household and similar electrical appliances, was submitted to the Unique Acceptance Procedure and was approved by CENELEC as EN 60335-2-52 on 2003-05-01 This European Standard replaces EN 60335-2-52:1996 The following dates are applicable: - - latest date by which the EN has to be implemented at national level by publication of an identical national standard or by endorsement (dop) Introduction An investigation by CENELEC TC 61 has shown that all risks from products within the scope of this standard are fully covered by the Low Voltage Directive, 73/23/EEC For products having mechanical moving parts, a risk assessment in accordance with the Machinery Directive, 98/37/EC, has shown that the risks are mainly of electrical origin and consequently this directive is not applicable However, the relevant essential safety requirements of the Machinery Directive are covered by this standard together with the principal objectives of the Low Voltage Directive Endorsement that the execution of its provisions is entrusted to appropriately qualified and experienced persons This standard recognizes the internationally accepted level of protection against hazards such as electrical, mechanical, thermal, fire and radiation of appliances when operated as in normal use taking into account the manufacturer's instructions It also covers abnormal situations that can be expected in practice and takes into account the way in which electromagnetic phenomena can affect the safe operation of appliances This standard takes into account the requirements of IEC 60364 as far as possible so that there is compatibility with the wiring rules when the appliance is connected to the supply mains However, national wiring rules may differ If an appliance within the scope of this standard also incorporates functions that are covered by another Part of IEC 60335, the relevant Part is applied to each function separately, as far as is reasonable If applicable, the influence of one function on the other is taken into account When a Part standard does not include additional requirements to cover hazards dealt with in Part 1, Part applies NOTE This means that the technical committees responsible for the Part standards have determined that it is not necessary to specify particular requirements for the appliance in question over and above the general requirements This standard is a product family standard dealing with the safety of appliances and takes precedence over horizontal and generic standards covering the same subject NOTE Horizontal and generic standards covering a hazard are not applicable since they have been taken into consideration when developing the general and particular requirements for the IEC 60335 series of standards For example, in the case of temperature requirements for surfaces on many appliances, generic standards, such as ISO 13732-1 for hot surfaces, are not applicable in addition to Part or Part standards An appliance that complies with the text of this standard will not necessarily be considered to comply with the safety principles of the standard if, when examined and tested, it is found to have other features that impair the level of safety covered by these requirements An appliance employing materials or having forms of construction differing from those detailed in the requirements of this standard may be following This International Standard deals with the safety of electric oral hygiene appliances for household and similar purposes, their rated voltage being not more than 250 V NOTE 101 Examples of appliances covered by this standard are – oral irrigators; – toothbrushes hAs far as is practicable, this standard deals with the common hazards presented by appliances that are encountered by all persons in household and similar environments However, in general, it does not take into account: – children playing with the appliance, – the use of toothbrushes and oral irrigators by very young children without supervision – the use of oral irrigators by very young children – user maintenance by children, including cleaning the appliance It is recognized that very vulnerable people may have needs beyond the level addressed in this standard.i NOTE 102 Attention is drawn to the fact that – for appliances intended to be used in vehicles or on board ships or aircraft, additional requirements may be necessary; – in many countries additional requirements are specified by the national health authorities, the national authorities responsible for the protection of labour and similar partially disabled, elderly having some reduction in their physical and mental capabilities), or lack of experience and knowledge (e.g older children) NOTE Vulnerable people can use appliances safely after they have been given appropriate supervision or instruction concerning use of the appliance 3.Z106 very vulnerable people persons having very extensive and complex disabilities NOTE Very vulnerable people are not expected to use appliances safely unless continuous supervision is given or appliances are adapted accordingly with arrangements beyond the scope of this standard 3.Z107 use