– Fall 2022 Semester Campuses are invited to submit candidate courses for the fall 2022 CourseMatch program Submissions should be received in the Chancellor’s Office by Friday, April 15, 2022 Courses must be delivered through a fully online, asynchronous mode of instruction and available for California State University (CSU) students for fall 2022 enrollment Background CSU Fully Online is a concurrent enrollment program that allows matriculated CSU students to take one online course at another CSU campus during the fall or spring semester along with coursework at their home campus The program was established in 2015 in response to Assembly Bill (AB) 386, legislation that expanded upon the intrasystem concurrent enrollment program that has been in place since 1974 CourseMatch courses are a subset of CSU Fully Online courses that are sponsored by the Chancellor’s Office CourseMatch was created in 2013 to address course bottlenecks and help students stay on a timely path to graduation Appendix A provides a summary of the Intrasystem Online Course Enrollment programs Graduation Initiative 2025 includes a strategic focus on eliminating administrative barriers by such efforts as reducing bottlenecks and ensuring that more students have access to the classes they need in order to remain on timely progress to degree In addition, the Governor’s 2022-23 preliminary budget compact proposal for CSU includes a goal of, “Increasing concurrent student enrollment in online courses” To advance these strategic areas of focus, nominations of online courses that fulfill general education requirements will receive first priority for approval CSU Campuses Bakersfield Channel Islands Chico Dominguez Hills East Bay Fresno Fullerton Humboldt Long Beach Los Angeles in CourseMatch, are expected to adhere to systemwide policy regarding online concurrent enrollment See the Fully Online Courses for Concurrent Enrollment Policy for additional information Process for Submission and Review Campuses submit courses for review by the Chancellor’s Office for evidence of student success and a plan for quality delivery Course approval also requires campuses reserve at least 10 seats specifically for host students Enrollments not count against/toward campus budgeted FTES (Full-time Equivalent Students) As these sponsored enrollments not occur without instructional cost, the system office compensates participating campuses Participation in CourseMatch is voluntary Appendix B provides guidelines for submitting, selecting and funding courses in the CourseMatch 2013 Effective with the Fall 2015 term Requires that every state-supported, fully-online course offered by every CSU campus be made available for enrollment by students at other CSU campuses o Includes both asychronous and sychronous delivery methods Enrollment in an online course by students at other CSU campuses is on a space-available basis after local students have had the opportunity to enroll; no requirement to make additional seats available Campus offering course must inform students of and may require prerequisite courses or other academic preparation deemed necessary for the online course • • • • • • • Originated to address ‘Course Bottlenecks’ Courses are a subset of the fully-online, statesupported AB386 courses which are being “sponsored” by the CSU Campuses submit asychronous online courses for “sponsorship” consideration The CSUCO will provide funding to reserve capacity in those online courses so that students from any CSU can enroll; funding based on enrollment data at census Enrollment opens on date set by CO, typically before AB386 courses Enrollment of students from other campuses will not count toward budgeted FTES target While participation by all CSU campuses in offering “sponsored” courses as part of CourseMatch is highly encouraged, it is not mandatory Similarities • • • • • Student must meet the requirements of existing “Intrasystem Concurrent Enrollment” program, to be eligible to enroll in an online course offered by another CSU campus o Student has completed at least one term at the home campus as a matriculated student and earned at least 12 units at that campus Incoming transfer students are exempt o Student has attained a minimum grade point average of 2.0 or better in all work completed at the home campus and is in good standing at that campus Incoming transfer students are exempt o Student will be/is enrolled at home campus during the period of concurrent enrollment at host campus and has paid tuition fees as a full-time student o Campuses have authority to make individual student exceptions to one or more of the eligibility criteria If part-time enrollment or multiple course enrollment is allowed, tuition should be based on combined units enrolled All fully-online courses receive an attribute in Peoplesoft which designates whether they are part of AB386 or CourseMatch Enrollment is facilitated by an online enrollment process within CMS with confirmation back to the student that she/he has been enrolled and appropriate provisioning of the student for campus access within a specified timeline The process also delivers credit via an electronic procedure back to the home campus after completion of the term A course provided entirely online pursuant to AB386 or CourseMatch shall be accepted for credit at the student’s home campus on the same basis as it would be for a student matriculated at the host campus The expectation is that credit should be applied at the same level/manner (i.e upper division vs lower division, applicable to GE, electives within the major, etc.) when it is evaluated for the student at their home campus The units fulfill the units needed to satisfy “units in residence” for the degree During the graduation check adjustments may be needed to the degree progress report to reflect this June 2021 APPENDIX B: Fall 2022 CourseMatch – Online Cross-Campus Enrollment Program Campuses are invited to submit candidate courses for the fall 2022 CourseMatch program Courses must be delivered online, in an asynchronous learning mode and made available for CSU students to concurrently enroll in the fall 2022 term Priority will be given to nominations of fully online, highly successful courses that fulfill general education (GE) requirements or lower division major preparation requirements The goals of Graduation Initiative 2025 include campuses creating new opportunities for students to complete their degrees more efficiently by having greater access to the courses they need, when they need them More robust cross-campus enrollment in online courses is one strategy to provide your students additional course opportunities Access to GE courses that articulate across all our campuses through CourseMatch can provide a number of students a pathway to finish their degree more efficiently—regardless of whether they graduate in four, five or six years The Chancellor’s Office will fund the cross-campus enrollment within your CourseMatch courses (see below) Submission and Selection of Courses for the CourseMatch Program Campuses will be asked to