transmitting devices intended to be used with the radiating part of the equipment in close proximity to the human ear (e.g mobile phones, cordless phones, etc.) The frequency range covered is 300 MHz to GHz The object of this standard is to demonstrate the compliance of such equipment with the basic restrictions related to human exposure to radio frequency electromagnetic fields Normative references This European Standard incorporates by dated or undated reference, provisions from other publications These normative references are cited at the appropriate places in the text and the publications are listed hereafter For dated references, subsequent amendments to or revisions of any of these publications apply to this European Standard only when incorporated in it by amendment or revision For undated references the latest edition of the publication referred to applies (including amendments) EN 62209-1:2006, Human exposure to radio frequency fields from hand-held and body-mounted wireless communication devices - Human models, instrumentation, and procedures Part 1: Procedure to determine the specific absorption rate (SAR) for hand-held devices used in close proximity to the ear (frequency range of 300 MHz to GHz) (IEC 62209-1:2005) Council Recommendation 1999/519/EC of 12 July 1999 on the limitation of exposure of the general public to electromagnetic fields (0 Hz to 300 GHz) (Official Journal L 197 of 30 July 1999) International Commission on Non-Ionising Radiation Protection (1998), Guidelines for limiting exposure in time-varying electric, magnetic, and electromagnetic fields (up to 300 GHz) Health Physics 74, 494-522 Definitions For the purposes of this European Standard, the following definitions apply 3.1.1 basic restrictions restrictions on exposure to time-varying electric, magnetic, and electromagnetic fields that are based directly on established health effects Concerning the frequency range of this standard, the physical quantity used is the Specific Absorption Rate (SAR) 3.1.2 mobile phone for the purpose of this standard, the term “mobile phone” covers the equipment within the scope of this standard 3.1.3 Specific Absorption Rate (SAR) physical quantity in which the basic restrictions of protection guidelines are defined in the frequency range specified in the scope -5- BS EN 50360:2001+A1:2012 EN 50360:2001+A1:2012 (E) Exposure limits The mobile phone shall comply with the basic restriction as specified in Council Recommendation 1999/519/EC on the limitation of exposure of the general public to electromagnetic fields (0 Hz to 300 GHz), annex II Measurement method SAR measurements shall be performed according to EN 62209-1 Evaluation of compliance to limits If the average power emitted by the mobile phone is less than or equal to 20 mW, then the mobile phone is deemed to comply with the basic restrictions without testing If the average power emitted by the mobile phone is more than 20 mW, then SAR measurements shall be performed according to clause The results of measurements shall be compared directly to the limit The equipment is deemed to fulfil the requirements of this standard if the measured values are less than or equal to the limit NOTE In the setting of basic restrictions and the specification of the measurement method, safety factors have been taken into account This is the reason for not requiring that the measured values shall be compared to the limit reduced by the measurement uncertainty British Standards Institution (BSI) BSI is the independent national body
