FORMIS  II       Terms  of  Reference   Regional  IT  and  Communication  Expert     The   role   of   the   Regional   IT   and   Communication   Experts   are   to   help   ensure   the   successful   operation  of  the  FORMIS  systems  developed  by  the  programme  with  emphasis  on  the  training   activities  in  all  the  districts  of  the  responsible  region  Regional  IT  and  Communication  Experts   report  to  Regional  Coordinators   Duration:         From  tentatively  July  2015  –  April  2018   Duty  Station:         Northern   IT   and   Communication   Expert   will   be   based   in   Ha   Long   City,   Quang   Ninh   province   - Central   IT   and   Communication   Expert   will   be   based   in   Thanh   Hoa   City,   Thanh   Hoa   province     Required  Skills  and  Experience   - Duties   - Minimum  bachelor  university  degree  in  IT   Minimum  of  5  years’  working  experience,  preferably  in  forestry  sector   Good  interpersonal  skills   Able  to  communicate  in  English   To  be  able  to  travel  frequently  in  the  districts   Experience/  skills  as  a  trainer  as  an  asset     Be  a  trainer  in  IT  and  communication  at  regional  levels;   Facilitate   the   establishment   of   information   management   practices   and   be   responsible   for  communication  activities     Coordinate   project   activities   in   development   of   information   system   in   the   forestry   sector  through  regular  liaison  with  stakeholders   Coordinate  activities  in  close  cooperation  with  the  technical  assistant  team   Other  tasks  as  assigned  by  the  Regional  Coordinators         Development  of  Management  Information  System  for  Forestry  Sector,  Phase  II     Page  1
