Pursuant to Decree No 31/2013/ND-CP dated September 04, 2013 by the Government detailing and guiding the implementation of a number of articles of the Ordinance on preferential treatment for people meritorious to the revolution; At the request of Director of Department for martyrs; The Minister of Labor, War Invalids and Social Affairs promulgates the Circular guiding the application and procedures for preferential treatment in education for people meritorious to the revolution and their children Article Subjects for preferential treatment Heroes of the People’s armed forces Labor Heroes in war time Wounded soldiers, beneficiaries of policies for war invalids, type B wounded soldiers (hereinafter referred to as wounded soldiers) Children of heroes of the People’s armed forces, children of Labor Heroes in war time Children of people taking part in revolutionary activities before January 01, 1945 Children of people taking part in revolutionary activities from January 01, 1945 to the August Revolution in 1945 Children of revolutionary martyrs Children of wounded soldiers Children of sick soldiers 10 Children of partisans contaminated with toxic chemicals LUẬT SƯ TƯ VẤN PHÁP LUẬT 24/7: 1900 6169 Công ty Luật Minh Gia www.luatminhgia.com.vn Article Subjects for preferential treatment Preferential treatment in education is applicable to students who are: a) Any children of people meritorious to the revolution specified in Article of this Circular (hereinafter referred to as students) who is studying at a preschool education institution, compulsory education institution, continuing education institution (applicable to students studying at secondary schools, high schools); a ethnic boarding school, a pre-college school, a gifted school or a school for disabled people under the national education system (hereinafter referred to as compulsory education institutions); b) Any people meritorious to the revolution and their children prescribed in Article of this Circular (hereinafter referred to as students) who takes a course with duration of 01 year or longer at a vocational education institution or at a higher education institution under the national education system (hereinafter referred to as vocational education institutions and universities); Any students that is eligible for more than one preferential policy in education shall enjoy preference having the highest level If a student studies at more than one vocational education institution/university or receive training in more than one vocation at a vocational education institution/university, he/she shall enjoy the preference having the highest level A student specified in Clause of this Article shall not receive the preferential treatment in education if: a) He/she is receiving wages or subsistence for study; Duane Blaauw - Duane.Blaauw@wits.ac.za * Corresponding author Abstract Although the factors influencing the shortage and maldistribution of health workers have been well- documented by cross-sectional surveys, there is less evidence on the relative determinants of health workers' job choices, or on the effects of policies designed to address these human resources problems. Recently, a few studies have adopted an innovative approach to studying the determinants of health workers' job preferences. In the absence of longitudinal datasets to analyse the decisions that health workers have actually made, authors have drawn on methods from marketing research and transport economics and used Discrete Choice Experiments to analyse stated preferences of health care providers for different job characteristics. We carried out a literature review of studies using discrete choice experiments to investigate human resources issues related to health workers, both in developed and developing countries. Several economic and health systems bibliographic databases were used, and contacts were made with practitioners in the field to identify published and grey literature. Ten studies were found that used discrete choice experiments to investigate the job preferences of health care providers. The use of discrete choice experiments techniques enabled researchers to determine the relative importance of different factors influencing health workers' choices. The studies showed that non-pecuniary incentives are significant determinants, sometimes more powerful than financial ones. The identified studies also emphasized the importance of investigating the preferences of different subgroups of health workers. Discrete choice experiments are a valuable tool for informing decision-makers on how to design strategies to address human resources problems. As they are relatively quick and cheap survey instruments, discrete choice experiments present various advantages for informing policies in developing countries, where longitudinal labour market data are seldom available. Yet they are complex research instruments requiring expertise in a number of different areas. Therefore it is essential that researchers also understand the potential limitations of discrete choice experiment methods.
