PRIME MINISTER -No.: 698/QĐ-TTg SOCIALIST REPUBLIC OF VIETNAM Independence – Freedom – Happiness Hanoi, June 01st 2009 2nd review of translation DECISION Approval of the master plan on Information Technology (ICT) Human Resource Development (HRD) through 2015 and Orientation towards 2020 THE PRIME MINISTER Pursuant to the Law on the Organization of the Government dated December 25th 2001; Pursuant to the Law on Information Technology dated June 29th 2006; Pursuant to the Decision No 246/2005/QĐ-TTg dated October 06th 2005 of the Prime Minister on approval of strategy on Information and Communication Technology (ICT) development through 2010 and orientation towards 2020; Following the proposal of the Minister of Education and Training, DECIDES: Article Approval of a master plan on information technology HRD through 2015 and orientation towards 2020 with the following key content: I DEVELOPMENT PERSPECTIVES Development of Information and Communication Technology (hereafter referred to as ICT) Human Resource Development (HRD) is a key requirement, determining ICT development and application The ICT HRD must meet requirements of quality, synchronization with a focus on increase of highly skilled human resource ICT HRD must be closely linked with education and training transformation, especially in higher education Basic and comprehensive transformation of ICT HRD should be done under integration orientation to achieve regional and international levels, creating systematic changes in education quality, meeting ICT development requirement of the country, of the industrialization and modernization process and international economic integration Facilitation of socialization and international cooperation, motivating every local resource and attracting foreign investment for ICT HDR Determination of scale, structure, curriculum, material edition and provision supporting education and training at various education levels, degrees, with student enrollment matching the needs of the society, local and overseas Staff productivity, quality and effectiveness after graduation and working in organizations and enterprises are taken as basis for assessment of deliverables and quality of ICT human resource education II DEVELOPMENT OBJECTIVES THROUGH 2015 General objectives a) Strong development of ICT human resource (in this decision, ICT human resource is seen as human resource for ICT, electronics and telecommunication education; professionals of ICT electronics and telecommunications working in enterprises and industries; human resource for ICT application in organizations and enterprises; staff and every citizen who uses ICT) ensures having adequate ICT human resource catering ICT, electronics, telecommunication development and application demand to support a knowledge economy and information society, industrialization, modernization and international economic integration process of the country b) Acceleration of ICT application in education and training, modernization, improvement of efficiency and competitive advantages of the ICT HRD’s education system, for our ICT human resource education level and approaching the level with capability to join international ICT human resource education market, thus, gradually becoming one of the countries that provide high quality ICT human resource for other countries regionally and internationally Specific objectives a) Creating a breakthrough transformation in terms of ICT human resource education Education of ICT, including electronics and telecommunication at universities to achieve advanced level and quality in South East Asia region; About 30% of ICT graduates will have required industries’ expertise and foreign language capabilities to participate in international labor market right after their graduation b) Ensuring that 100% of professional training and vocational training students educated on ICT application skills By the end of 2010, 100% university, college students, high school pupils, 50% of secondary school pupils and 20% of primary school pupils are educated in ICT and by 2015 to achieve having 100% secondary school pupils and 80% of primary school pupils to be educated in ICT; c) Strengthening of education, training and building up an ICT teacher pool for primary schools, acceleration of ICT application in teaching and education management at all educational levels 65% of the teachers have ICT application capability to support education and training activities; d) Strengthening of ICT, electronics and telecommunication lecturers and teachers at universities, colleges, middle professional education with higher quality and quantity At universities and colleges, an average rate of 15 to 20 students per ICT lecture is maintained; 70% of ICT lecturers at university and over 50% of ICT lectures at colleges must have master degree or higher; quickly increase the number of lecturers who possess doctorate degrees; by the end of 2015, 100% of lecturers and teachers and students at universities, colleges, tertiary education, secondary school to have their own computers đ) Ensure having adequate human resource to support development of enterprises in ICT and telecommunication industries From now through 2015, provision of 250.000 ICT, (including electronics and telecommunication) employees who have professional education and one year professional training certificate or higher, of which, 50% having college and university degrees and 5% having master degree or higher; e) Strengthening ICT knowledge and ICT application popularization Ensuring that most of the government staff is trained on ICT application and using that in their jobs; g) Education of dedicated ICT staffs having college degrees up to support operation of state organizations, political-social organizations, R&D institutions, universities, colleges, and dedicated employees having professional tertiary education degree up in primary and secondary schools ICT expertise training for leaders and executives at ministries, industries, provinces and cities under