Community Survey 2018 Montpelier Community Survey  Executive Summary  Overview ETC Institute administered a needs assessment survey for the City of Montpelier during the Fall  of 2018. The City is looking to assess the recreational needs and desires of Montpelier residents  and whether those needs are best met by upgrading or building new facilities. The results from  this  assessment  that  will  guide  future  decision‐making  on  recreation  centers  and  recreation  programs.  The  input  received  from  the  City’s  residents  will  help  in  understanding  the  community’s facility and recreation priorities.   Methodology  ETC Institute mailed a survey packet to a random sample of households in the City of Montpelier.  Each  survey  packet  contained  a  cover  letter,  a  copy  of  the  survey,  and  a  postage‐paid  return  envelope. Residents who received the survey were given the option of returning the survey by  mail or completing it online at www.MontpelierSurvey.org.   Ten days after the surveys were mailed, ETC Institute sent emails and placed phone calls to the  households that received the survey to encourage participation. The emails contained a link to  the online version of the survey to make it easy for residents to complete the survey. To prevent  people who were not residents of Montpelier from participating, everyone who completed the  survey  online  was  required  to  enter  their  home  address  prior  to  submitting  the  survey.  ETC  Institute then matched the addresses that were  entered online with the addresses that were  originally selected for the random sample. If the address from a survey completed online did not  match one of the addresses selected for the sample, the online survey was not counted.  The goal was to obtain completed surveys from at least 300 residents. The goal was exceeded  with a total of 513 residents completing the survey. The overall results for the sample of 513  households have a precision of at least +/‐ 4.18% at the 95% level of confidence.  This report contains the following:     Charts showing the overall results of the survey (Section 1) Tabular data showing the overall results for all questions on the survey (Section 2) A copy of the survey instrument (Section 3) The major findings of the survey are summarized on the following pages.   Page i 2018 Montpelier Community Survey Montpelier Recreation Center  Twenty‐two percent (22%) of respondents indicated they or members of their household have  utilized the Montpelier Recreation Center. Of the households that have utilized the Montpelier  Recreation Center (22%), thirty‐six percent (36%) indicated they use the Center often (once a  week or more), 13% use the Center sometimes (once a month), 49% use the Center rarely (several  times a year), and 2% never use the Center.   Communication. The highest rated methods that respondent households use to find out about  Montpelier recreation programs and activities were: social media, including Front Porch Forum  and Facebook (47%), newspaper (44%), and recreation brochure (31%).  Programs. Of the respondents that have used the Montpelier Recreation Center (22%), thirty‐ nine percent (39%) indicated they have participated in basketball, 35% have participated in other  programs, 21% have participated in pickleball, and 9% have participated in indoor soccer.  Major Components. The highest ratings of satisfaction with various major components of the  Montpelier  Recreation  Center,  based  upon  the  combined  “very  satisfied”  and  “satisfied”  responses among residents who had an opinion, were: location (94%), gym (57%), and parking  (53%). The components of the recreation center that survey participants indicated were the most  important to them, based on the sum of their top two choices, were: gym (74%), location (53%),  and parking (22%).   Operational Aspects. The highest ratings of satisfaction with various operational aspects of the  Montpelier  Recreation  Center,  based  upon  the  combined  “very  satisfied”  and  “satisfied”  responses among residents who had an opinion, were: instructors (94%), customer service (85%),  and  maintenance/cleanliness  (83%).  The  operational  aspects  of  the  recreation  center  that  respondents  indicated  were  the  most  important  to  the,  based  on  the  sum  of  their  top  two  choices, were: programs (68%), hours of operation (48%), and maintenance/cleanliness (31%).  Reasons Not Utilizing Center. The top reasons respondents indicated why they have not utilized  the Montpelier Recreation Center were: Center does not have recreation spaces and equipment  I/we desire (34%), Center does not offer programs and services I/we desire (33%), and I/we use  other facilities (29%).  Potential Funding for Renovations. Forty‐one percent (41%) of respondent households indicated  they would be willing to increase their property taxes to renovate the current recreation center,  27% would not be willing to increase their property taxes, 17% indicated maybe they would be  willing to increase their property taxes, and 15% indicated they were not sure.   