safety regulations for railway vehicles from the International Union of Railways (UIC) and different European countries In using the operation and design categories defined in EN 45545-1, the requirements laid down in this part take into account the current operating conditions for European public rail transport BS EN 45545-4:2013 EN 45545-4:2013 (E) Scope This part specifies fire safety requirements for railway vehicle design to cover the objectives defined in EN 45545-1 The measures and requirements specified in this part of EN 45545 aim to protect passengers and staff in railway vehicles in the event of a fire on board by minimizing the risk of a fire starting, delaying the fire development and controlling the spread of fire products through the railway vehicle, thus aiding evacuation It is not within the scope of this standard to describe measures which ensure the preservation of the railway vehicles in the event of a fire Normative references The following documents, safety — Vocabulary (ISO 13943:2008) Terms and definitions For the purposes of this document, the terms and definitions given in EN 45545-1:2013 and EN ISO 13943:2010 apply 4.1 Fire protection measures General In consideration of the wide range of possible interior layouts for rail vehicles it is only possible to specify a limited number of normative requirements to control the risks of fires starting accidentally or deliberately and to then control the risks of such fires spreading Informative guidance is therefore set out in Annex A to provide accepted good practice and design aspects to be considered BS EN 45545-4:2013 EN 45545-4:2013 (E) 4.2 Minimizing the risk of a fire starting 4.2.1 General preventive measures Access shall be denied to all areas not intended for passenger use These shall include, where applicable, but are not limited to:  driver’s cabs;  staff areas, for example staff offices, compartments, catering and cooking areas;  luggage compartments;  areas behind ceiling hatches or access panels;  the interior of technical cabinets (including engine compartments);  the interior of underfloor equipment cases Unauthorised areas shall be locked or otherwise secured Locking devices shall take into account requirements for evacuation as set out in 4.3 The surface temperature of equipment or equipment enclosures in passenger, staff and luggage areas shall not exceed 60 °C under normal conditions with the exception of catering or cooking equipment (see 4.2.2) Typical examples of equipment acting as local sources of heat in passenger, staff and luggage areas are heating unit enclosures, lighting diffusers and/or lighting enclosures This requirement should not be applied to equipment in technical areas for example engine compartments The design of railway vehicles shall limit the risk of fires starting or developing by application of the measures in this document and the other parts of this standard and in addition by consideration of:  the vehicle layout and shape of the vehicle and/or the layout and shape of elements of the vehicle;  the potential for the build up of combustible materials for example litter, oil or grease;  requirements for cleaning;  the potential for misuse and/or vandalism Guidance is set out in Annex A 4.2.2 Catering and cooking areas Cooking and catering appliances shall be installed so that the transfer of heat to adjacent surfaces and equipment is limited The temperature of adjacent surfaces and equipment shall not exceed 60 °C Touchable surfaces of cooking and catering equipment except where required for the equipment’s function shall not exceed 60 °C Gas installations shall comply with the requirements of EN 45545-7 Cooking and catering equipment should be designed so that railway vehicle movements should not produce a fire hazard for example due to spillage of combustible liquids onto hot surfaces or by spillages leading to an accumulation of combustible waste over time BS EN 45545-4:2013 EN 45545-4:2013 (E) 4.2.3 Luggage storage inside passenger areas Objects placed on overhead luggage racks shall be visible from below Luggage stacks shall not be used in operation Category vehicles Luggage stacks installed on the lower decks of a double deck vehicle and where evacuation of the upper deck requires descent to the lower deck shall be either:  enclosed by partitions or panelling, except where access is required for loading or unloading, that provides at least the fire resistance equivalent to a fire barrier with an E15 rating set out in EN 45545-3:2013 (see 5.6.4, Table 2); or  protected by a fire extinguishing system installed in accordance with EN 45545-6 4.2.4 Visibility in passenger areas Visibility shall be maintained throughout passenger areas even if the passenger area is subdivided into smaller areas or compartments The level of visibility shall be sufficient for standing passengers or staff to view adjacent passenger areas This requirement does not apply to toilets or sleeping compartments If a passenger area or compartment is equipped with a fire detection system in accordance with EN 45545-6, visibility from adjacent areas is not required 4.2.5 Litter bins, ash trays and refuse containers In areas where smoking is permitted, ashtrays shall be provided Ashtrays, litter bins, paper towel dispensers and receptacles for used paper towels shall be designed with the objective that an internal fire is prevented from spreading This can be achieved, for example, by the use of a metal container or a container constructed from materials that give a fire resistance performance of at least E10, as set out in EN 45545-3:2013 (see 5.6.4, Table 2) and with a self closing lid 4.2.6 Monitors and televisions The surface of monitor screens shall be made from a material that meets