120 b) Regarding the construction of the capital coefficient (B) matrix, industries’ use of gross fixed capital had to be estimated from aggregated data available from the GSO The Vietnam input-output tables provide—as part of the final demand—a vector Yb (= BX) – the total sectoral supplies used as gross fixed capital expenditures by the private sector, public enterprises and the government These expenditures were allocated across their respective industry divisions at the broadest levels This was then further disaggregated into the 54 sectors required for this research, according to data on different industries’ gross fixed-capital expenditures This assumption might seem unsatisfactory, but in most cases only a relatively small error is associated with disaggregating the gross fixed capital expenditures, as these expenditures constitute only a small share of total output, or approximately seven per cent The Appendix B illustrates the weighted mean of the capital coefficient matrix from the 12 input-output tables c) Regarding the construction of the sectoral economy intensities (C) matrix, information on primary economic use in the energy, food, water, industry and service sectors are calculated based on the monetary units available from the GSO’s annual sectoraleconomy impact data Each economic sector will have its own impact on the specific economic intensities that characterise these sectors’ diversity Food is broken down into the cultivating, breeding, and processing of agricultural products Energy consists of coal, oil, gas and electricity, as well as its distribution Water is divided into water supply and wastewater treatment sectors Typical industries and services in Vietnam include health and education, among others These economic impact tables will be divided by the sectoral outputs from the I-O tables to obtain an economic intensity (C) matrix d) The food and water information was also prepared from the GSO’s data, but includes the impacts of Vietnamese agricultural conditions from the GSO’s Vietnamese Annual Reports These reports indicate a number of Vietnamese conditions that were included in the review, and applies to the machine vehicles, new technologies and policies that were implemented in Vietnam to provide an accurate rate of development e) Finally, the employment-output ratio matrix was constructed using the number of employees in each sector divided by the sector’s output These sectoral employment figures are directly available from the distribution of labour provided by the GSO