Potential New Recreation Center  Amenities/Features.  Respondents  were  asked  to  indicate  whether  various  amenities  were  needed  in  a  potential  new  recreation  center  and  the  highest  rated  amenities/features  were:  gymnasium  for  basketball,  pickleball,  etc.  (84%),  multipurpose  rooms  (82%),  group  exercise/dance room (82%), and an indoor pool (77%). The amenities/features that respondents  feel are most needed in a new recreation center, based on the sum of the respondents’ top three  Page ii 2018 Montpelier Community Survey choices,  were:  an  indoor  pool  (48%),  gymnasium  for  basketball,  pickleball,  etc.  (38%),  weight/cardio equipment area (31%), and group exercise/dance room (23%).   Programs. The highest rated recreation program areas that could have increased emphasis at a  new Montpelier Recreation Center, based upon the combined “strongly needed” and “somewhat  needed” responses among residents who had an opinion, were: fitness (87%), after school (82%),  health  and  wellness  (81%),  sports  80%),  and  aquatics  (79%).  The  recreation  programs  that  respondent households indicated that they feel are the most needed at a new creation center,  based on the sum of respondents’ top three choices, were: fitness (42%), health and wellness  (37%), aquatics (37%), after school (26%), and sports (23%).  Age  Groups.  The  highest  level  of  importance  for  increased  emphasis  that  a  new  Montpelier  Recreation Center could have on different age groups, based on the sum of “very important” and  “somewhat important” responses among residents who had an opinion, were: teens that are 13‐ 17 years old (91%), families (91%), youth that are 6‐12 years old (90%), and older adults that are  50‐62 years old (88%).   Transportation. The highest level of importance for respondent households to be able to get to  a  new  recreation  center,  based  on  the  sum  of  “absolutely  essential”  and  “very  important”  responses among residents who had an opinion, were: by car (63%), by walking (61%), and by  bike, scooter, etc. (51%).   Frequency of Use. Forty‐five percent (45%) of respondents indicated that, if a new recreation  center  was  built  with  features  that  they  most  preferred,  they  would  use  the  new  recreation  center  several  times  per  week.  Seventeen  percent  (17%)  of  respondent  households  indicated  that, if a new recreation center was built with features that they most preferred, they would use  the new recreation center once per week, 14% would use it a few times a month, 3% would use  is monthly, 8% would use it less than once a month, and 13% would never use the new recreation  center.   Potential  Funding  for  New  Recreation  Center.  Twenty‐five  percent  (25%)  of  respondent  households indicated they would be willing to increase their property taxes per year to build,  operate, and maintain a new recreation center with the types of facility spaces and programs  that would be most important to households. Thirty‐four percent (34%) indicated they would not  be willing to increase their property taxes per year, 22% indicated maybe they would be willing  to increase their property taxes, and 19% indicated that they were not sure if they would be  willing to increase their property taxes. Of the respondent households that would not be willing  (34%) or are not sure if they would be willing to support an increase in property taxes per year  for funding a new recreation center (19%), the top reason is because they need more information  about the project (31%).   Membership. The most preferred options to pay for members were an annual membership (26%)  and a monthly membership (23%).   Compared  to  the  other  issues  in  Montpelier,  twenty‐eight  percent  (28%)  of  respondent  households  indicated  that  the  development  of  a  new  recreation  center  is  a  low  priority,  29%  indicated it is a medium priority, 23% indicated it is a high priority, and 13% indicated it is a very  high priority.   Page iii 2018 Montpelier Community Survey Potential New Aquatic Center  Amenities/Features.  Respondents  were  asked  to  indicate  whether  various  amenities  were  needed in a potential new aquatic center and the highest rated amenities were: lanes for lap  swimming (84%), area for swim lessons (83%), and warm water area for fitness/exercise (80%).  The amenities/features that respondents feel are most needed in a new aquatic center, based  on the sum of the respondents’ top three choices, were: lanes for lap swimming (50%), warm  water area for fitness/exercise (41%), and area for swim lessons (37%).    Potential  Reasons  to  Use  New  Aquatic  Center.  The  top  two  purposes  that  respondent  households indicated they would use a new aquatic center were: fitness and exercise (61%) and  recreational swimming (37%).  Page iv 2018
