Committee Chair David Talley welcomed attendees and called the meeting to order II AGENDA APPROVAL a Proposed Amendments: David Talley asked if there were any changes to the agenda Steve Craig requested the following amendment to agenda item “V Informational” under item “f.” add “CareerSource Florida Quick Response Training Grant” b Approval of Agenda: A motion was made by Kenneth Kirby to approve the agenda as amended and seconded by Jay Boggess The motion carried and the agenda as amended was unanimously approved by the committee III PUBLIC COMMENTS David Talley noted members from the public were present at the meeting, no public comments cards had been submitted and there were no public comments IV REVIEW / APPROVAL OF MINUTES a Minutes from April 12, 2019: A motion was made by Kenneth Kirby and seconded by Jay Boggess to approve the April 12, 2019 One-Stop Delivery System committee meeting minutes as written The motion carried and the minutes as written were unanimously approved by the committee V INFORMATIONAL a Performance Metrics for Program Year 2018-2019: Paul Hederman reported our ultimate goal is placements, and with that being said total placements for PY2018/2019 came in at 10,230 We rank rd in the state for placements He added with unemployment hovering at 3%, it has caused there to be more job openings than candidates It has been a challenging year However, the CareerSource Palm Beach County leadership has taken an aggressive approach to increase the placement numbers which you will see the outcome of those actions later this year Specific data was provided in the committee meeting agenda package explaining direct placements, training related placements, the median wage rate for all programs and Welfare Transition Program results Paul noted the Welfare Transition Program did a great job this year achieving a 41% entered employment rate which is well above the state average of 34.4% Additionally, the program’s Entered Employment Wage Rate is at $12.66 per hour Each Region has their own Entered Employment Wage Rate goal We have the highest wage rate goal of $15.26 in the state Paul ended his report by saying the customer satisfaction surveys distributed to our business clients set a goal of 85% or greater satisfaction with our services To date, we have achieved a 97.9% satisfaction rate b CareerSource Florida Quick Response Training Grant And Pre-Apprenticeship Program Updates: Michael Corbit reported he is working with a large employer to bring 12,000 jobs to the state of Florida with 900 of those jobs located within Palm Beach County at an average salary of $82,000 The employer wants to grow its business in the state of Florida A 12 million grant awarded for the national project to be spent over five years is the first of its kind to be done in the state of Florida A meeting was held in Orlando with the other workforce boards to discuss their participation in this project Michael then went on to discuss the Aviation Pre-Apprenticeship program’s three track training model and framework The Embry-Riddle Aviation program, which is offered in partnership with CareerSource Brevard, is held at Boynton Beach Community High School and is funded through a $300,000 state grant A $160,000 grant was obtained from the state of California’s South Bay Workforce Board which also helps run the program in Florida Michael added Gulfstream Aviation has said they would also like for us to offer a pilot project with them too The Marine Industry Pre-Apprenticeship program follows the same three track training format and is offered in partnership with CareerSource Research Coast Michael mentioned both programs are good because they are flexible for what the employer needs c REACH 2020: Elsa DeGoias reported the conference will be held on April 29, 2020 at the Palm Beach Airport Holiday Inn located at 1301 Belvedere Road, West Palm Beach and includes a strong agenda with a full day of knowledge about disabilities and a practical guide on best practices for hiring, training and retaining individuals with disabilities Dr Kirk Adams, President and CEO of the American Federation for the Blind will be the keynote speaker at the event Elsa thanked committee members for their support of the event and welcomed them to attend d Division of Blind Services: Christina Panczak-Smith provided an overview of the services and programs they offer She discussed the organization’s mission, vision, strategy and eligibility requirements She explained how they administer one of the largest vending and food service programs operated by people who are legally blind in the United States The Bureau of Business Enterprise program provides entrepreneurial job opportunities in the food service sector e Education Initiatives: Carrie Pasquale reported Career Recruiters are placed on the campuses of Palm Beach State College, Palm Beach Atlantic University and SouthTech Academy CareerSource staff also participate at SouthTech Academy on their Students First Task Force and at Keiser University on their Advisory Council providing job readiness skills and assistance with finding employment Carrie thanked all of the partners for their joint efforts and believing in the educational opportunities we have f Florida Council on the Social Status of Black Men and Boys: Charles Duval reported last month the Council visited our community to research the conditions that negatively affecting black males in our state and to propose measures that will improve the conditions affecting them Several forums were held during the month of July in the Glades where the Council gathered information from the citizens first hand Recognized at the state level as a leader in the community to speak on employment issues, CareerSource Palm Beach County hosted one of the forums at our West Career Center to assist with facilitating discussion on how we can come together to face challenges and to give a brief presentation of our services g 5th Annual WIOA Expo Overview: Norman Cushon reported this is one of our signature events that we could not have done alone without the collaboration of our many partners and state leaders Among some of the notable speakers were Robert Doyle, III, Director at Florida Division of Blind Services; Fitzgerald Washington, Secretary at Alabama Department of Labor; Andrew Collins, Chief Operating and Financial Officer at CareerSource Florida and Fred Barch, Director of Adult and Community Education at the School District of Palm Beach County Representatives from the Western communities included Caroline Villanueva, South Florida External Affairs Manager at Florida Crystals; Shereena Coleman, Vice President of Business Facilitation & The Glades Region the Business Development Board; Matthew Hoffman, President at Tellus and Charlene Ford, Principal at West Technical Education Center Norman then read a letter received from CareerSource Florida, Andrew Collins thanking CareerSource Palm Beach County for providing this opportunity to staff and the speakers to share their knowledge VI ADJOURNMENT: A motion was made by Kenneth Kirby to adjourn the
