24 Teacher competency development Plan of Hanoi Tourism College for The 2008 - 2015 period 25 Introduction (Cô Thu đọc yêu cầu hoàn chỉnh) (Chưa sửa phần này)Đang viết) Rationale: Nowadays tourism takes a very important role in our country’s economy Take the year 2005 as an example: the tourism industry gained million US dollars (Statistics, vietnamtourism.com) and provides employment and improve living standard for many people in Vietnam To stabilize and fairly compete in tourism with other countries in the world, we have to pay more attention to qualifications of tourism products, which are the key factors As you know, tourism products are mainly services or intangible products that are directly made by people working in the hotels, restaurants or travel agents With that reasons, developing tourism is to develop human resources working in tourism and that will thoroughly depend on the teachers teaching about tourism in the colleges or universities The Hanoi Tourism College (formerly Viet Nam Tourism School) is one of the establishments training about tourism, which was established on July 1972 in Hanoi and has been constantly expanding since then It had been belonging to the direct management of Ministry of Defense, at that time it has had the name: “School for Tourism and Hotel Worker” Later on, it has changed management by the Hanoi Tourism Company However, until 1992, the Viet Nam National Administration of Tourism was founded, the Hanoi Tourism College (HTC) has turned into a unit of VNAT, and at the moment it works under the Ministry Culture, Sport and Tourism so far Now, HTC has 1790 staffs, and 1616 teachers Over this time, more tthousandshan 10,000 of students have graduated from the college Each one has greatly helped to strengthen and developed the veracity of manpower resources in tourism Many of students who graduated from the college are now holding key positions in famous organizations in tourism industry 26 As far as the authorI hasve mentioned above, to be a very significant unit in tourism industry, HTC needshas to take consideration of its human resources, especially the teachers who play a key role in the college’s operation In fact, when Vietnam joined WTO, the needs for higher quality services in Tourism are much higher and more necessary So how we can develop the teachers in HTC to meet the requirements and fulfill the mission and objectives in the coming years In that case, I have decidedwould like to study the thesis “Teacher competency development plan of Hanoi Tourism College for the 2008 – 2015 period” with the hope to be helpful for my Hanoi Tourism College Research objectives: - To identify theoretical framework to research Teacher competency development plan of Hanoi Tourism College evaluate the current competencies of teachers in HTC by using SWOT model - To apply use Job-Based Model toModel to analizeanalyze and assess current job competency status of teacher’s HTC analysis to elaborate teachers’ competencies framework of HTC to 2015 based on Decision 1135QD1135 viếtđầy đủ tên QĐ trường/QD-CDDL on standards, duties and working regulations of HTC’s teachers To identify- Based on result of chapter and number of teachers needed for HTC to 2015 and define the training needs of HTC teacher to 2015.đè án phát triển HTC đến năm 2015, luân văn dự báo số lượng giảng viên cần thiết HTC đên năm 2015 xác định nhu cầu đào tạo giảng viênTo assess the training needs for teachers of HTC to 2015 - To propose some recommendations to implement teacher development plan of HTC to 2015 Scope of research: - The scope of research concentrates on teacher development plan of HTC based on analyzing current competencies and proposing recommendations to develop competencies for 2008 – 2015 period HTC’s teachers and senior teachers to 2015.với hai chức danh: Giảng viên Giảng viên Research questions: (em cần suy nghĩ kỹ hon RQ.) The thesis is designed to get the answers for these questions: - What are the current competencies of the teachers in HTC? 27 - How to elaborate and implement teacher competency development plan of HTC for 2008-2015 period? 45 Theoretical framework and Research hypotheses: Theoretical framework: In this thesis, I use Job-Based Model,competency framework based on SWOT model and job analysis to analyze teachers’ current competency statusies of HTC teachers compared to its expectation and objectives of HTC to 2015 Research hypotheses: (chưa cần xem lai ) - HTC’s policies at the moment to develop the teachers to the year 2015 may not appropriate - Beside recruitment, HTC should invest more in training, encourage teachers to join projects and scientific studies to improve their knowledge and skills to fulfill the HTC objectives to the year 2015 56 Research methodology: In this research, I use Bboth qualitative and quantitative analysis methods are used in this research 56.1 Data sources: - Secondary data: newspapers, magazines, websites, human resources books and HTC documents cụ thể cần diễn giải - Primary data: (cụ thể cần diễn giải)survey is taken by making questionnaires for HTC teachers 56.2 Research methodology: (Phần cần viết kỹ nhiều) - Secondary data is collected and analyzed from the latest news on newspapers, magazines, websites, internet, publications about human resources, and other documents of Hanoi Tourism College - - Primary data are collected and analyzed from questionnaires for teachers Analyzing statistic data through document newspapers, magazines, Internet and other documents.; newspapers, magazines, Internet and other documents - Survey: QuestionnareQuestionnaires are designed for 50 teachers of HTC.and depth intereview 28 (1)QuestionnareThe Questionnaire consists of four parts: Part 1: Personal Information Part 2: Information about teacher’s competencies in HTC Part 3: Teacher’s Task Performance based on their job description Part 4: Recommendations to teacher’s competency development The author has made questionnaires based on competency criteria that a teacher must have following the decision 1135 on “standards, duties and working regulations of HTC’s teachers” The questionnaires are designed for 50 teachers, account for 31% the total number of HTC teachers They are chosen from every department of HTC in random, in which, there will be 20 teachers working less than years, 20 teachers from to 15 years and 10 teachers working