NEW CONTRIBUTION OF THE THESIS Name of Thesis : The role of the Government in social security for farmers in Vietnam " Major: Political Economy Code: 62.31.01.01 Training institutions : University of National Economics New contributions to academic and theoretical The role of the Government on social security for farmers in boarden scope The thesis has approached some direct contents which related to the role of the Government in establishing the legal system, mechanisms, policies as well as organizing and coordinating the implementation of policies on the social welfare and other social economic policies, Futher more, the Government also organises management , inspection and monitoring in order to establish and create the conditions for implementation of the social welfare system for farmers, including the principle of contribution – getting benefits and without contribution The thesis indicates four groups of factors which affect the role of the Government in social welfare for farmers: 1.) Government’s viewpoints on social welfare for farmers ; 2) The financial capacity of the Government and farmers' income ; 3) Management Capacity on social welfare system for farmers and 4) Social awareness about social security for farmers The research confirms that coverage and the impact level of welfare are a result of the implementation of Government’s role in social welfare for farmers Three contents, four groups of factors and two results which are mentioned above are consistently researched throughout chapters of the thesis The new proposals which are drawn from the results of the thesis research Since the published research systems, professional reports of department and local as well as the derived reliability statistics and surveys that were collected from 258 households and 197 government management officials at all levels in the three provinces of Thanh Hoa, Nghe An and Ha Tinh The thesis clearly analyzed current contexts then pointing out the achieved results, the main limitations, cause of restrictions then giving recommendations of directions and methods to enhance the roles of the Government in social security for farmers in Vietnam in the next few years Four key issues that the research propose are: ) In order to develop voluntary social insuarance, on the one hand, the Government needs to change contribution rules of voluntary social insuarance It should not follow that the minimum wage instead of following the average level of income per areas, on the other hand the Government needs to increase the welfare rate to ensure it is equality with forced social insuarance ) In order to expand health insurance mode to all citizens, the Government needs to assistance from 60-80 % contribution fee for farmers who has middle and low incomes and are clarified as poor people to participate in voluntary social insuarance ) Increasing coverage level of normal social assistance package from 1.65 % of the population in 2010, to 3.0 % in 2015 and % in 2020, respectly as well as raising Government’s budget for normal social assistance package from 0.54 % in 2010 to 1.12 % 2015 and 2.45 % in 2020 In normal social assistance package, It should be focused on subsidies for farmers household from vulnerable groups ) On the organization of the system , the Government should study to separate monitoring departments of normal social assistance package for farmers and inofficial labor in general into a consistantly system from central management level to the communities’ On behaft of science supperviors Researcher Prof.Dr Mai Ngoc Cuong Phan Thi Kim Oanh NHỮNG ĐÓNG GÓP MỚI CỦA LUẬN ÁN Đề tài luận án: Vai trò nhà nước an sinh xã hội nông dân Việt Nam” Chuyên ngành: Kinh tế trị Mã số: 62.31.01.01 Cơ sở đào tạo: Trường Đại học Kinh tế Quốc dân Những đóng góp mặt học thuật lý luận Vai trị Nhà nước ASXH nơng dân có phạm vi rộng Luận án lựa chọn tiếp cận số nội dung liên quan trực tiếp đến vai trò Nhà nước xây dựng hệ thống luật pháp, chế, sách; tổ chức phối hợp thực sách ASXH với sách kinh tế- xã hội khác; tổ chức quản lý, kiểm tra, giám sát nhằm thiết lập tạo điều kiện thực thi hệ thống ASXH nông dân, bao gồm ASXH theo nguyên tắc đóng - hưởng ASXH khơng dựa ngun tắc đóng góp Luận án rõ nhóm nhân tố ảnh hưởng đến vai trị nhà nước ASXH nơng dân 1).Quan điểm nhà nước ASXH nơng dân; 2) Khả tài nhà nước thu nhập nông dân; 3) Năng lực hệ thống quản lý ASXH nông dân 4) Nhận thức xã hội ASXH nông dân Luận án khẳng định mức độ bao phủ mức độ tác động an sinh kết việc thực vai trò nhà nước ASXH nơng dân Ba nội dung, nhóm nhân tố hai kết nghiên cứu thống suốt chương luận án Những đề xuất rút từ kết nghiên cứu luận án Từ hệ thống cơng trình nghiên cứu công bố, báo cáo ngành, địa phương số liệu thống kê có nguồn gốc tin cậy tài liệu điều tra khảo sát thu thập từ 258 hộ nông dân 197 cán quản lý nhà nước cấp ba tỉnh Thanh Hóa, Nghệ An Hà Tĩnh, luận án phân tích rõ thực trạng, kết đạt được, hạn chế chủ yếu, nguyên nhân hạn chế khuyến nghị phương hướng, giải pháp tăng cường vai trị Nhà nước ASXH nơng dân Việt Nam năm tới Bốn vấn đề quan trọng mà luận án kiến nghị là: 1) Để phát triển BHXHTN, mặt, Nhà nước cần thay đổi quy định đóng BHXHTN, khơng nên theo tiền lương tối thiểu mà nên theo mức thu nhập bình quân vùng; mặt khác cần tăng chế độ hưởng để đảm bảo bình đẳng với BHXHBB 2) Để tiến tới BHYT toàn dân, Nhà nước cần hỗ trợ từ 60-80% phí đóng góp cho đối tượng nơng dân có thu nhập trung bình cận nghèo tham gia BHYTTN 3) Tăng phạm vi bao phủ TGXHTX từ 1,65% dân số năm 2010 lên 3,0% vào năm 2015 5% vào năm 2020; nâng kinh phí TGXHTX từ NSNN từ 0,54% năm 2010 lên 1,12% năm 2015 2,45% năm 2020 Trong TGXHĐX, cần trọng cho trợ cấp hộ gia đình nơng dân thuộc nhóm dễ bị tổn thương 4) Về tổ chức hệ thống, Nhà nước cần nghiên cứu tách phận theo dõi BHXHTN nơng dân lao động khu vực phi thức nói chung thành hệ thống thống từ trung ương tới xã TM Tập thể hướng dẫn khoa học GS.TS Mai Ngọc Cường Nghiên cứu sinh Phan Thị Kim Oanh
