Rationale of the research paper After the success of the August 1945 Revolution, our Party and Sate paid much attention to reinforcing, building and developing local governments. Some acts of organizing local governments in that period were passed, some of which were atcs of specialized agencies of Administration Committee (then People’s Committee) such as 63/SL Decree dated 22 November 1945 regulating the People’s Council and Committee of Administration of different levels, 77/SL Decree dated 21 December 1945 regulating the organization of government in town and city… After that, the Constitution of 1946, 1959, 1980, and 1992 (amended and supplemented in 2001) and acts of organizing local governments continue to be issued in order to strengthen the organization and operation of the local authorities in general and in particular specialized agencies of People's Committees. Depending on the tasks and goals of each revolutionary period, specialized agencies followed various regulations (including name, location, and function). They are required by law, directly or indirectly, in the Laws that contribute to gradual improvement of the organization and activities of the specialized agencies of People's Committee, originating from requirements of the administrative reform of the state that focus on reforming the state apparatus, enhance the effectiveness and efficiency of state management in the context of building a law-governed state socialism (socialist), international economic integration. The contents of the administrative reform, building a streamlined, formal, modern state were expressed in the document in the midterm VII of National Conference of the Party, first mentioning the building and improving the rule of law in Vietnam, namely: "to continue building and gradual improving the rule of law in Vietnam. This is the State of the people, by the people, managing all aspects of life in the society by law, developing countries under the socialist orientation ". Along with this issue, the content of public administration reform continues to be confirmed in the Central Resolution 3 (VIII), plenum, IX, X and XI of the Party. Motivation of the thesis Unicity problems of meromorphic mappings under a conditions on the inverse im- ages of divisors were studied firstly by R. Nevanlinna in 1925. He showed that for two nonconstant meromorphic functions f and g on the complex plane C, if they have the same inverse images for five distinct values then f ≡ g. In 1975, H. Fujimoto generalized Nevanlinna’s results to the case of meromorphic mappings of C n into P N (C). He showed that for two linearly nondegenerate meromor- phic mappings f and g of C into P N (C), if they have the same inverse images counted with multiplicities for 3N +2 hyperplanes in general position in P N (C) then f ≡ g and there exists a projective linear transformation L of P N (C) onto itself such that g = L.f if they have the same inverse images counted with multiplicities for 3N +1 hyperplanes in general position in P N (C). After that, this problem has been studied intensively by a number of mathematicans as H. Fujimoto, W. Stoll, L. Smiley, M. Ru, G. Dethloff - T. V. Tan, D. D. Thai - S. D. Quang and so on. Here we introduce the necessary notations to state the results. Let f be a nonconstant meromorphic mapping of C n into P N (C) and H a hyperplane in P N (C). Let k be a positive integer or k = ∞. The unicity problem of meromorphic mappings means that one gives an estimate for the cardinality of the set F(f, {H j } q j=1 , k, d). Some natural questions arise and we state the followings Question 1. The number of hyperplanes (fixed targets) in P N (C) which are used. In particular, how about q? Question 2. How about the truncated multiplicities (d and k) ? Question 3. Whether the fixed targets (hyperplanes) can be generalized to moving targets (moving hyperplanes) or hypersurfaces? On the question 1 and 2, we list here some known results as Smiley  F(f, {H i } 3N+2 i=1 , 1) = 1, Thai-Quang  F(f, {H i } 3N+1 i=1 , 1) = 1, N ≥ 2, Dethloff- Tan  F(f, {H i } [2.75N] i=1 , 1) = 1 for N ≥ N 0 (where the number N 0 can be explicitly calculated) and Chen-Yan  F(f, {H i } 2N+3 i=1 , 1) = 1. When q < 2N + 3, there are some results which were given by Tan and Quang. Those results lead us to the question. What can we say about the unicity theorems with truncated multiplicities in the case where q ≤ 2N + 2? The first purpose of this thesis is to study these problems. Firstly, we will give a new aspect for the unicity problem with q = 2N + 2, and we also study the unicity theorems with ramification of truncations. The second purpose of this thesis is to give some answers relative to the question 2 3. BACKGROUND 4 According to the World Health Organization’s predict for the disease model of the 21st century, non-infectious diseases, including cancer, is a major disease group that threats human health. Cervical cancer is the cancer with a high mortality rate in women after breast cancer, especially in developing countries, including Vietnam. It is one of the challenges in health care for women at health facilities and in the community. In Vietnam, women are still a very important force in the structure of the labor force, the majority of the working conditions is affected adversely and hard. Besides, large proportion of women is currently using family planning measures such as IUD, pills, tubal ligation sterilization and Quinacrine placed into the chamber uterus. Therefore, one of the problems associated with cervical cancer is paid attention is whether the social, environmental factors have an impact on the increase the incidence of cervical cancer among Vietnamese women. To 2001, the period before the implementation of the thesis, there is no deep research analyzing model of cervical cancer in Vietnamese women and the relevant factors including the sterilization by Quinacrine. Only a few studies have focused on the recognition of cervical cancer in the hospitals, or conduct research screening cervical precancer of community in narrow areas. Therefore, we conduct the topic "Research some social, environmental factors related to cervical cancer in some northern provinces" to respond above demands. OBJECTIVES 5 1) Describe the current situation of cervical cancer in 12 northern provinces in Vietnam, 2001-2006. 