Chapter THEORY OF SCIENTIFIC AND TECHNOLOGY DEVELOPMENT FOR AGRICULTURE IN THE RED RIVER DELTA AND PRACTICAL EXPERIENCE 1.1 Theory of scientific and technology development for agriculture 1.1.1 Concept of Marxist-Leninism, Ho Chi Minh thought and Communist Party of Vietnam on the role of science and technology in agricultural development 1.1.1.1 The Marxist-Leninist conception of the role of science and technology in agricultural development Friedrich Engels and Karl Marx are the first to study, clarify the great role of science and technology for socio-economic development in general and agricultural development in particular by the sharp methodology of materialist dialectics With predictions that science and technology will become "direct production forces," Friedrich Engels and Karl Marx profoundly analyzed the role of science and technology in the development of capitalist production in general, and the development of agriculture in particular Lenin was a great successor of Marxist-Engels theories on the role of science and technology in agricultural development He deeply analyzes the role of science and technology in the development of commercial agriculture, particularly for the expansion of production and the development of the agro-processing industry 1.1.1.2 Ho Chi Minh thought about the role of science and technology in agricultural development In the thought system of Ho Chi Minh for agricultural and rural development, the idea of promoting the application of scientific and technological advances to production is very special By simple statements, simple essays and concrete actions, he clarifies the prerequisite of science and technology for the development of agriculture According to him, only to promote the application of science and technology into production, the Vietnam agriculture has just flourished as the foundation for comprehensive socio-economic development in the countryside 1.1.1.3 The view of the Communist Party of Vietnam on the role of science and technology in agricultural development Going up from a backward agricultural country, industrialization, modernization and development of the socialistoriented market economy, our Party has paid special attention to the development of science and technology for agriculture Accordingly, the Party's guiding views on this issue are often supplemented and perfected by our Party in response to the demands of reality In the documents of the Party issued since the renovation, the issue of promoting research and application of achievements of modern science and technology in agriculture is always respected by the Party Science and technology are identified by the Party as the "top priority", which is the most fundamental motive for developing largescale, modern and sustainable agriculture 1.1.2 Concepts and characteristics of science and technology for agriculture 1.1.2.1 Concept of science and technology for agriculture Inherit the scientific, technological, scientific and technological activities concepts published in the relevant research and have been legally defined in Article of the Vietnam Science and Technology Law 2013, science and technology for agriculture can be understood as follows: Science and technology for agriculture is the system of knowledge, solutions, processes and know-how used to discover, transform, and develop the resources of social nature and thought to ensure agriculture is developing in a modern and sustainable way, meeting the increasing demand of the agricultural products of the people 1.1.2.2 Characteristics of science and technology for agriculture Science and technology for agriculture have the following characteristics: Firstly, the speed and level of development of science and technology for agriculture is often slower and lower than that of other science and technology Secondly, the development of agricultural science and technology often relies on major biological and ecological advances; Thirdly, science and technology for agriculture is regional, local; Fourthly, science and technology serves a variety of agricultural scales and levels 1.2 The concept, content and factors that affect the development of science and technology for agriculture in the Red river delta 1.2.1 Concept of scientific and technological development for agriculture in the Red River Delta Based on analyzes and interpretations of the concept of development and development of science and technology for agriculture, PhD students have come up with the concept of development of science and technology for agriculture in the Red river delta as follows: The development of science and technology for agriculture in the Red River Delta is a holistic approach, measures are used by subjects to create quantitative and qualitative improvements, the quantity of elements and components constituting scientific and technological resources in service of agriculture shall ensure the optimal exploitation and use of resources for the development of agriculture in the region along the direction of modernity and sustainability This concept shows the subject, purpose and mode of scientific and technological development in the Red river delta These factors have a close, dialectical relationship in which the development agent plays the most important role Therefore, to promote the development of agricultural science and technology in the Red river delta, the role of the actors, especially the role of the "four skateholders" in agriculture (state, scientists, entrepreneurs, farmers) 