central government to meet expertise requirement regulated in Decree number 64/2007/NĐ-CP dated April 10th 2007 of the Government III DEVELOPMENT ORIENTATION TOWARDS 2020 Building up an ICT human resource which has adequate quality and capability to master modern technology and techniques, with reasonable mechanisms, spontaneously and frequently meeting demand of the information society and knowledge economy ICT’s targeted at ensuring sufficient ICT human resource for market demands domestically and a part of overseas markets Continuously improve awareness, popularization of knowledge and ICT application and services application skills for the whole society By 2020, 70% of enterprise employees are educated in ICT Improving quality and quantity of ICT, electronics and telecommunications teachers and lectures in universities, colleges, professional tertiary and training institutions By 2020, more than 90% of university ICT lecturers and over 70% of college ICT lecturers have master degree up, over 30% of university lecturers have doctorate degree Strengthening education, training and building up an ICT teaching teachers for primary schools By 2020, all of pupils in K12 and other educational institutions are trained with ICT knowledge and skills IV SOLUTIONS Innovation on educational curriculums, content, methodology and procedure in order to improve ICT human resource educational quality a) ICT education in universities, colleges is undertaken well in accordance with Decree No.14/2005/NQ-CP dated November 02nd 2005 of the Government on renovating whole higher education of Vietnam for the period from 2006 to 2020; b) Building up and frequent update of ICT curriculums, ensuring interconnection between educational levels, increasing the effectivness of the curriculum and increase of practices in ICT subjects, elimination of out-of-date curriculums and subjects, or subjects that not match or not appropriate for practical requirements Establishment of e-mail-based forums to get feedback from alumni and ICT labor employers on content of the curriculums Encouragement of students to participate in professional training and certificates provided by international organizations and multi-national groups in ICT and telecommunications; c) Universities and colleges can use the world advanced ICT curriculums effectively; d) Strongly renew educational curriculums, content and methodology for ICT teacher training in pedagogy schools; strengthening of teaching on ICT application in teaching and learning, application of advanced educational technologies; đ) Building up an ICT curriculum on a knowledge module basis, updated with new technologies and implementation of education to match learner’s demand Applying this curriculum to various educational levels and regular training Expansion of scale and forms of ICT education a) Creation of favorable conditions for setting up appropriate ICT educational institutions in order to meet ICT human resource education at various levels; b) Expansion of scale and formats of ICT education at ICT educational institutions; c) Expansion of education scale, together with improvement of ICT education quality of regular training institutions Issuance of appropriate policies and mechanisms in order to accelerate connection education at various level of ICT education; d) Acceleration of training ordered by enterprise and match the need of society and industry Encouragement and creation of favorable conditions for education integration between ICT human resource employers and educators Development of models and formats of education collaboration, cooperation and support to meet enterprise and society demand; đ) Continuation of 2nd degree education on ICT; e) Strengthening of teaching and improvement of computer usage and ICT application skills for students in all majors; g) Acceleration of distance education via education network to cater all of the training methods Stipulation of conditions for network-based distance education, recognition of network-based distance education degrees and certificates together with network-based education inspection and certification for all of the education levels Socialization of ICT popularization for the whole society a) Encouraging organizations, individuals domestic and international to participate in education and training of ICT human resource in various formats Attraction and creation of favorable conditions for overseas universities, overseas scientists to cooperate and to participate in ICT teaching in Vietnam; b) Organizations and enterprises to have regular training plans on ICT for their employees; implementation of ICT application education programs for executives and management of the organizations and enterprises; there are also ICT project formulation, implementation, management and monitor education and training programs for ICT dedicated employees; c) Formulation of solutions to attract available resources in the society to cater for ICT human resource education Fully leverage the role on implementation, encouragement and monitor of political, social, professional organizations in every activities regarding ICT human resource education Acceleration of investment in ICT human resource development a) The State puts priorities on budget investment in ICT human resource education through programs and projects of this master plan and via other educational plans and projects; b) Utilization of scientific and technology research budget in order to implement ICT research and ICT application deployment; c) Creation of favorable conditions for domestic and overseas investors to setup ICT human resource education institutions under regulations, investing in ICT human resource education based on an ICT service-based approach There are policies for educational institutions to get privilege in ICT education activities, comparable to what the software processing enterprises are getting; d) Acceleration of investment in infrastructure and facility, curriculums, materials and network supporting