(26 non represented and 49 union represented) and is comprised of seven divisions including: Public Works Administration, Engineering, Street Maintenance, Traffic, Sanitation, Water (Plant and Distribution), and Wastewater (Plant, Collections, and Environmental Services) Under the general direction of the City Manager, the Public Works Director is expected to be an active and collaborative member of the City’s Leadership Team The Public Works Director plans, organizes and directs the activities of the Public Works Department including the Water Systems Division, Sewer Systems Division, Sanitation Division, Engineering Division, Street Division and Traffic Division The Public Works Director supervises and evaluates the performance of assigned personnel, determines and implements department programs, policies and processes, and conducts long term planning in support of the City strategic plan The selected candidate will be replacing the current Public Works Director who is department staff, city leadership, and legal counsel to review and update the department’s codes and regulations Capital Projects: The Public Works Director will manage water and wastewater capital projects, including an aging storm water system that needs repair There is also a need to plan and secure funding for Urban Renewal Infrastructure OPPORTUNITIES & CHALLENGES IDEAL CANDIDATE New Facilities: Last year, bonds passed for new Wastewater Plant and Water Plants ($49 million dollars) The Wastewater Plant is currently under construction with anticipated completion date of 2022 Water Plant Construction begins after that This was due to the aging infrastructure that was needing replacement Education and Experience: Stable funding for street and infrastructure maintenance and repairs: The Public Works Director will need to work with city leadership, the community, and other government partners to identify funding options for consistent and reliable funds for maintenance and repairs Partnerships to maximize resources: The Public Works Director needs to work to develop as well as strengthen relationships with the business community and other public agencies for collaboration on projects, shared operations, and efficiencies A bachelor’s degree in public administration, engineering, or a related field and significant experience in public works and management, and a minimum of five years supervisory experience is required Candidates must have a minimum of eight (8) years of increasingly responsible experience in the various aspects of Public Works including capital projects, engineering, operations, utilities, and environmental systems/programs, including oversight of the design and construction of Water and Wastewater facilities and other Public Works facilities A Professional Engineer License preferred but not required, as the City has a designated City Engineer on staff, as well as two other licensed Professional Engineers The selected candidate thinker • Inspiring and motivating leadership and personnel management skills, including labor relations The ability to delegate, be visible, engaging, recognize and reward staff successes, and be an active mentor for staff • The ability to simplify complicated information, avoiding acronyms with public presentations • A strong understanding of operation, capital, enterprise, and long-range
