PREAMBLE I – Scope of the Project Location of the WWTP-Site Cao Bang city is the socio-economic, cultural and political center of Cao Bang province with total natural area is about 5.500 The town has wards: Song Bang, Song Hien, Tan Giang, Hop Giang and communes: De Tham, Ngoc Xuan, Hoa Chung and Duyet Trung with total population is around 51.000 people (by mid 2013) Cao Bang city is located on the center of Hoa An district in Cao Bang province under morthest mountain area, at coordinates 22°39’ to 22°42’ 'north latitude and 106°11’ to 106°18’ 'east longitude Compared to administrative border line of the province, the town is located in the East of the province, 286 km of Ha Noi along national highway No.3, 120km of Lang Son town along National Highway 4A The town has roads going through and connecting Ha Noi – Thai Nguyen – Bac Kan – Cao Bang – China This is the most important road axis of the whole Northern - East area Furthermore, the provincial road 203 to Hoa An – Pac Bo town also contributes significantly to the development of the town Cao Bang city is located on the tropical monsoon with some special characteristics of this climate area In the summer it could be cool and in winter mostly it is colder than other provinces in North Delta provinces The average temperature was about 21 ºC over the whole year with the minimum average temperature in the winter during being about 8ºC and the maximum temperature in the summer about 32ºC The coldest month during this period was December-January and the hottest months are June to August The climate is devided into two seasons, dry- and rain seasons Rain season normally starts from April to October with main focus on July, August and September, and the dry season begins late October-November up to April of the next year Cao Bang city is not really effected by heavy wind or storm but sometimes there are suddenly tornadoes with high wind speeds of 40 m/s in a short time The main wind direction is south, east-south with average speed annually measured of 1.4 m/s and with maximum speed at heavy storm of 40 m/s, as indicated With the role as a key traffic joint, a socio – economic center of the province, Cao Bang city has been invested for economic development, infrastructure, and environmental landscape in order to promote characteristics and function of a province The Contractor shall note the proximity of the WWTP site to existing residential areas Project’s objectives: The Contractor is required to deliver to the Employer a fully functional, tested and operating of Sewage system for Cao Bang City, including WWTP and its outfall Based on information given in the Tender Documents, the Contractor shall:  Detail design and construct a WWTP based on the basic design given in the Tender Documents, in accordance with the Employer’s Requirements, Construction Method PURAC-ECONET Joint venture Bidder  and Construction of Sewage Collection Network and wastewater pumping stations in accordance with the detailed design provided in the Drawings and Employer's Requirements Which shall include all necessary activities (such as construction, supply and installation of equipment, supply of spare parts, testing, operation, handover, training, etc.) pertaining to the successful completion of the Contract as detailed in this Bidding Documents Site Data Geotechnical Conditions The Employer and consultant have carried out soil investigations Soil investigation reports are available for Tenderer for copying The Tenderer shall take all such additional steps he considers necessary to familiarise himself with Site conditions Soil investigation data is furnished for information only and it shall be expressly understood that the Employer will not be held responsible for any interpretations or conclusions drawn there from by the Contractor, nor the completeness of the data The Tenderer should note that ground water levels on the site might be high Population and Project Area The Consultant has studied the project within a large area of which are inner wards of the town/city and De Tham commune Table 1: Population and project area Project area Population 2007 2015 Area 2025 Hop Giang ward Song Bang 11,939 14,044 17,214 93 ward Song Hien 7,486 8,805 10,222 228 ward Tan Giang 9,705 11,415 13,908 237 ward De Tham 8,856 10,418 12,690 359 commune 7,725 9,087 11.066 820 Total 45,712 53,769 65,100 1,737 Boundary of service area: The East and the North border with Bang River The South borders with highway, which was specified in master plan The West borders with Hoang Tung commune, Hoa An district Location of WWTP Construction Method PURAC-ECONET Joint venture Bidder Location of the wastewater treatment plant is selected at the field area, near national highway No.4 This position ensure requirement of wind direction and far from residential area - Land occupation area: Household Connections Constructions of 3000 connection points are required from the households to the outside network II - Advantages and Disadvantages of the project Advantages - Working area has many small paths, therefore, the Contractor can arrange the construction of many sections at the same time So the Contractor can control the construction progress - Working in the nighttime, the Contractor can use the public lighting system Disadvantages - The execution of the project is carried out in the urban, so it is affected by the traffic Traffic safety is paid attention to during the construction - Working area passes through many existing public utilities such as cabling, telephone cable, existing water supply pipeline, drainage, and local residents’ domestic water pipelines along the route - Working site is spacious, therefore it is difficult to make arrangement and protect the yard, the workshop and properties on site - The execution of the project will influence the lives of the local residents and environmental hygiene during the project Construction Method PURAC-ECONET Joint venture Bidder Chapter - The Contractor is responsible for safe preservation of facilities and structures such as roads, entrance gate, transmision lines, trenches, walls, box culverts, bridges, poles, supports, signs, fence, bench marks, statue and so in the areas adjacent to the project site - The Contractor himself will find the reasonable location to build his site office, storage yard and warehouse Construction Method PURAC-ECONET Joint venture Bidder - The Contractor will build the site office equipped with necessary furniture and equipment such telephone, fax machine, computer (Pentium III), printer, Internet line - The site office will be arranged with two working rooms and one meeting of 15 to 20 persons with sufficient chairs, desks and tables Laboratory The testing equipment, tools are provided on site by the Contractor, such as: + Surveying equipment: theodolite, leveler, steel measurer + Standard sieves + Moulds for sampling + Other testing equipment for slump test, moisture checking, plastic index, soil yield strength, etc + The other equipment is as mentioned in the design documents The other equipment and tools for testing are arranged in the center laboratory may be rent or available from any joint venture (the documentations are given to the Consultant and the Employer as an evident) Temporary Works Some facilitates and equipment to be used for construction such as diversion road, temporary road, and temporary facilitates, workshop, storage yards, etc are carried out before commencement of the permanent works in the contract The Contractor can only carry out these works when the design documents for construction organization prepared by the Contractor is approved by the Engineer Progress Meetings and Reportings A regular meeting between Engineer and the Contractor’s Representative shall be held once a week at a time agreed upon by both parties to discuss the progress being made, the work proposed for the forthcoming week and any problem having a direct bearing on the immediate or near term work activities Weekly reports shall be furnished by the Contractor and submitted to Engineer and Employer day prior weekly meeting dated is arranged Monthly, half year and yearly reports shall be furnished by the Contractor and submitted to Engineer and Employer a week prior meeting dated is arranged Site Records Daily records of on-site testing and inspection shall be kept on forms of approved format Test results shall be certified by the responsible member of the Contractors staff All test certificates and inspection records (including any from suppliers or other outside testing agencies) shall be clearly identified with the appropriate part of the Works to which they refer, and they shall be submitted to the Engineer together with the respective Passing Certificate ]