1.2.2 Content of scientific and technological development for agriculture in the Red River Delta 10 From the point of view of Marxist-Lenin political science, the contents of scientific and technological development for agriculture in the Red river delta include: 1.2.2.1 Development of research facilities, applications and systems of technical facilities of science and technology for become one of the world's leading agricultural exporters, the policy of developing science and technology for agriculture in Thailand has some notable features: First, prioritize the development of cutting edge technologies in agriculture The Thailand government has been promoting agricultural biotechnology, post harvesting technology and agricultural mechanics as key fields in terms of productivity, quality and efficiency of agriculture Second, promote the role of the government The role of the government is clearly expressed through the provision of many policies that motivate research and application of scientific and technological advances to agriculture The King of Thailand also plays a huge role in the development of agricultural science and technology He was the only King with many patented agricultural research projects and was the first person to receive the "Lifetime Achievement for Human Development" award from the United Nations 1.3.1.2 China's experience: Although only 7% of the world's agricultural land, China has to feed 1.357 billion people, or 22% of 12 the world's population Therefore, China's demand for food and food is huge To resolve this conflict, the Chinese government has developed a strategy for developing modern agriculture These important policies are: Firstly, implementing the revolution in science and technology China has rapidly transformed its agricultural growth model through the implementation of a revolution in agricultural science and technology Secondly, development of science and technology development plans suitable to each stage and each agricultural production area China has divided its agricultural production into three phases: preproduction, production and post-production to give priority to the development of agricultural technologies Thirdly, prioritize the development of science and technology in township enterprises China has focused on building a network of "dragon head" enterprises in township businesses; to accelerate the research and application of modern science and technology in these enterprises Fourthly, implementation of large investment policy for science and technology China has made major investments to realize the goal of bringing the content of science and technology in the value structure of the agricultural sector to 70% by 2020 1.3.1.3 Japan's Experience: Japan is a country with unfavorable natural conditions for agricultural production but soon became the country with the most modern agriculture in the world To achieve that result, the policy of developing science and technology for agriculture in Japan has some remarkable points: Firstly, prioritize the development of key technologies Mechanization, irrigation, biotechnology, information technology for agriculture are fields that the Japanese government has developed very early and have reached the modern level Secondly, strong development of agricultural research centers and institutes as the leading force in research, transfer and application of new technologies to agriculture In Japan, agricultural research centers and institutes are set up, managed and operated in a very scientific way The linkage between research institutes and universities, enterprises and farmers has been implemented very closely, thus forming a closed chain for the research, application and transfer of scientific and technological products 13 1.3.1.4 Israeli Experience: Israel is a small country in the Middle East with very harsh natural conditions, totally unfavorable for traditional agricultural development However, Israel is now one of the most modern agricultural countries in the world The miracles in agriculture in Israel are rooted in the following agricultural science and technology development policies: First, prioritize the development of specialized research institutions in agriculture Advanced agricultural research institutions in Israel were established very early and took over 60% of the scientific research works for agriculture Second, major investment policy for science and technology The Israeli government has invested heavily in science and technology serving agriculture (about 3% of total national agricultural output - the world's largest investment) Besides, venture capital to develop new and modern technologies for agriculture also brings huge profits to Israel Third, maximize the role of scientist through the "linkage 5" model in agriculture The "linking five holdskaters" model (state, scientist, entrepreneur, consultant, farmer) is an Israeli style model Thanks to this model, the realization of research ideas in agriculture in Israel is very smooth and practical Fourth, vocational interest to improve the level of farmers The Israeli government selected a number of prominent farmers for training, then used them to teach other farmers the knowledge of agriculture At the same time, the government also sent experts to provide free technical advice and guidance and provide full information on the weather, seasons and markets for farmers 1.3.2 Lessons for developing science and technology for agriculture in the Red River
