78 technological changes in the energy supply mix Li et al (2012) apply an IO-based hybrid life cycle analysis to quantitatively assess decreased water consumption and CO emissions in China’s wind energy sector However, these econometric models are primarily static, and include a sectoral approach and a short period of time Further, these models not allow substitutions between different types of input factors, such as the IO models noted by Do (2011) and Li et al (2012) They also fail to adequately capture price elasticity due to technological changes in the total final output, as Marsh (2008) has noted Moreover, no existing studies have attempted to examine energy-food-water crosssectoral issues to quantitatively assess energy–food–water security as well as its socioeconomic impacts Policy discourse: typical methods applied include policy analysis, scenario development and historical analysis Mukherji (2007), Marsh (2008), Do (2011), and Bieber et al (2018) primarily use policy analyses to examine the national policy implications arising from technological changes in a particular sector—whether energy, food, or water—and their son sectoral security, society, the economy, and the environment For example, Mukherji (2007) assesses the impacts of future energy policy solutions on the groundwater market in West Bengal, India Marsh (2008) incorporates results from assessing water–energy linkages into developing effective policies for the energy and water sectors in New South Wales, Australia Do (2011) examines policy options for future energy policy pathways in Vietnam under specific technological scenarios Bieber et al (2018) discuss policy options in ensuring the development of long-term sustainability for the energy–food–water nexus in Ghana by considering decision-making tools central to such policy discourse Meanwhile, ESCAP (2013), Foran (2015), and Xie and Napasintuwong (2014) apply policy analyses to discuss energy, food, and/or security policies on the regional and global scales in the Asia-Pacific and Mekong regions; China; and Vietnam and Thailand, respectively Marsh (2008) notwithstanding, a typical limitation of policy analysis in these studies is lack of historical evolution of energy, food, and water security over time, both nationally and globally As this influences the context, a particular country or region throughout its historical formation and development would play a central role in the usage, exploration and development of these sectors in their socio-economic development Hence, a failure
