24 Teacher competency development Plan of Hanoi Tourism College for The 2008 - 2015 period 25 Introduction (Cô Thu đọc yêu cầu hoàn chỉnh) (Chưa sửa phần này)Đang viết) Rationale: Nowadays tourism takes a very important role in our country’s economy Take the year 2005 as an example: the tourism industry gained million US dollars (Statistics, vietnamtourism.com) and provides employment and improve living standard for many people in Vietnam To stabilize and fairly compete in tourism with other countries in the world, we have to pay more attention to qualifications of tourism products, which are the key factors As you know, tourism products are mainly services or intangible products that are directly made by people working in the hotels, restaurants or travel agents With that reasons, developing tourism is to develop human resources working in tourism and that will thoroughly depend on the teachers teaching about tourism in the colleges or universities The Hanoi Tourism College (formerly Viet Nam Tourism School) is one of the establishments training about tourism, which was established on July 1972 in Hanoi and has been constantly expanding since then It had been belonging to the direct management of Ministry of Defense, at that time it has had the name: “School for Tourism and Hotel Worker” Later on, it has changed management by the Hanoi Tourism Company However, until 1992, the Viet Nam National Administration of Tourism was founded, the Hanoi Tourism College (HTC) has turned into a unit of VNAT, and at the moment it works under the Ministry Culture, Sport and Tourism so far Now, HTC has 1790 staffs, and 1616 teachers Over this time, more tthousandshan 10,000 of students have graduated from the college Each one has greatly helped to strengthen and developed the veracity of manpower resources in tourism Many of students who graduated from the college are now holding key positions in famous organizations in tourism industry 26 As far as the authorI hasve mentioned above, to be a very significant unit in tourism industry, HTC needshas to take consideration of its human resources, especially the teachers who play a key role in the college’s operation In fact, when Vietnam joined WTO, the needs for higher quality services in Tourism are much higher and more necessary So how we can develop the teachers in HTC to meet the requirements and fulfill the mission and objectives in the coming years In that case, I have decidedwould like to study the thesis “Teacher competency development plan of Hanoi Tourism College for the 2008 – 2015 period” with the hope to be helpful for my Hanoi Tourism College Research objectives: - To identify theoretical framework to research Teacher competency development plan of Hanoi Tourism College evaluate the current competencies of teachers in HTC by using SWOT model - To apply use Job-Based Model toModel to analizeanalyze and assess current job competency status of teacher’s HTC analysis to elaborate teachers’ competencies framework of HTC to 2015 based on Decision 1135QD1135 viếtđầy đủ tên QĐ trường/QD-CDDL on standards, duties and working regulations of HTC’s teachers To identify- Based on result of chapter and number of teachers needed for HTC to 2015 and define the training needs of HTC teacher to 2015.đè án phát triển HTC đến năm 2015, luân văn dự báo số lượng giảng viên cần thiết HTC đên năm 2015 xác định nhu cầu đào tạo giảng viênTo assess the training needs for teachers of HTC to 2015 - To propose some recommendations to implement teacher development plan of HTC to 2015 Scope of research: - The scope of research concentrates on teacher development plan of HTC based on analyzing current competencies and proposing recommendations to develop competencies for 2008 – 2015 period HTC’s teachers and senior teachers to 2015.với hai chức danh: Giảng viên Giảng viên Research questions: (em cần suy nghĩ kỹ hon RQ.) competency development plan of Hanoi Tourism College for the 2008 - 2015 period” may have some disadvantages and limitations: specifically, requirement criteria for HTC teachers in the Decision 1135 are not adequate enough in compared with the demand of society nowadays, that affects the evaluating and identifying the training needs to develop HTC teachers’ competencies So, I am be happy to take to their best to develop in the competitive environment to meet the customers’ tastes, especially when Vietnam join WTO, that brings a lot of opportunities and challenged To keep up with the tendency of the society, Tourism industry has to create goods and products with high quality and more variety And it is required to have professional, qualified staffs serving in this industry Now, this mater is only solved by the organizations educating and training in tourism like HTC, where the teachers play the most important role in training directly and affecting the quality of human resources in tourism Hanoi Tourism College is a famous organization training about tourism It has been established since 1972 and the total number of staffs is now up to 340 with 161 teachers, accout for 47% With the high demand of Tourism Industry as well as the whole society about qualified human resources, there certainly appear urgent requirements for HTC to improve teachers’ competencies to satisfy that current teacher’s competency status of Hanoi Tourism College The author assesses the current status of HTC teachers’ competencies compared to the competencies that the teachers must have, which based on the competency criteria needed for the jobs and the result of the questionnaires So that it can point out the strong and weak competencies of HTC teachers, and the reasons lead to the weaknesses That has actually affected the training quality and strategic goals of HTC in the coming years The most outstanding strengths of HTC teachers are the competencies to follow the rules and regulations
