requirements and the means for verification of these requirements for slewing rough-terrain variable-reach trucks For the purpose of this European Standard, slewing rough-terrain variable-reach trucks are primarily designed to transport and place loads to elevated work areas and can be driven on unimproved terrain Trucks may also be equipped with a variety of attachments, e.g., mower, sweeper All quantities are in SI units, and this includes metric units Acknowledging that, at the time of publication, the requirements included in this European Standard not represent the state of the art, a transition period of 18 months is permitted after the date of publication, such that manufacturers can develop their products sufficiently to meet the requirements of this European Standard This document is a type C standard as stated in EN ISO 12100 The machinery concerned and the extent to which hazards, hazardous situations and hazardous events are covered are indicated in the scope of this document When provisions of this type C standard are different from those which are stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard BS EN 1459-2:2015 EN 1459-2:2015 (E) Scope This European Standard specifies the general safety requirements of slewing variable-reach roughterrain trucks (here-after referred to as trucks), consisting of a lower chassis with a slewing upper structure equipped with a telescopic lifting means (pivoted boom), on which a load handling device (e.g carriage and fork arms) is typically fitted Fork arms are covered by this European Standard and considered to be parts of the truck This European Standard deals with all significant hazards, hazardous situations and events relevant to the trucks when they are used as intended and under conditions of misuse which are reasonably foreseeable by the manufacturer (see Annex A) This European Standard does not apply to: — variable-reach rough terrain trucks covered by prEN 1459-1 (non-slewing); — industrial variable-reach trucks (covered by prEN ISO 3691-2); — lorry-mounted variable-reach trucks; — variable reach trucks fitted with tilting or elevating operator position; — mobile cranes (covered by EN 13000); — machines designed primarily for earth moving, such as loaders and dozers, even if their buckets and blades are replaced with forks (see EN 474 series); — trucks designed primarily with variable length load suspension elements (e.g., chain, ropes) from which the load may swing freely in all directions; — trucks designed primarily for container handling; — trucks on tracks; — attachments (prEN 1459-5) This European Standard does not address hazards linked to: — hybrid power systems; — gas power system; — trucks equipped with gasoline engine; — battery power system; — tractor specific devices (e.g PTO) This European Standard does not address hazards which may occur when: a) handling suspended loads which may swing freely (additional requirements are given in prEN 1459-4); b) using trucks on C.2.1 General The pedal layout and construction shall ensure a comfortable position for the operator, moderate operating efforts and a small number of operations, taking ergonomic principles into consideration The pedal layout shall be positioned in such a way as to be safely operated without hesitation or loss of time and without ambiguity (see Figure C.1): — the accelerator pedal shall be positioned on the right; — the braking pedal shall be located at the accelerator pedal’s left, and positioned in such a way to be actuated by the operator’s right foot; — the clutch pedal, if fitted, shall be positioned in such a way to be operated by the operator’s left foot; it shall be on the left of the other pedals C.2.2 Brake pedal Service brake pedal shall be pressed to apply the brakes If a combined brake pedal for inching and braking is used, it shall be capable of being operated with the left foot or both feet Operation of the service brake pedal shall not be hindered by the simultaneous use of other controls If service braking is effected by means other than a brake pedal, the area normally occupied by the brake pedal shall remain free 61 BS EN 1459-2:2015 EN 1459-2:2015 (E) C.2.3 Clutch pedal If a clutch pedal is fitted, it shall be depressed to declutch C.2.4 Accelerator pedal If an accelerator pedal is fitted, depression of the pedal shall increase the speed Release of the pedal may provide retardation of travel speed C.2.5 Inching pedal If an inching pedal is fitted, it shall be depressed to modulate the transmission and may apply the service brake It shall be capable of being operated by the operator's left foot If there is no separate means of applying the service brake, the inching pedal shall be a single pedal capable of being operated equally by either foot The final movement may apply the service brakes C.3 Design and manufacture Pedals shall be designed and constructed in such a way that their strength is compatible with the forces to which they are normally subjected The release of all pedals shall ensure their automatic return to their original positions The pedals shall have a slip-resistant surface and be easy to clean 62 BS EN partly to the left of the seat longitudinal axis 63 BS EN 1459-2:2015 EN 1459-2:2015 (E) Annex D (informative) Regular and occasional loads D.1 General Mechanical hazards can arise when loads acting on a truck exceed limiting conditions Such an overload can cause the entire truck and/or its components to lose stability (elastic or rigid body) as well as cause the supporting structure and/or components to be subjected to failure In order to prevent this potential danger, verification shall be provided for the extreme values of load effects based on all forces which act simultaneously on the truck multiplied by adequate (partial) safety factors to ensure that the corresponding loading limits are not exceeded This standard defines loads and load combinations as well as specific values of factors and coefficients to be applied to mobile trucks The limit state for materials and components shall be indicated in the form of nominal values, which are laid down in relation to the nominal load effects (internal forces or stresses) defined in the relevant standards All cases in which limits are exceeded and can endanger the mechanical structure, e.g creeping, elastic instability, loss of stability, significant displacements, fatigue or wear (including discard of ropes), uncontrolled motions and temperature limits shall be taken into account The procedure for the design and calculations is described in this standard The procedure consists of identifying load effects, determining the limit states and the proof of competence Alternatively advanced and recognized theoretical methods (e.g elastokinetic analysis to simulate load effects) or experimental methods (e.g measurement of load effects or tests for determining limit states or strain gauge testing) may be used These methods shall provide the same level of safety D.2 Regular loads a) Hoisting and gravity effects acting on the mass of the truck; b) Inertial and gravity effects acting vertically on the