the requirements of EN 45545-2, or protected by glass These monitors need not be additionally contained 4.3 Evacuation and escape 4.3.1 4.3.1.1 Passenger emergency exits General Railway vehicles intended to carry passengers shall be equipped with emergency exits for the purposes of evacuation and escape in accordance with the following requirements: a) there shall be at least one emergency exit on each vehicle side; b) vehicles designed to contain a normal payload of up to 40 passengers shall have at least two emergency exits Vehicles designed to contain a normal payload of more than 40 passengers shall have at least three emergency exits The normal payload shall be determined in accordance with EN 15663; BS EN 45545-4:2013 EN 45545-4:2013 (E) c) compartments for short term use or which are normally unoccupied during operation, e.g toilets or luggage compartments, not require direct emergency exits to the exterior; d) in passenger or staff areas, normally occupied in service but which cannot be used as a through route (compartments), the distance for passengers or staff to the nearest external door or emergency exit shall be no more than m; e) for restaurant cars, an emergency exit shall be located within 16 m from each place inside the restaurant car, measured along the longitudinal axis of the vehicle; f) all external passenger doors shall be considered to be emergency exits External passenger doors shall be equipped for this purpose in accordance with the requirements of EN 14752; g) the location of emergency exits shall be indicated to passengers, staff and rescue services by appropriate signs Vehicles for use on a specific infrastructure may have external doors on only one side 4.3.1.2 Staff emergency exits For all Operation Categories except OC1, staff emergency exits shall satisfy the following requirements: a) staff emergency exits shall provide a minimum clearance of 000 cm2 with a minimum inner dimension of 400 mm; b) from the driver’s cab to the exterior of the railway vehicle, at least one of the following shall be provided on each side: 1) an external door acting as an emergency exit; or 2) an emergency window exit; or 3) an emergency hatch c) any internal door between the driver’s cab and any adjacent area shall not obstruct evacuation or escape routes for passengers and staff; d) appropriate means to assist in the safe egress from the emergency exit shall be provided e.g hand rails and/or foot steps; e) doors between staff and passenger areas shall be capable of being opened from the staff side without the need for keys; f) the location of emergency exits shall be indicated to staff and rescue services by appropriate signs 4.3.2 4.3.2.1 Evacuation measures General For evacuation (in the event of fire) from railway vehicles intended to carry passengers to the infrastructure, the bodyside passenger doors shall be the normal means of exit The vehicle layout shall ensure that: a) in passenger or staff areas which can be used as a through route, the distance for passengers or staff to the nearest external door shall be no more than 16 m; b) an unobstructed evacuation route shall be provided through the full length of the passenger areas of each vehicle; BS EN 45545-4:2013 EN 45545-4:2013 (E) c) hinged doors placed across corridors shall be arranged to open in both directions; d) hinged compartment doors which open into a corridor shall, when fully open, not reduce the corridor width by more than 100 mm; e) any doors on an evacuation route shall be capable of being opened by passengers without assistance from staff; f) all external passenger doors or external staff doors intended to be used as emergency exits shall be equipped for evacuation and escape in accordance with the requirements of EN 14752 for egress and access devices, labels, signs and emergency lighting 4.3.2.2 Evacuation into another passenger vehicle For Operation Categories and 4, in addition to the provisions given in 4.3.1 and 4.3.2, the following means shall be provided for evacuation into another vehicle of a train: a) for Operational Category trains, with the exception of single vehicle trainsets, inter-vehicle gangways shall be provided to allow evacuation to at least one adjacent vehicle while the train is running; b) for Operational Category trains, as a minimum, inter-vehicle connections shall be provided to permit evacuation from one vehicle to another throughout the entire length of the train when the train is stationary NOTE Some Operational Category infrastructures contain many small radius curves which can generate excessive inter-vehicle movements which make the safe passage between vehicles when running impossible 4.3.2.3 Train end evacuation Vehicles equipped for end evacuation shall satisfy the following requirements: a) doors shall be provided at each end of the train for use in an emergency; b) these doors shall be capable of being opened from the inside by passengers without assistance from staff; c) provision shall be made for emergency access by passengers into driver’s cabs if this is required to reach the emergency end doors; d) doors between driver's cabs and passenger areas shall be normally kept locked and shall only open from the passenger side when an emergency door release is operated The emergency end doors should be capable of being opened from the outside of the railway vehicle by staff or rescue team personnel 4.3.3 4.3.3.1 Escape measures General For escape in the event of fire from railway vehicles intended to carry passengers, the following provisions for emergency exits shall be satisfied: a) all emergency exits shall be capable of being opened by passengers from inside the train; b) all external passenger doors shall also be considered as emergency exits