undergraduates at Minnesota post-secondary institutions The financial resources included are grants, loans, and student earnings that help students pay tuition, fees, room and board, and other costs of attending post-secondary education This report presents information for Fiscal Year 1999, which corresponds to academic year 1998-99 Corresponding information for Fiscal Years 1987, 1989, 1991, 1993, 1995, and 1997 is available from the Higher Education Services Office Population The data in this report cover resources used by undergraduates attending the 122 Minnesota post-secondary institutions that were eligible to participate in the State Grant Program in Fiscal Year 1999 Data were collected on financial aid received by undergraduates who attended these institutions in Fiscal Year 1999 Fiscal Year 1999 was from July 1, 1998 through June 30, 1999 Sources of Data Data were obtained from two sources: • Higher Education Services Office records were used for the State Grant Program, the Postsecondary Child Care Grant Program, the Nursing Grant Program for Persons of Color, the Safety Officer Survivor Grant Program, the Student Educational Loan Fund (SELF), and the State Work-Study Program Financial Aid Awarded, Fiscal Year 1999 June 2000 Minnesota Higher Education Services Office Financial Aid Awarded, Fiscal Year 1999 • June 2000 Minnesota Higher Education Services Office Institution financial aid directors provided data on the amount of grants, loans, and earnings from work-study jobs and jobs at the institution by undergraduates who attended in Fiscal Year 1999 All but five of 122 institutions eligible to participate in the State Grant Program in Fiscal Year 1999 provided data Data Verification In April 2000 Higher Education Services Office staff sent financial aid directors a preliminary version of their reports for verification State Grant Program Data The amounts reported for the State Grant Program were computed in February 2000 for end-of-the-year reports as contained in the Higher Education Services Office’s Report to the Governor and the Legislature As institutions close out their State Grant accounts, there are often adjustments made that not appear in the Report to the Governor and the Legislature Definitions of Financial Aid Categories Definitions of the financial aid categories used in the report are included in Appendix I Financial Aid Awarded in Earlier Years Totals by program for Fiscal Years 1987, 1989, 1991, 1993, 1995 and 1997 are included in Appendix II at the end of the report Totals, Fiscal Year Aid Awarded, Fiscal Year 1999 # June 2000 Minnesota Higher Education Services Office 154 Tuition Discounts or Remissions Provided by Institutions These include reductions in the posted tuition and fee charges by institutions Examples are University of Minnesota Regents Scholarships, tuition reductions awarded to staff and their families as part of employee benefit packages, tuition reductions for other individuals such as members of a religious order, and free tuition provided to wards of the state Private Grants and Other Grants Various organizations fund the following grants # Private Grants This category includes grants, scholarships, fellowships, and gift aid provided by organizations not associated with the federal or state government or organizations not associated with the institution Examples are grants awarded by service clubs (such as Lions Clubs, PTAs, and churches), grants awarded by labor unions and fraternal organizations; and Blandin Foundation grants to students living in northeastern Minnesota # Other Grants Other grants are grants and scholarships that not fit into the categories identified above One example is a grant from a state government outside Minnesota for post-secondary education at a Minnesota institution Loan Programs Loans are defined as long term loans students (or their families) will repay after completion of their post-secondary programs Some loan programs, such as the Minnesota SELF and Federal Unsubsidized Stafford Loan programs described below, also require payments while students are enrolled in post-secondary education Long term loans not include emergency loans and loans that cover the time between when tuition payments are due and other aid is received State Loan Program The state of Minnesota has one loan program for post-secondary students, the SELF program # Minnesota Student Educational Loan Fund (SELF) Program The Minnesota Higher Education Services Office provides loan capital The borrower must make interest payments while enrolled in post-secondary education The borrower repays principal and interest after leaving school Borrowers must have a credit worthy cosigner Borrowers not have to show financial need to be eligible Federal Loan Programs The federal government funds or guarantees the following loan programs # Federal Stafford Loans Federal Stafford Loans include Federal Subsidized Stafford Loans and Federal Unsubsidized Stafford Loans Financial Aid