That arrangements are in place to minimize the risk of adverse health effects and protect the safety of workers due to exposure to hazardous substances and dangerous goods; - The mitigation of adverse environmental impacts; 2.0 SCOPE This procedure applies to all DGM’s employees who are required to use chemical, controlled subtances 3.0 DEFINITION / ABBREVIATION SDS: Safety Data Sheet GHS: Global Harmonization System PPE: Personal Protective Equipment CIL: Chemical Inventory List Hazardous Chemical: a chemical with one or more of the following hazardous properties according to the classification principles of the Globally Harmonized System of Classification and Labeling of Chemicals: Flammable; Strong oxidizing agent; Strong corrosion; Explosive; Acute toxicity; Chronic toxicity; Irritating to humans; Causing cancer or potentially causing cancer; Causing genetic variation; Toxic to reproduction; Bioaccumulation; Persistent organic pollution; 4.0 NORMATIVE REFERENCES Decree 113/2017/NDCP Globally Harmonized System of Classification and Labelling of Chemicals (GHS) 5.0 RESPONSIBILITIES Departments: Purchase, use, store and dispose of chemicals or controlled substances propperly Make sure the CIL, format number FO-QA-07-27-007, is up to date and send it to EHS staff when required 6.0 REQUIREMENT 7.0 PROCEDURE 7.1 Label - Chemicals shall be supplied with a label attached to the container The label gives information on the chemical or product name, the chemical hazards and the precautions you should take into account to ensure safe use - The label shall be in Vietnamese 7.2 Safety Data Sheet (SDS) - It must have a SDS for each hazardous chemical that you use If you don’t, contact the supplier, who is required to give you one You should keep your SDSs in a clearly identified place where they can be easily accessed by your employees and by emergency services - they will require these sheets when they attend a chemical incident - Make sure all your employees know where the SDSs are stored and that they have read and understood them, if required SDS must: + Be provided for chemicals classified as hazadous + Contain 16 sections following Global Harmonization System (GHS): Identification Physical and chemical properties Hazard(s) identification 10 Stability and reactivity Composition/information on ingredients 11 Toxicological information First-aid measures 12 Ecological information Fire-fighting measures 13 Disposal considerations Accidental release measures 14 Transport information Handling and storage 15 Regulatory information Exposure controls/personal protection 16 Other information + Be clear and understandable + Be provided no later than at the time of first delivery + Up-to-date, it should be updated every years - Hazardous chemicals and mixtures of substances containing one or several dangerous substances with a concentration greater than or equal to the following prescribed levels must develop a SDS: TT Chemical classification Content Acute toxicity ≥ 1,0% Skin corrosion/irritation ≥ 1,0% Serious eye damage/eye irritation ≥ 1,0% Skin/respiratory sensitizer ≥ 0,1% Germ cell mutation (level 1) ≥ 0,1% Germ cell mutation (level 2) ≥ 1,0% Carcinogenic agent ≥ 0,1% Reproductive toxicity ≥ 0,1% Specific organ toxicity after single exposure ≥ 1,0% 10 Specific organ toxicity after repeated exposure ≥ 1,0% 11 Respiratory hazard (grade 1) ≥ 1,0% 12 Respiratory hazard (grade 2) ≥ 1,0% 13 Harmful to the aquatic environment ≥ 1,0% 7.3 Storage - All electrical installations (light, switch, wiring, other equipment) should be explosion-proof or protected - Adequate ventilation is required - Containers should be inspected upon receipt to ensure that contents, concentrations and quality comply with purchasing specifications - Containers should be kept closed or capped when not in use - Secondary containment (retention) should be available prevent spillage and ground contamination The volume capacity of the secondary containment should be at least 10% of the total chemical volume being stored within it - Adsorbent materials and cleaners should be available for use in the event of minor spills or releases (Shovel, sand…) - Use special tool for transferring chemical to another container - MSDS should be available and in Vietnamese - An update list of the chemical in inventory should be available To reduce the risk of chemicals reacting with each other and causing a fire or explosion It is important to store chemical with propper separation: - Chemicals that are oxidised agents should be kept away from flammable liquid storage - Chemicals that may react with each other should be stored remotely from each other - Water-reactive chemicals should be stored separately from water-based (aqueous) chemicals 7.4 Chemical Used in Production Areas - Production areas should be kept free of chemical spills - Chemical should not be stored in containers that used for food/drink - Containers not in current use should be covered properly - All chemical containers should be labeled clearly - Flammable chemicals should be kept away from ignition sources such as open flame, spark, heat - Workers should be provided with PPE that is appropriate for the hazards that they face 7.6 Chemical Inventory List To provide a readily available assessment of a hazard potential of the chemical materials in inventory at a factory, a list should be developed and updated regularly 7.7 Personal Protective Equipment Depending upon the actual conditions in the factory, the following PPE may be necessary to prevent exposure to hazardous chemicals: Eyes Protection To protect against eye injury from splashing liquid chemicals, flying solid (Safety glasses or goggles) objects or particlces Impervious Glove To protect against skin exposure to chemicals when task makes such exposure likely Face Masks To protect against exposure to airborne dust or chemical particles or smell from chemical vapour Liquid – resistant footwear To protect against skin exposure in work location where liquid contact with the feet is likely Apron To protect against body exposure from spashling 7.8 Chemical Safety Training Workers in production areas must recognize that the chemicals that they are using can be harmful to their health and present other risks to their safety and to the environment If workers have a basic understanding of the potential hazards, the precautions and other measures that can be taken to avoid the risks, then they will be more likely to use them properly The first training would be in the orientation training for all new workers All employees need to be trained about chemical safety every years by a competent training company according to Decree 113/2017/NDCP ... 14 Transport information Handling and storage 15 Regulatory information Exposure controls/personal protection 16 Other information + Be clear and understandable + Be provided no later than at...
