407 DIPLOMATIC CONFERENCES 29 October 1991 Agenda item 16 (a) International Conference on the Revision of the 1974 Athens Convention; (b) Conference on International Co-operation on Oil Pollution Preparedness and Response The Assembly took note with satisfaction of the outcome of the above-mentioned diplomatic conferences The Assembly endorsed the decisions taken by the Council in respect of each conference REPORT ON EVALUATION ACTIVITIES 31 October and November 1991 Agenda item 20 The Assembly took note of the report on evaluation activities, recorded its appreciation for the Secretary-General's initiatives in this field and endorsed the decisions taken by the Council in this regard The Assembly further welcomed with appreciation the Secretary-General's initiative of preparing a comprehensive and integrated plan for developing human resources in the maritime field during the period 1992-2000 to assistdeveloping countries in implementing IMO's conventions and standards; urged Member Statesto indicate to him, when invited to so, their training needs in the various maritime disciplines; and appealed to Member States, aid agencies and donors to support the Secretary-General in his laudable efforts in manpower training The Assembly also reaffirmed that evaluation was an important management tool which would be of benefit to the future conduct of the activities of the Organization and requested the SecretaryGeneral to continue to give attention to this important subject ELECTION OF MEMBERS OF THE COUNCil November 1991 Agenda item 33 In accordance with Articles 16 and 17 of the IMO Convention as amended, the Assembly elected Members of the Council as follows: Under Article 17(a): Japan, the United Kingdom, Greece, the USSR,' the United States, Italy, Norway and China; Under Article 17(b): Germany, France, Canada, the Netherlands, Brazil, India, Sweden and Argentina; Under Article 17(c): the Republic of Korea, Spain, Nigeria, the Bahamas, Egypt, Cyprus, Indonesia, Mexico, Algeria, Australia, Pakistan, Saudi Arabia, Iran (Islamic Republic of), the Philippines, Morocco and Panama * As from 26 December 1991 the Russian Federation continued the USSR's membership in the IMO Convention 408 -
