nên điều chỉnh sách Mỹ nhiều tác động đến quốc gia khu vực mức độ khác nhau, có Đơng Nam Á Ở khu vực Đơng Nam Á, Philippines với tư cách đồng minh lâu đời quan trọng hàng đầu Mỹ khu vực thời kỳ Chiến tranh Lạnh điều chỉnh sách đối ngoại mang tính đa phương hố hội nhập rộng rãi với khu vực Quan hệ đồng minh Mỹ Philippines có điều chỉnh cho phù hợp với tình hình mới, nhiên, Philippines coi đồng minh quan trọng hàng đầu Mỹ Đông Nam Á Việc Mỹ sa lầy vào chiến Vùng Vịnh từ đầu năm 1990 sau chiến chống khủng bố toàn cầu từ đầu kỷ XXI tạo khoảng trống quyền lực khu vực Đông Nam Á khiến cho Trung Quốc thuận lợi việc gia tăng ảnh hưởng chiến lược tới khu vực Trước trỗi dậy mạnh mẽ gia tăng ảnh hưởng ngày lớn khu vực Trung Quốc đe doạ mạnh mẽ tới vị toàn cầu Mỹ đây, Mỹ điều chỉnh chiến lược đối ngoại với khu vực châu Á – Thái Bình Dương (châu Á - TBD) sách “xoay trục” hay “tái cân bằng”, với gia tăng thắt chặt quan hệ với nước đồng minh khu vực, có Philippines Với việc Mỹ gia tăng đẩy mạnh chiến lược “tái cân bằng” khơng ngừng củng cố quan hệ với quốc gia đồng minh khu vực, với trỗi dậy ngày mạnh mẽ Trung Quốc - đặc biệt mặt quân - kèm theo gia tăng căng thẳng tranh chấp chủ quyền biển đảo Trung Quốc với quốc gia láng giềng có với Philippines Việt Nam, biểu biến đổi mối quan hệ đồng minh Mỹ - Philippines trực tiếp hay gián tiếp ảnh hưởng đến Việt Nam, đặc biệt mặt trận chống lại hành động ngày cứng rắn Trung Quốc Biển Đông LUAN VAN CHAT LUONG download : add luanvanchat@agmail.com Đối với Việt Nam, điều chỉnh sách Mỹ với khu vực, quốc gia thành viên Hiệp hội Các quốc gia Đông Nam Á (ASEAN), quốc gia có tranh chấp chủ quyền lãnh thổ với Trung Quốc, chẳng hạn Philippines, giành quan tâm ý khơng giới lãnh đạo mà cịn giới nghiên cứu Tuy nhiên, nay, nghiên cứu mang tính hệ thống tồn diện diễn biến mối quan hệ đồng minh Mỹ Philippines có số thành định, chưa đáp ứng nhu cầu nhận thức đòi hỏi thực tế đặt Hơn nữa, hiểu tận dụng mối quan hệ đồng minh Mỹ - Philippines giúp Việt Nam định hình sách đối ngoại, đặc biệt Mỹ Philippines đối tác mà Việt Nam bắt tay giải vấn đề biển Đơng Cho nên, việc nghiên cứu tồn diện Phillippines, quan hệ đối ngoại quốc gia với Mỹ có tính cấp thiết giai đoạn Chính vậy, đề tài “Những chuyển biến quan hệ đồng minh Mỹ - Philippines từ năm 1992 tới nay” lựa chọn; their deputies, will consult together from time to time regarding the implementation of this Treaty and whenever in the opinion of either of them the territorial integrity, political independence or security of either of the Parties is threatened by external armed attack in the Pacific ARTICLE IV Each Party recognizes that an armed attack in the Pacific Area on either of the Parties would be dangerous to its own peace and safety and declares that it would act to meet the common dangers in accordance with its constitutional processes Any such armed attack and all measures taken as a result thereof shall be immediately reported to the Security Council of the United Nations Such measures shall be terminated when the Security Council has taken the measures necessary to restore and maintain international peace and security ARTICLE V For the purpose of Article IV, an armed attack on either of the Parties is deemed to include an armed attack on the metropolitan territory of either of the