more than 15 years The questionnaires given to the teachers are gathered for analyzing two days after The thesis uses both primary data (the result of the questionnaires) and secondary data to assess the current competencies of HTC teachers so as to give out solutions to develop competencies of HTC to meet the mission and vision of the college to the year 2015 The sample of the questionnaires is attached in the appendix Xaay dungj bangr hoit nhuw nào? focuses on HTC’s teachers to collect the necessary information about their competency at work The sample of questionnaire and its result are attached in the appendix of the thesis 56.3 Data processing: To differentiate the data in survey, the I am going to use Excel software has been used 67 Research outcome: It is hoped to clarify about the competencies that HTC teachers are not good enough and the reasons why, so that it can suggest some useful recommendations be helpful for the further development of the teachersteachers’ competencies to meet the HTC’s mission and vision 78 Normally, we often think that human resources are simply the labor working in any organization 80 HTC to concentrate on human resource policies to give out feasible and effective plan for teachers’ competencies development to be suitable for the strategic goals of HTC to the year 2015 From the analysis of teacher competency status in their job performance, and result from questionnaires, the thesis has proposed recommendations to develop teachers’ competencies of HTC: * Improve the mental and physical life for HTC teachers * Improve recruitment process and quality of teacher recruitment * Improve HTC policies to develop teachers’ competencies * Improve teacher performance appraisal in HTC * Improve infrastructure to catch up with the larger training scale However, the thesis “Teacher competency development plan of Hanoi Tourism College for the 2008 - 2015 period” may have some disadvantages and limitations: specifically, requirement criteria for HTC teachers in the Decision 1135 are not adequate enough in compared with the demand of society nowadays, that affects the evaluating and identifying the training needs to develop HTC teachers’ competencies So, I am be happy to take any remarks or contributions from my supervisor, as well as NEU teachers, classmates and my colleagues to make it better with a hope to give HTC a hand to achieveget it strategictheir goals 80 81 24 89 90 Executive summary The development of social economy leads to the increasingly demand of tourism, and the customers are more sophisticated these days Therefore, Vietnam Tourism industry have to their best to develop in the competitive environment to meet the customers’ tastes, especially when Vietnam join WTO, that brings a lot of opportunities and challenged To keep up with the tendency of the society, Tourism industry has to create goods and products with high quality and more variety And it is required to have professional, qualified staffs serving in this industry Now, this mater is only solved by the organizations educating and training in tourism like HTC, where the teachers play the most important role in training directly and affecting the quality of human resources in tourism Hanoi Tourism College is a famous organization training about tourism It has been established since 1972 and the total number of staffs is now up to 340 with 161 teachers, accout for 47% With the high demand of Tourism Industry as well as the whole society about qualified human resources, there certainly appear urgent requirements for HTC to improve teachers’ competencies to satisfy that need and fulfill the strategic goals of HTC The topic “Teacher competency development plan of Hanoi Tourism College for the 2008 2015 period” has been chosen to research The objectives of the thesis: To identify theoretical framework to research “Teacher competency development plan of Hanoi Tourism College” To apply Job-Based Model to analyze and assess current competency status of teacher’s HTC based on Decision 1135/QD-CDDL on standards, duties and working regulations of HTC’s teachers, supplemented and reformed in 2007 To identify the number of teachers needed for HTC to 2015, and define the training needs of HTC teacher to 2015 To propose some recommendations to implement teacher development plan of HTC to 2015 Research methodology: 90 91 The auther has used both secondary data and primary data Secondary data is collected and analysed from the latest news on newspapers, magazines, websites, internet, publications about human resources, and other documents of Hanoi Tourism College And questionnares are designed for 50 teachers of HTC to find out the information about the current competency status in HTC The thesis is divided in to three chapters: Chapter 1: Theoretical framework to research teacher competency development plan of Hanoi Tourism College for the 2008-2015 This chapter gives out the concepts and theories related to HRM: human resource, human resource development, competency, teacher, senior teacher to analyze and clearify the human resources management of HTC and its teachers’ competency development plan in the next chapter Chapter 2: Assessment current teacher’s competency status of Hanoi Tourism College The author assesses the current status of HTC teachers’ competencies compared to the competencies that the teachers must have, which based on the competency criteria needed for the jobs and the result of the questionnaires So that it can point out the strong and weak competencies of HTC teachers, and the reasons lead to the weaknesses That has actually affected the training quality and strategic goals of HTC in the coming years The most outstanding strengths of HTC teachers are the competencies to follow the rules and regulations of HTC, perform over nominated periods, fullfil the job assigned by departments or HTC In contrast, they are weak at competencies of writing lectures, scientific study, self-development or using foreign languages Chapter 3: recommendations to implement teacher competency development plan of HTC to 2015 To improve the weak competencies of HTC teachers, the thesis propose training courses for teachers and give recommendations in order to improve HTC teachers’ competencies to meet the demand of the jobs and fullfil the missions as well as catch up with the visions of HTC to 2015 91 92