ICT, electronics, telecommunication education and application of ICT in all of educational institutions Priority is placed on a number of key ICT, electronics and telecommunication education institutions achieving regional and international advanced level; đ) Fees contribution from learners; e) Priority is placed on investment in education institutions in remote, mountainous and island areas and regions with special difficulties; g) Encouragement of vendors to develop programs on manufacturing and providing computers and Internet connection at privileged price for teachers, students and pupils By 2015, 100% of university and college lecturers, 90% of high school, professional school teachers and students have private computers Study to promulgate policies on loans or support for computer purchase of teachers and students; h) Making use of ODA capital to invest in ICT human resource education, setting up of education network (EduNet) and high quality educational institutions Acceleration of English teaching and ICT teaching in English and other foreigner language a) Through implementation of foreign language teaching program for the period 2009 – 2020 to encourage universities to deliver lectures in English for ICT subject; inviting foreign lecturers and Vietnamese overseas experts to deliver lecture in English face-to-face or via network on ICT related subjects; selection and using ICT teaching and learning materials in English; having policies to encourage and privilege for students who their thesis in English or other languages; using bilingual language in editing and announcing the curriculums; b) Paying special attention for English education and knowledge improvement for ICT, electronics, telecommunications lectures in educational institutions for them to be able to deliver lectures in English Improving English education quality for lecturers of foreign language and teachers at ICT human resource education institutions c) Encouragement of using other foreign languages in ICT education Motivating the open source software in education Educational institutions to exploit and to use the open source software in training activities; formulation of curriculum and education content, teaching materials and research projects based on open standards; implementation of graduation thesis based on exploitation of open source software; using open source in office operation and training activities Starting from September 2011, 100% educational institutions mainly use open source software in education, teaching and application Development of education network (EduNet) a) Deployment of broadband Internet access and leased lines via optical cables to all of the educational management bodies and educational institutions b) Construction of an education network data center; c) Deployment of an educational information portal containing digital content, educational resource pools on the Internet Construction, selection and purchase digital libraries on books, text books, reference materials, etc catering teaching, learning and R&D activities; d) Application of education technologies, electronics teaching and learning (e-Learning) Formulation of content, curriculums, materials and deployment of training courses under the eLearning model Start studying deployment of M-Learning and U-Learning; đ) Strengthening ICT training for teachers, educational institution management, students, pupils via networks to save time, costs with high effectiveness Acceleration of ICT teaching and ICT application in high, secondary and primary schools a) Continuation of ICT subject teaching, improving ICT utilization skills for pupils at various levels; b) Update education curriculums and content under an orientation of modern knowledge modules that are practical, instead of using fixed ICT education curriculums and text books; c) Acceleration of ICT application in popular schools to transform teaching and learning methods under the orientation of enabling teachers to integrate ICT into each subject instead of learning ICT in a separate subject Subject matter teachers edit and select materials and software (open source) to teach ICT application; d) Strengthening education and training of ICT teaching staffs to meet requirements on ICT teaching and application in teaching, firstly at high school level; đ) Formulation and promulgation standards on ICT knowledge and application skills for teachers and education institution management Other solutions a) Building up a database on ICT science and technology officials domestic and Vietnamese overseas experts, in order to cater policies on attracting good ICT scientists domestically and internationally to participate in ICT research, development and education in tertiary education institutions in Vietnam; b) Organizing forums on ICT, electronics and telecommunications human resource education in order to meet demand on introduction, contribution and cooperation between universities and ICT, electronics, telecommunications enterprises and other economic organizations; c) Having privilege and salary incentives for teachers who are good at ICT application, e-learning material creation, and those who achieve standard level of ICT skills 10 Budgeting: Estimated budget from state budget for implementation of the master plan for the period 2009 – 2015 is approximately VND 900 billion ($50 million.) The determination of capital structure and specific budgeting will be undertaken by ministries, industries and localities during the course of specific projects formulation to implement assigned tasks of the master plan V IMPLEMENTATION The Ministry of Education and Training is responsible to: a) Base on this master plan, building the programs, plans and investment projects to direct and implement at various levels following defined objectives and solutions Guide to education institutions to devise implementation plans to be submitted for approval and implementation; b) Direction and implementation organization on renovation of ICT education curriculums, ICT