technolgy Note changes for Certification, etc for the 2016-17 year • Civil Rights Data Collection (Heads-Up) o All schools/districts will need to begin using PS CRDC pages to enter and verify data values for the required federal reporting through SCDE to report on the previous year’s data o Updates for these pages for district reporting will be available during the fall term 2016; districts who have not been using the CRDC pages will need to begin populating the information in the pages for 2016-17 o The following tables will need to be migrated this fall: • State SC Sections CRDC • State SC Schools CRDC credentials • • • Early Childhood Information – SC Student Information Page Indicate English Proficiency for all 3-year-old and 4-year-old students EFA/EIA Page Note that Dual Credit Enrollment will your schools with E and Y for “Include in state reporting” so accurate counts are available to the Education Oversight Committee for reporting to the SC Legislative body • • • • • • • Homeless Student Information Page o You will use the Miscellaneous Initialization process to set the three homeless fields back to default each year o New validations for fields are added; see the Homeless Student Information Page for details Incident Management Page o The Office of Student Intervention requested a new Duration Code added for Truancy – “Remainderof School Year.” o An action attribute was added that can be assigned to any incident Precode Page o The Precode page section is updated to remove the Student Not Tested – LEP fields o Fields are added to collect additional data elements, renamed to meet changes in testing requirements, rearranged for more logical placement or removed if data values are no longer required SC Student Information Page o New Selection for Drop-Down will be available for the Diploma Earned Field o Entry and Exit dates are now available to track students who graduate through the Adult Education program Section Page o You will need to add/setup courses for those courses, enter and exit dates, and expressions are used for reports provided to federal agencies through the Office of Federal and State Accountability Regulation R43-234 VII-D “Defined Program, Grades 9-12 and Graduation Requirements” stipulates the following for course records for students: Each district superintendent must verify the accuracy of course records for students The name and code number of every course that each student takes must be entered into the student data collection system active master scheduler at the time the student takes the course Courses may not be added to the student’s historical grade or course history (transcript) without first being entered into the scheduler Courses offered in nontraditional settings such as online courses, courses offered in conjunction with a college or technical college (i.e., dual credit), and courses offered by the school through the district, state, or another type of provider must be included in the active master joining of two families and a person always has two last names to show his or her lineage Since many non-Spanish speakers may not be aware that Hispanics almost always have two last names, it would be best to hyphenate the last names so that there is no question that a person has two last names Many Hispanics also have middle names; therefore, it would not be proper to put the mother’s last name as Institute of Education Sciences (ies) There are reference “cards” at the end of the document that explain how to enter the name AND how to address the parents New Reference Guides for Getting Student Names Right Getting a student’s name right is the first step in welcoming him or her to school For students whose home language is not English, properly recording their information can be more difficult for school personnel who are not familiar with different naming conventions A new set of reference guides from Regional Educational Laboratory (REL) Northwest can help The Getting It Right guides provide districts with guidance for entering students’ names in school, district, and state databases Incorrectly entering student names can mean that the same student is listed in different ways in various databases and can lead to incomplete records Students who are eligible for services (for example, English learner support) can end up being unidentified or overlooked The printer-friendly guides include easy-to-follow tips and guidelines for registering students with home languages of Cantonese, Punjabi-Muslim, Russian, Somali, Spanish, Tagalog, Ukrainian, and Vietnamese For each home language, the guides provide information on the typical number of given names or family names, the order of the names, and where the names might fit into common database fields In addition to facilitating accurate data entry, these guides can help front office staff and registrars greet and address parents and other family members in a culturally responsive and Must schools indicate whether or not a student is retained or promoted? To avoid adding a new field to PowerSchool, SCDE uses the data values from the following pages/fields to determine the retain/promote status for students : • Scheduling Setup: Next Grade Setting • Transfer Info: Edit Current Enrollment • South Carolina Student Information: No-Show Reason and Retained Reason The EOY process requires that Next Grade is set to the grade level PK-12 or 99 for a graduating student t so a student can be “promoted” to the next grade for the new school year (For reporting purposes, SCDE captures grade levels and compares retention or promotion from one year to the next.)