2) Identify some social, environmental factors related to cervical cancer in research area. PRACTICAL MEANING AND NEW CONTRIBUTION OF THE PROJECT The topic is urgent, practical, helping the health sector has new discoveries about the characteristics of cervical cancer, an association between cervical cancer and some factors which have not been previously researched or insufficiently researched in Vietnam in general and 12 mentioned provinces in particular. The research results will be the scientific basis for policy makers to develop policies, build up appropriate interventions and proper health communication to prevent cervical cancer in the community. This will contribute to improving the quality of health care services for population in general and for women in particular. The research results are also a scientific basis for BACKGROUND In Vietnam poultry tradition, especially in the poultry of small households still thrive. During poultry certainly affect the environment and human health, poultry are very close to humans, and is the host carriers may directly or indirectly spread to person. In recent years, the prevalence of diseases originating from poultry to people and communities are as real burden H5N1 flu strain (appearing in 2003) and more recently (2013) the A/H7N9 flu vaccine has, are emerging and circulating disease burden in China and Taiwan, although so far the disease has been controlled, but risks remain in many local recurrence. To help reduce the risk of occupational hazards, protect and improve the health of poultry workers, the study of the environment, working conditions at the barn/farm, conducting clinics filtering, detection of disease for workers in the household poultry production is necessary, so we carried the theme: "Research on situation of environmental, health of poultry farmers and intervention measures at Phu Xuyen district, Ha Noi" with the following objectives: 1. Description reality environment, health, knowledge, preventive practices of poultry farmers. 2. To assess the effectiveness of interventions to improve knowledge, practice rooms spread from poultry disease of poultry farmers. 1 THE NEW CONTRIBUTION OF THIS THESIS Meaning of scientific topics: Topics additional scientific data on pollution levels in the small poultry farmers. Give us the knowledge and practice of disease prevention poultry farmers Initially identified a number of common diseases of poultry farmers Seeing the meaning of community intervention research controlled. Situation of poultry environment and health of poultry farmers 1.1.1. Situation of conditions and poultry environment Up to 80% of household poultry production, but only 15% of the poultry industry basis, 20% of poultry farming in semi-industrial methods, while up to 65% of poultry by traditional methods (less than 200 poultry). The waste from the barn/farm in which solid waste from poultry feathers, feces, garbage litter, waste products from the food, even the bodies of dead poultry is very large (about 16,5 tons/year) and almost discharged spontaneously never treated [9]. Especially since 2003 in Vietnam when we have avian flu A/H5N1 flu appears, circulation and spread to humans so far, the local epidemic and have destroyed most: former Ha Tay (present Hanoi); Ho Chi Minh City, Dong Nai, Long An and An Giang. 1.1.2. Health care for students is the important task not only for the school but also for the society. This era, the era of integration with the global boom of science and technology, along with environmental pollution, internal factors in the human body also become stress agents (stressors). Stress affects all social classes, including students. There are many factors causing neuropsychological stress for students during the time at the university, especially for medical students. Apart from the common stressors of all students (living conditions, educational conditions…), medical students have to spend the longest time at the university with very large amount of theoretical and practical knowledge and many exams, therefore, they are under high-pressure that cause many psychological functional strain. In the world, many studies showed that stressors can alter the function of the immune system, nervous system as well as cardiovascular and endocrine system in human. Stress is a reality of life, hence we need to understand the responses to stresses of the human body in every stressful status. In doing this, we have to quantify stress levels by using objective measuring indicators. In Vietnam, there have been some studies on occupational stress of the scientists at the National Institute of Labor Protection, National Institute of Occupational and Environmental Health and some universities. However, very few studies have been conducted on the responses of the endocrine, cardiovascular and neurological systems of the individual to stress, including studies on students. From these reasons, we carried out the study "Study on some cardiovascular and nervous indicators of Thai Binh medical students in control and examination condition" with the following objectives: 1. Measuring some cardiovascular and neuropsychological indicators of Thai Binh medical students before examination (control condition). 2. Evaluating some cardiovascular and neuropsychological and endocrine indicators of Thai Binh medical students after intellectual activities (examination condition). 1 NEW SCIENTIFIC CONTRIBUTIONS OF THE DISSERTATION - Providing data of some cardiovascular and neuropsychological indicators of 600 male and female medical students from first year to fifth year in control condition. - Detecting changes of cardiovascular, neurological and endocrine function after intellectual activities (after examination) of medical students. After the exam, participants had cardiovascular strain indicator increased, ECG changed, cortisol level as well as catecholamine level elevated. - The results of the dissertation contributes to the development of some biological indicators and provides scientific evidences to propose solution to lessen stress, improve health and intellectual property of students.