application education programs in other diciplines; c) Standardization of ICT educational level for the society: formulation and promulgation of ICT knowledge and skill standard system for various ICT education levels, regulation on operating condition and certification on ICT, formulation of an ICT knowledge and skill testing system; d) Devise and promulgation or submission to authorities to promulgate mechanisms, policies to accelerate ICT human resource education; đ) Building up the master plan of ICT application in education and the plan of education network; e) Formulation of specific plans and direction on ICT lecturer and teacher training task implementation Popularization of ICT knowledge and ICT application skills for teachers, lecturers and education managers Education and training for ICT dedicated staffs in education sector g) Direction on ICT training for students and pupils with the objective of ensuring ICT training for practically train ICT for students, pupils to meet social demand; h) An education support and human resource provision center under Ministry of Education an Training is the contact point to receive requests and support implementation for enterprises, organization on a contract basis, especially for the foreign invested projects and contracts for provision of high quality ICT human resource; i) Collaboration with the Ministry of Labor, Invalid and Social Affairs (MOLISA) to organize national conference on ICT human resource education in every year to summarize implementation results, awarding high quality education institutions that provide a lot of ICT human resource to the society, awarding enterprises who contribute greatly into ICT human resource education, support in signing of education contracts The Ministry of Ministry of Labor, Invalid and Social Affairs is responsible for: Professional training on ICT, electronics and telecommunications with an objective of 100.000 people having professional college degrees, training certificates in ICT, electronics and telecommunications ICT application in training institutions Aggressively implementation of ICT training under contracts between education institutions and enterprises and the organizations that have demand on ICT human resource The Ministry of Internal Affairs is responsible for: a) Taking lead and collaboration with the Ministry of Information and Communication to devise and to promulgate job titles, job description, tasks and requirements of CIO in state agencies; b) Collaboration with the Ministry of Education and Training to build up popularization programs on computer and Internet usage for state agency and political-social organization staffs; c) Formulation and promulgation before 2010 of the following: privilege to CIO in state agencies Privilege on working condition, and knowledge improvement for ICT dedicated employees The Ministry of Information and Communication is responsible for; Taking lead in building up an information system catering ICT human resource demand and carrying out assessment on ICT human resource situation with an objective to support ICT human resource development Implementation of ICT labor market research and forecast, supporting education institutions, organizations who use ICT human resource The Ministry of Finance is responsible for: Taking lead and cooperation with the Ministry of Planning and Investment, Ministry of Education and Training to balance and to summarize human resource supported by stare budget to deploy in every year Article Responsibilities of Ministries and Localities The Ministry of Education and Training takes lead and cooperates with the Ministry of Information and Communication, Ministry of Planning and Investment, Ministry of Finance to formulate and implement year plans and responsible for annual reports on ICT human resource education in universities, colleges, professional training institutions; plans for ICT teaching in schools; briefing on yearly implementation of the master plan and a summary report in the final year The ministries assigned with the above tasks in Part V, Article of this Decision are responsible for formulation of investment plans, implementation plans and immediately undertake certain activities right from 2009 Ministries, ministerial equivalent bodies, government bodies, people’s committee of cities and provinces under central authorities based on this Master Plan and Plan for ICT application in state agencies approved for long term and yearly to devise and implement plans for ICT education and training for their employees People’s committees of cities and provinces under central authorities to formulate and implement ICT knowledge popularization in organizations and people in their locality Political-social organizations, Ho Chi Minh Communist Youth, Vietnam Women Association, social and professional organization to collaborate with the Ministry of Education and Training, the Ministry of Information and Communication, people’s committees of cities and provinces under central authority in acceleration of ICT knowledge popularization in the whole society Enterprises to actively organize ICT education and training for their employees and participate in catering the society’s demand Education and training institutions, based on this master plan to devise long-term plans and annual plans to actively implement their human resource education, improving education quality to meet society’s demand Article This decision shall be valid and effect on the date of signing This decision replaces Decision No 331/QĐ-TTg dated April 06 th 2004 of the Prime Minister on approval of ICT human resource development program through 2010 Other regulations in contradiction with this Decision are invalid Article Ministers, heads of ministerial equivalent bodies and Government bodies, and chairmen of the provinces and cities under central authority and heads of related organizations shall be responsible for the implementation of this Decision Recipients: - Central Communist Party Secretariats;