of the appliance all actions required to have the appliance perform its intended function, such as plugging in, switching on, using, regulating, cleaning the appliance or performing user maintenance i Classification This clause of Part is applicable except as follows 6.1 Modification: Appliances shall be class II or class III 6.2 Addition: Class II appliances shall be at least IPX7 except that parts intended to be fixed, and transformers with pins for insertion into socket-outlets, shall be at least IPX4 Class III appliances shall be at least IPX4 However, if the rated voltage does not exceed 24 V, they may be IPX0 Marking and instructions This clause of Part is applicable except as follows h 7.10 Addition: Devices used to start/stop operational functions of the appliance, if any, shall be distinguished from other manual devices by means of shape, or size, or surface texture, or position, etc A tactile or an audible and visual feedback shall give an indication that the device has been operated NOTE The sound of the motor or actuator switching ON/OFF is regarded as audible feedback The stopping of the typical function (e.g stopping of the vibration on the body of the appliance or on the hose/nozzle) is regarded as tactile feedback 7.12 Instructions for use shall be provided with the appliance so that the appliance can be used safely NOTE Instructions for use may be marked on the appliance as long as they are visible in normal use It is necessary to take precautions during user maintenance, appropriate details shall be given The instructions shall include the substance of the following: Toothbrushes can be used by children and persons with reduced physical, sensory or mental capabilities or lack of experience and knowledge if they have been given supervision or instruction concerning use of the appliance in a safe way and understand the hazards involved Cleaning and user maintenance shall not be made by children without supervision Oral irrigators can be used by by children aged from years and above and persons with reduced physical, sensory or mental capabilities or lack of experience and knowledge under supervision Oral irrigators shall be used only with cold or warm water, or specific solutions as defined in the manufacturers instructions Children shall not play with the appliance Compliance is checked by inspection i Page 10 BS EN 60335-2-52:2003+A11:2010 EN 60335-2-52:2003+A11:2010 (E) h7.12.Z101 The specific instructions related to the safe operation of this appliance (as given in 7.12 of this standard) shall be collated together in the front section of the user instructions The height of the characters, measured on the capital letters, shall be at least mm These instructions shall also be available in an alternative format, e.g on a website.i 7.12.1 Addition: The installation instructions shall state that parts that have to be fixed must be fixed so that they cannot fall into water, unless they are of IPX7 construction h7.14 Add: NOTE Z101 For the evaluation of legibility and clarity of safety warnings guidance can be found in IEC 62079.i Protection against access to live parts This clause of Part is applicable h8.1.1 Addition Replace the third paragraph by the following: Test probe B and probe 18 of IEC 61032 are applied in turn without appreciable force, the appliance being in every possible position Through openings, the test probe is applied to any depth that the probe will permit and is rotated or angled before, during and after insertion to any position If the opening does not allow the entry of the probe, the force on the probe in the straight position is increased to 20 N when probe B is used or 10 N when probe 18 is used If the probe then enters the opening, the test is repeated with the probe in the angled position However when using test probe 18 the appliance shall be fully assembled as in normal operation without any parts removed; parts that are intended to be (E) 19.101 The hose is punctured within the enclosure of the appliance at the most unfavourable location Rubber hoses are punctured by means of a 0,8 mm diameter needle Thermoplastic hoses are punctured by means of a 0,5 mm diameter heated needle, care being taken not to enlarge the hole NOTE When reassembling the appliance, sealants such as silicone rubber may be used to insure that the joints are watertight The appliance is operated as specified in Clause 11, but with water containing % NaCl During the last cycle of operation, the water pressure in the hose is increased to the maximum obtainable by blocking the water outlet The pressure is then reduced to its normal value A vessel of insulating material is filled with the saline solution and the hand-held part of the appliance is immersed to a depth of approximately 100 mm The appliance is operated without restricting the water flow until 30 s after the reservoir has emptied During the test, the leakage current is measured, as specified in 13.2 It is measured between any pole of the supply and a rectangular stainless steel electrode, having dimensions approximately 250 mm x 50 mm, placed in the solution The
