Advanced Opportunities / Fast Forward and the GEM Framework The intent of this correspondence is to articulate the unintended consequences of the language proposed impacting Idaho Code 33-4602 (Advanced Opportunities) While the proposed changes to this statute emerged from the recently convened dual credit workgroup recommendation to “focus on the GEM framework”; the proposed solution may limit valuable dual credit opportunities for students and will have limited impact on realizing the recommendation The following points are offered to inform the Board’s action on this topic: FY16 data reflects that 68% of dual credit courses paid for by Advanced Opportunities align with the GEM framework Non-GEM courses paid for by Advanced Opportunities are primarily Career & Technical Education (CTE) courses, Foreign Languages, and Foundations The proposed language would increase barriers for students interested in CTE coursework and for those interested in earning the non-GEM credits required for Associate’s or Bachelor’s degrees The proposed language may result in disrupted equity for students in rural districts with few dual credit offerings due to increased requirements for non-GEM courses While a course may be reflected as GEM from a dual credit provider, the same course does not always transfer to another institution as GEM The proposed language does not address this issue Focusing on the GEM framework is merited; however rather than limiting opportunities for Idaho students interested in dual credit, a more impactful solution would be to inform and educate the field by developing in-depth training opportunities for administrators, counselors, and career advisors as they become fluent in their use of GEM framework There are numerous opportunities to provide GEM framework training to the field through Advanced Opportunities events and other agency trainings who partner in College and Career Readiness Additionally, user-friendly advising materials around the GEM framework must be developed and distributed statewide to students, families, and school; including clarity on how GEM credits transfer between institutions Efforts to inform the field
