Campbell County Gillette, Wyoming Job Classification Title: Librarian as assigned to Reference Services FLSA Status: Exempt Job Type: 1852 Pay Range/Band: 65/29 Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class Specifications are not intended to reflect all duties performed within the job and/or department DEFINITION To manage, direct, and supervise the daily operations of the Campbell County Public Library System (CCPLS) Reference Services Department including collection development, research using print and non-print sources, and public services; work closely with appropriate library staff to develop, enhance, and promote services of the department and the library as a whole DISTINGISHING CHARACTERISTICS As assigned to Reference Services SUPERVISION EXERCISED AND RECEIVED Exercise direct supervision over Reference Specialists, volunteers, pages, and department part-time temporary employees Receive general direction from Library Executive Director EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Important and essential duties may include, but are not limited to, the following: Select, develop, and maintain adult nonfiction, periodical, and reference collections to include monitoring and evaluating turnover rate of materials; knowledgeable of patron use and needs to effectively evaluate and anticipate purchases; work within the CCPLS Collection Development Guidelines and budgetary limits to provide balanced selections that address the strengths and weaknesses within each collection; understands community demographics and interests and anticipates information needs in order to develop relevant collections Select, develop, and maintain the government documents collection; ensure collection meets "Minimum Standards for the Depository Library System" as set by the Superintendent of Documents Understand and utilize the Dewey Decimal Classification (DDC) system, Library of Congress (LC) Subject Headings, Machine Readable Cataloging (MARC) and Superintendent of Documents (SuDoc) systems Develop and oversee the bibliographic instruction process, tailor instruction to the needs of each particular patron group and/or individual; compile bibliographies and brochures to assist in using the collection and accessing electronic information; coordinate training and tours of the Reference Services area 5 Develop and maintain a solid working relationship with local school librarians; perform bibliographic instruction on a regular basis with librarians, teachers, students and other groups as requested Work with various community organizations to provide instruction and to promote Library and, in particular, Reference resources and services Maintain a thorough knowledge and understanding of the statewide Wyoming Libraries Database (WYLD) automated system; highly proficient in the varied functions of WYLD Market and promote library services to the community; prepare and make public presentations to educate the public; participate in cooperative projects with outside organizations, schools, libraries, etc.; prepare newsletter and other promotional materials for the Public Information Specialist Attend and actively involved in WYLD Users' Group meetings to stay current on changes in the statewide system 10 Cognizant of changing trends and technology in public library operations to implement new, efficient, and innovative ways to run the department 11 Recommend, develop, and assist in the implementation of goals and objectives for the Department and the Library System 12 Select, train, motivate, and evaluate assigned staff; provide or coordinate department staff training; work with employees to correct deficiencies; implement discipline and termination procedure; assign tasks, projects, and monitor assigned personnel 13 Develop and maintain up-to-date policy and procedure manuals for all functions of the Reference Services Department 14 Formulate and interpret policies related to the Reference Services Department procedures; respond to patron/staff inquiries in a courteous manner; resolve complaints in an efficient and timely manner 15 Develop, administer, monitor, and coordinate the Reference Services Department budget; manage the spending of allocated funds to ensure that new materials arrive on a regular basis throughout the fiscal year; review and approve department invoices for payment 16 Regularly evaluate department desk schedules and peak activity times to ensure staff scheduling is sufficient; reallocate schedules as required to complete projects in a timely manner and to serve the public most efficiently 17 Attend monthly Library Managers' meeting to communicate department activities and to facilitate communication between Administration and all departments; work cooperatively with all Library departments 18 Meet bonding requirements to serve as a Notary Public 19 Adhere to safe work practices and procedures; participate in maintaining library security 20 Attend and participate in staff meetings and related activities; exercise disciplinary action when necessary o Prepare and administer budgets o Plan, organize and oversee assigned staff including monitoring work schedules and evaluating the work of subordinates o Develop goals and objectives for assigned area o Meet bonding requirements to serve as a Notary Public o Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs o Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work EXPERIENCE AND TRAINING GUIDELINES: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying A typical way to obtain the knowledge, skills, and abilities would be: Education/Training: o Equivalent to a Master's degree in Library Science from an American Library Association (ALA) accredited college or university or a Bachelor's degree in a closely related field Experience: o Five to six years of professional library experience including at least two years of progressively responsible supervisory experience LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must be current or obtained within a specified time frame as defined upon employment o Notary Public WORKING CONDITIONS: Essential duties require the following: Working Environment: o Minimal exposure to undesirable working conditions or exposure;