Awarded, Fiscal Year 1999 June 2000 Minnesota Higher Education Services Office 155 Financial Aid Awarded, Fiscal Year 1999 June 2000 Minnesota Higher Education Services Office • # Federal Subsidized Stafford Loans are made by lenders approved by the federal government The federal government guarantees the loans, subsidizes the interest if market rates exceed the rate the student pays, and covers the interest while the student is attending Borrowers of Federal Subsidized Stafford Loans must demonstrate financial need • 156 Federal Unsubsidized Stafford Loans are available to borrowers without demonstrated financial need The loan limits and interest rate are similar to those for Federal Subsidized Stafford Loans Borrowers are charged interest while in school Federal Ford Direct Loans Federal Ford Direct Loans also include subsidized and unsubsidized loans • • # Federal Ford Direct Subsidized Loans are made by institutions with capital from the federal government The federal government guarantees the loans The borrower does not pay interest while attending Borrowers of Federal Ford Direct Subsidized Loans must demonstrate financial need Federal Ford Direct Unsubsidized Loans are available to borrowers without demonstrated financial need The loan limits and interest rate are similar to those for Federal Ford Direct Subsidized Loans Borrowers are charged interest while in school Federal Perkins Loans The federal government awards grants to institutions to create a loan fund The program requires that institutions match the federal contributions Institutions make the loans to students with financial need Students pay no interest while attending Upon leaving, they pay a relatively low rate, currently set at percent # Federal Parent Loans for Undergraduate Students (PLUS) Loans are made by lenders approved by the federal government to parents of dependent students The federal government insures the loans, sets the interest rate and subsidizes lenders if the rate paid by borrowers is less than market rates Borrowers not have to show financial need to be eligible # Federal Agency Loans Federal Agency Loans include loans, other than Federal Stafford Student Loans, Federal Ford Direct Loans, Federal Perkins Loans, and Federal Parent Loans for Undergraduate Students, made or guaranteed by an agency of the federal government Examples are Health Education Assistance Loans (HEAL), Health Professions Student Loans, Nursing Loans, and Veterans Administration Loans Institution Loans There is one category for loans made by post-secondary institutions # Institution Awarded Loans Institution Awarded Loans are loans, other than Federal Perkins loans, made by the institution to the student and his or her parents Institution awarded loans include loans that students and their parents are expected to repay after completion of their education Loans in this category are from institution controlled funds Loans Made by Private and Other Lenders There are two categories for loans made by private and other lenders # Loans Made by Private Lenders to Students and Their Parents Loans Made by Private Lenders to Students and Their Parents include loans made by private lenders to students and their parents These loans have no guarantee provided by a state or federal agency They are limited to those loans explicitly made to cover part or all of the cost of attendance These not include second mortgages or loans independently Minnesota Higher Education Services Office 158 loans are GATE Loans, GOAL loans, Signature Loans (SallieMae, TCF), T.H.E loans, Collegiate Loans, U.S Bank Education Loans, and Well Fargo Collegiate Loans (Norwest) # Other Loans Other Loans include loans that not fit into one of the categories identified above Work Study Programs and Jobs at Institutions Student earnings from jobs at the institution and work study jobs provide money for the cost of attendance Since many institutions not have records of student earnings at off-campus jobs and jobs where the employer contracts for service to the institution, the information collected is only for jobs where the institution is the employer # State Work Study Program The state funds a work study program The Higher Education Services Office allocates the money to institutions Institutional financial aid directors make the awards Employers must provide at least 25 percent of the wages paid to students awarded a State Work Study job # Federal Work Study Program The federal government funds the Federal Work Study Program The federal government makes an annual allocation to institutions Institutional financial aid directors make the awards Employers must provide at least 25 percent of the wages paid to students awarded a Federal Work Study job # Jobs at Institutions Institutions employ students without subsidies from governments This category includes only those wages paid to students appearing on the institution's payroll records Not all on-campus jobs are included The largest class of on-campus