for the purpose of escape; c) once opened, each emergency exit shall give an unobstructed opening of at least 700 mm x 550 mm; BS EN 45545-4:2013 EN 45545-4:2013 (E) d) seats or other passenger amenities (e.g tables or beds) may be located on the route towards an emergency exit as long as they not prevent the use of the emergency exit and not obstruct the opening; e) all sleeping compartments shall have a direct emergency exit to the exterior; f) door locks for sleeping compartments, toilets and washrooms shall allow train staff to unlock them in an emergency 4.3.3.2 Escape through external doors If the nominal height between the top of the rail and the lowest point accessible to passengers from inside the vehicle at the doorway is greater than 1,2 m, emergency equipment shall be provided for passengers and staff to alight from the vehicle to ground level This emergency equipment shall be capable of being used by passengers without assistance from staff and shall be any one of the following, or an equivalent device: a) portable ladders; b) fixed swing ladders; c) movable steps; d) ramps; e) powered steps; f) chutes As set out in EN 14752 provision shall be made to operate powered steps manually, from inside or outside the railway vehicle, in the event of power failure 4.3.3.3 Emergency exits other than doors Windows or hatches for use as emergency exits shall be capable of being opened by at least one of the following methods: a) opening the hatch or window; b) ejection of the hatch, window or glazing; c) breaking the glazing; d) cutting out the glazing Where applicable, suitable tools adapted for breaking or cutting out the glazing shall be provided adjacent to each emergency exit When tools for opening emergency exits are provided the following shall apply: a) they shall be easily found even when the main vehicle lighting has failed; b) clear instructions for their use shall be displayed close to each emergency exit; c) tools and instructions shall be placed so that they are always visible, and so that blinds, curtains or clothes hanging on coat hooks not hide them 10 BS EN 45545-4:2013 EN 45545-4:2013 (E) Where the distance from the lowest point of the emergency exit in a passenger compartment to the top of the rail exceeds 1,8 m, additional means to aid evacuation shall be provided For railway vehicles not subject to the Directive 2008/57/EC, this distance is 2,1 m 4.3.4 Functions of systems for running capability Requirements for running capability for railway vehicles of Operation Category are defined in EN 50553 Evaluation of conformity See EN 45545-1 11 BS EN 45545-4:2013 EN 45545-4:2013 (E) Annex A (informative) Design guidance A.1 General preventive measures To minimize the risk of a fire starting, the inside and outside of the railway vehicles should be designed so as to prevent or minimize as far as reasonably practicable the accumulation of combustible products, for example:  newspapers and litter;  dust and fluff;  waste;  brake dust;  oil and grease;  spilt combustible liquids (fuel, cleaning agents);  leaves or other plant material Protruding parts, overhangs, ledges, crevices, recesses, cavities or other areas which can trap combustible materials should be avoided In passenger and staff areas consideration should be given to areas where combustible materials can be placed either accidentally or deliberately In order to control the risks associated with the accumulation of combustible products, railway vehicles should be designed so that they can be easily cleaned A.2 General design features If combustible items are located adjacent to equipment which may operate at high temperature, for example heaters or brake equipment, they should be arranged so that there is sufficient local ventilation or cooling such that heat does not accumulate in the combustible materials to a level where there is a risk of a fire starting Open gutter shaped elements, for example to provide indirect lighting, should not be used Filling points for combustible liquids should be designed such that spillages of liquid can be readily seen and cleaned up A.3 Seats Seats should be shaped to minimize cavities, ledges and other areas which can trap combustible waste materials in or around the seat, in particular beneath the seat Seats should be designed so that combustible products (for example waste paper, rubbish) can be removed easily from the seat itself and the area in or around the seat, in particular beneath the seat during cleaning and maintenance 12 BS EN 45545-4:2013 EN 45545-4:2013 (E) A.4 Air conditioning and ventilation systems Air conditioning and ventilation systems and associated ducts should be designed to prevent or minimise the accumulation of flammable dust and be designed to facilitate periodic cleaning Air inlets and outlets should be designed so that it is difficult to insert objects A.5 Heaters Heater enclosures should be designed to limit the ingress of dirt and designed to permit its easy removal when the railway vehicle is cleaned and/or during maintenance The cross-sectional area of heater air outlets should be designed to not be reduced by the deposit of airborne dust and dirt Heater enclosures should be designed and positioned to prevent the insertion of objects The shape and position of heaters should be such that hot air outlets or heat radiating surfaces, which are designed to function when not covered, cannot easily be covered by objects laid in front of or on them A.6 Protection against sparks Shielding should be provided to prevent ignition of combustible materials by sparks from any electrical or mechanical sources, e.g current collection devices or brake blocks 13 BS EN 45545-4:2013 EN 45545-4:2013 (E) Annex ZA (informative) Relationship between this