provide the following information via an online form: Confirmation that the course has already been delivered fully online by the campus for at least one term Confirmation that the submitted courses will use similar curriculum and pedagogy as the previously taught successful online course First-time online and newly redesigned GE courses will be considered on a case-by-case basis Campuses submitting courses that not meet a GE area may be requested to provide documentation supporting system-wide demand for the course (e.g articulation of course to multiple CSU campuses) Confirmation that the instructional materials and technology services are accessible or that there are equally effective alternative access plans for students with disabilities Confirmation that the CourseMatch course delivery is asynchronous and will be listed as “fully online” in your fall 2022 schedule of classes Evidence that students have completed the course with a success rate at least comparable to, Cross-Campus Enrollment Program Page of a Submit the percentage of repeatable grades (D or lower) of the fully online and face-to-face/hybrid modes of instruction for the same course Face-to-face percentages may include Fall 2019 numbers b Populate the Evidentiary Document for the Student Performance template showing repeatable grades percentages and retention rates for both fully online course delivery and face-to-face or hybrid delivery, and the actual number of enrolled/retained students i If the submitted courses were approved for CourseMatch previously, you still need to provide a recent history of student success (e.g grades and retention) ii If the submitted course is a newly redesigned course and there is no history of course grades, then the campus must have implemented some quality assurance process The quality assurance process must include faculty completion of a CSU Quality Learning and Teaching (QLT) training, Quality Matters (QM) training iii Enrollment counts for previously offered course sections must demonstrate the course has enough enrollment demand for home student enrollment CourseMatch is not designed to support the minimum enrollment needed to offer a course Confirmation of quality assurance by verifying the instructor has completed a Chancellor’s Office recognized training that covers pedagogical design and facilitation of online courses in a comprehensive way This includes the following trainings offered through CSU Academic Technology Services: QLT1-INTRO, QLT-AVD, QM DYOC, QM IYOC, QM APPQMR Campus recognized training may also be accepted provided it includes a documented minimum of 15 hours Information about campus quality assurance processes including describing the procedures used to ensure academic integrity of student performance on exams, quizzes, tests, etc For example, use of proctored exams, plagiarism detection software, and/or other procedures to significantly reduce the opportunities to cheat in online courses Confirmation of commitment to provide CourseMatch students with information about the services from the host campus to support their success This includes a Campus Introduction and Welcome Document that summarizes the host campus’ student support and academic support services, identifies the learning management system used, and other tools, policies, and schedules that the student needs to know when taking a class at the host institution Confirmation of commitment to accommodate all applications for concurrently enrolled students in the CourseMatch courses at least up to the campus stated threshold The APPENDIX B: Fall 2022 CourseMatch – Online Cross-Campus Enrollment Program Page of Chancellor’s Office requires that each campus initially reserve at least 10 seats in each CourseMatch section and monitor enrollments during the established period closely This minimum number will help us gauge demand in each course and ensure that students have a genuine opportunity to enroll 10 A current syllabus or course outline required to complete an articulation review Registration for Cross Campus Enrollment Courses Students will be able to enroll in CourseMatch courses beginning June 1, 2022 through the start of the fall 2022 term On the first day of classes, if the section is not full, the campus can open that section to home campus students to fill the section Campuses that select a CourseMatch closing date that is prior to the start of term may not so more than one week prior and must provide an explanation justifying early closing Funding and Accounting Topics Enrollment generated by CourseMatch students will not be counted toward or against a campus’ enrollment target If you mix your own students with CourseMatch students in one section, only enrollments from your campus in the CourseMatch section will count toward your enrollment target The home campus of the CourseMatch student will retain the students’ tuition and campus-based fees Your campus can collect miscellaneous course fees associated with the course, and nonresident tuition for the units enrolled at your campus, if applicable The Chancellor’s Office will provide your campus $3,400 for each annualized FTES of calculated enrollment in CourseMatch course(s) The calculation will be made at your campus’ census date If at least one CourseMatch enrollment is present at census, the campus will receive the minimum payment of $3,400 per section; however, if fewer than 10 seats were initially reserved during the CourseMatch enrollment period, or the seats were released prior to the established enrollment deadlines, the Chancellor’s Office will provide only the per-seat equivalent of $340 per enrollment Chancellor’s Office Actions Publish a website for students to find the available CourseMatch courses www.csufullyonline.com Work with campuses to market the program and increase student and advisor awareness of the Fully Online cross-enrollment program, including CourseMatch opportunities APPENDIX B: Fall 2022 CourseMatch – Online Cross-Campus Enrollment Program Page of Campus Actions: Marketing and Advising Students Post the information about the availability of CSU Fully Online and CourseMatch courses on appropriate websites Set enrollment date range for AB 386 (non-CourseMatch) courses at least four weeks after fall CourseMatch courses open and two weeks after spring CourseMatch courses open This helps prioritize enrollment in CourseMatch sections, especially when campuses offer multiple sections of the online course in addition to the CourseMatch section Develop a marketing and outreach plan to increase the awareness of the CSU Fully Online program to students For example, send emails and/or other communications to all eligible students and those on course waiting lists about the availability of online courses offered at other CSU campuses Provide your registrar, advising, and relevant department staff with the appropriate guidance and information about the CSU Fully Online program Inform students about the availability of CourseMatch and other Fully Online courses before opening new course sections for comparable courses Schedule
