372 A Phillips and A Bellotti obtaining animals from large-scale auctions (which is not permitted under the Animal Welfare Act) and caught with stolen pets in their possession In recent years, there have been a few criminal prosecutions and convictions of Class B dealers For example, large-scale dealer C.C Baird from Arkansas (who was detailed in the HBO (2006) documentary Dealing Dogs) pled guilty to federal money laundering charges in 2005 and forfeited 700 acres of property, paid $200,000 in criminal forfeiture, and was sentenced to three years of federal probation He was also sanctioned in a civil lawsuit under the Animal Welfare Act where all of his Class A and B licenses were revoked and he paid over $262,000 US in a civil penalty (see, Last Chance for Animals) Floyd and Susan Martin from Pennsylvania were criminally charged, pled guilty to mail fraud involving the fraudulent sale of animals into research and had their businesses shut down for illegally acquiring animals from bunchers, along with a host of other crimes Floyd Martin was sentenced to six months in prison, while Susan Floyd received three year’s probation (Worden 2013) Allie Phillips, co-author of this chapter, volunteered in a pound seizure shelter in Michigan and successfully advocated to remove the Class B dealer after years of push-back from county leaders and the shelter director She has had interactions with Class B Dealers in attempts to save shelter pets from experimentation and has listened to why they believe that former family cats and dogs are perfect research specimens In a speech before the Montcalm County (Michigan) County Commissioners on January 26, 2009, a Class B dealer provided the following written statement in defense of why he should maintain his pound seizure contract with the county shelter Why release animals for research?
