Missouri – Kansas City The University of Missouri – Kansas City (UMKC) invites your firm to submit an electronic Statement of Qualifications (e-SOQ) for providing programming, urban design and architectural/engineering design services for a new $96M Total Project Cost/ $64.3M Construction Cost Downtown Campus for the Arts facility for the UMKC Conservatory of Music and Dance The University Architecture Williams Spurgeon Kuhl & Freshnock The selected design team will work with the University's project committee in preparing the final program, concept design (for additional fundraising and communication), the final schematic design, design development, construction documents and construction administration through a CM-At-Risk delivery method on this transformational project The University intends to contract with the design team best showing experience and expertise in designing similar facilities as noted in the attached General Criteria for Consultant Selection UNIVERSITY Dance (#K599601) Page The University has a strong preference for Missouri based architectural or engineering firms The invited firms are encouraged to propose strategic partnerships with nationally recognized firms with expertise in this project type Upon selection, the prime consultant will participate with UMKC in the selection of the acoustical design consultant for the project The University has a 10% minority and 5% women owned business participation goal for this project Your statement of qualifications must clearly state your plan to meet the University’s goal Your Statement of Qualifications should include a summary of your team's history and structure; relevant experience including a description of at least two projects you have completed of similar scope; qualifications of key team members that would be directly involved with this project; specific experience with similar facilities; and any supporting information that would further convey your team's qualifications for this project Please limit these materials to a maximum of 40 – 8-1/2” x 11” electronic pages submitted in a PDF format (set up to print 20 sheets copied both sides) Covers not count toward the forty (40) page limit Maximum file size of the document should not exceed MB The electronic submittal must be received no later than 4:30 pm CT, August 7, 2014, delivered on a CD, thumb drive or emailed to the address listed below Late submissions will not be accepted At least three, but no more than five, firms will be selected for an urban design charette and interviews by the University project team and key community stakeholders Selected firms will be notified by August 13, 2014 The urban design charette and interviews will be scheduled for September 10th through September 16th, 2014 in the Kansas City Crossroads District and on the UMKC campus This urban design charette and interview process is defined more fully in the General Criteria for Consultant Selection Section of this document The selected firm will be notified by September 16, 2014 and asked to submit a fee proposal by October 1, 2014 The successful firm will be recommended to the Board of Curators at their December 11-12, 2014 meeting It is assumed that fees for programming confirmation and concept design will not require Board of Curators approval and that work can begin prior to the approval of the full selection and fee The University intends to issue a Standard Consultant's Agreement to the successful firm and incorporate the requirements of the University's Consultant Procedures and Design evaluated on the following Criteria Consultant Team qualifications a Team Organization i Identity and experience of Key Team members including but not limited to: Project Manager (Architectural) Project Engineer (For Civil, Structural, Mechanical, Electrical, Plumbing, and Fire Projection The acoustical designer, including A/V and Classroom Technology, is to be selected at a separate date after selection of the prime consultant] Project Designer (Architectural) Project Architect Key team members for each sub consultant and discipline ii Planning & design process proposed for this project iii Clarity of the responsibilities among team members Consultant reporting structure Approach for coordination of design disciplines included necessary for this project Previous working relationships between team members and firms b Competence i Demonstrated knowledge of, experience with, and success in the programming and design of highly interactive and technologically sophisticated performing arts spaces for higher educational environments The educational focus for the project includes performing arts learning, rehearsal, practice and performance spaces, commensurate with UMKC Conservatory of Music and Dance’s internationally recognized programs in music and dance ii Demonstrated ability to provide accurate cost estimates, design within budgets and Structure a The Downtown Campus for the Arts/ Conservatory of Music and Dance Urban Design Concept Charette would engage three to five teams of architects and planners UNIVERSITY OF MISSOURI – KANSAS and Design (AUP+D) Program and the Conservatory of Music and Dance (COMD) The specific format of the charette will be shared with selected teams and will occur in September 11th through 14th in the Fall 2014 academic year The participating teams would be selected in a qualifications based process and will receive a $10,000 stipend for their participation as a direct benefit The indirect benefits that the firms will received is a more direct engagement with UMKC and COMD, as well as more direct interaction and engagement with students in the AUP+D program The process of student, faculty, staff and community engagement displayed through the charette process will be used by the selection committee as an evaluation and selection tool The charette process is NOT intended as a design competition, but as an opportunity for teams to better display their analysis and engagement process The teams selected to participate in the charette will receive information on the project site, information on the COMD program from the 2012 Feasibility Study, and general City planning information for the Greater Downtown Area Plan The Charette will take place over this limited period of time in order to work with academic coursework and manage the firm’s investment A presentation of the concepts will occur at the conclusion of the charette with an opportunity for input from the campus, key stakeholders and the broader community The urban design charette and interviews will be scheduled for September 10th through September 16th, 2014 in the Kansas City Crossroads District and on the UMKC campus The tentative Urban Design Charette schedule is: i Beginning on the evening of Wednesday, September 10th with the Kickoff session; ii Team working sessions on Thursday, September 11th; Friday, September 12th; Saturday, September 13th; iii Public presentation occurring on the afternoon of Sunday, September 14th A final interview will occur with all teams that participate with the Identification Although currently accredited by all applicable national accrediting bodies, these groups have consistently identified the poor conditions and inadequate quantity of facilities as a major issue for the Conservatory of Music and Dance as a major issue for the programs The current facilities are also located in four separate locations, requiring significant travel for students City through its renowned programs in music, dance, theater and visual arts A downtown campus close to Kansas City’s emerging cultural district could be mutually beneficial for UMKC and the entire region The Downtown Campus for the Arts was named as one of “Big Five Ideas” by the Greater Kansas City Chamber of Commerce and has received strong support from the Downtown Council The Downtown Arts Campus would include teaching, studio, office and support spaces for the UMKC Conservatory of Music and Dance The enrollment targets for these programs are 530 students for music and 70 students for dance These students would be supported by about 100 faculty and staff A downtown UMKC arts campus, in walkable proximity to premiere arts institutions and performance venues, would emulate successful urban arts education programs such as those at Juilliard in New York, the New England Conservatory in Boston, the Colburn School of Music in Los Angeles, the University of Cincinnati, the University of Houston, Georgia State University and Columbus State University The arts campus concept supports UMKC’s mission and strategic goals to “advance urban engagement” and “excel in the visual and
