of this handbook is to provide Concert Safety Corps representatives with a manual outlining rules, regulations, and procedures in a tangible, hands-on format This manual is by no means meant to provide an answer for every situation Situations and procedures are frequently changed during the night of a show, and the Concert Safety Corps representatives must be able to adjust and deal with varied situations as they arise Flexibility is an important attribute of Western Illinois University Concert Safety Corps representatives Section 2: Purpose of Concert Safety Corps The Western Illinois University (WIU) Law Enforcement and Justice Administration (LEJA) Concert Safety Corps (CSC) was initially formed in 1977 by Lambda Alpha Epsilon (LAE) to provide a source of income for their organization CSC was created to be used as an alternative to uniformed police officers in enforcing rules and regulations during concerts at Western Hall A trained student group would be utilized to act as a buffer between the audience, the University, University Union Board (UUB), University Bureau of Cultural Affairs (BCA), and the Office of Public Safety (OPS) The idea was that the use of LEJA students to enforce the rules during an event would provide an environment more enjoyable and less threatening for student patrons Through the years Concert Safety Corps became an integral part of the concert performance and dance system at Western Illinois University The services of CSC were utilized to make each performance safer and more enjoyable for both the audience and performers For more than 30 years, Concert Safety Corps members have achieved valuable experience in reacting to numerous situations and events The experience obtained through CSC activities helps prepare LEJA majors for the realities and responsibilities of the criminal justice field Additionally, the existence of the Concert Safety Corps enables the LEJA Department to offer its students/majors another opportunity for a complete and well-rounded educational experience Section 3: The Role of Concert Safety Corps The roles that Concert Safety Corps plays at any event are wide and varied However, CSC has regularly provided the following eight duties Those duties include but are not limited to the following: Securing entrances and exits, Monitoring entry points and prohibiting entry of alcohol, all bottles and cans, and any other prohibited items (such as cameras, cell phone cameras, lasers, or recording devices) at Page 4 the door, Maintaining clear aisles during performances, Controlling or limiting access to areas under control of the Performing Arts Coordinator, BCA, or UUB that are not open to the general public, including backstage areas and areas covered under the provisions of the event contract as agreed upon by the Scheduling Committee, Identifying violations of “No Smoking” restrictions in all areas, Dealing with first aid situations (in conjunction with EMS/MDH, when they are present), provide crowd control, Dealing with behavior problems or disruptive conduct, and Other related duties as identified by the Performing Arts Coordinator, his or her representative, BCA, BSA, or UUB, and the CSC Advisor(s) During the course of performing the above stated duties, it is of utmost importance that each CSC representative keeps in mind that she or he has no police authority to detain or arrest any individual Each CSC representative’s arrest power is no greater than that of an ordinary citizen If an arrest situation should ever arise, the CSC representative is advised to immediately contact an OPS Officer to deal with the situation While executing the above responsibilities, it is important that the CSC representative treat the audience with the greatest respect This will assist in the successful handling of any situation and the overall image of CSC Section 4: Internal Rules and Procedures Criteria for Concert Safety Corps Representatives • The Concert Safety Corps representative must be a pre-LEJA major or declared LEJA major, maintaining at least a minimum overall GPA of 2.25 LEJA graduate students are eligible to participate in CSC activities • The CSC representative must attend all training sessions (legitimate excuses will be accepted and should be directed to the Training Officer in a timely manner) • The assigned CSC representative must report as scheduled to CSC events, unless prior arrangements have been made If the CSC representative is unable to report for his/her shift, s/he is responsible for notifying the Vice President of Administration, the OIC of the event, and s/he should assist in finding another CSC representative to cover the assignment • The CSC representative is expected to arrive to scheduled events prepared to carry out his/her assigned duties The representative should have a pen, paper, watch, and flashlight (as needed) Representatives are encouraged to have a cell phone, but it should be set to vibrate and should only be used for emergency situations (other usage during event times could result in disciplinary action) • The CSC representative must perform all assigned duties, as explained by contract or appropriate supervisor • The CSC representative is expected to present themselves as a professional in Page his/her speech, actions, and attire The uniform is blue jeans or khaki pants unless otherwise specified for events These pants will have no holes, rips, tears, etc If it is specified that shorts are allowed, the pants legs must be at least knee length All shirts are to be tucked in at the waist Belts are recommended and belt buckles must be plain in design Hats are only allowed for outdoor events Acceptable headwear includes the CSC ball cap or beanie, or other official WIU headwear Earrings will not be allowed for males For safety reasons females are not to wear hoop earrings or other large earrings All other visible piercings must be removed while working a CSC event For safety reasons necklaces should not be worn CSC representatives are PROHIBITED from carrying any weapons, including knives, mace, or other lethal items The CSC representative is required to read and be responsible for information presented in this handbook The CSC representative must sign the member agreement form Disciplinary Procedures Any flagrant violation of procedures or responsibilities during an event on the part of a CSC representative will be grounds for immediate expulsion from the venue and the organization by the CSC president, vice president, or advisor Write-Up Policy A CSC representative may receive a write up for any of the following situations: • • • • • • • Failure to carry out assigned duty (i.e., Not show up for an event); Unexcused absence unless otherwise approved by E-Board (Manual protocol); Failure to attend mandatory training; Failure to follow instructions of the Officer in Charge, unless otherwise noted by Manual protocol and the actions were justified in order to aid the safety of an event or person(s), Any form of disorderly conduct during an event; Improperly representing CSC at an unsanctioned event, including verbal communication/representation and/or the wearing of CSC apparel (i.e., hat, shirt, logo); Failure to follow CSC Manual protocol and/or specified event instructions provided either via e-mail to the CSC representative’s official WIU e-mail address or verbally at the event location; Write-ups will be executed by the Executive Board, after a meeting has been conducted, in order to address the situation at hand The CSC representative receiving the write-up will be notified and the issue(s) will be explained and discussed Repeated write-ups (violations) will result in the CSC representative being placed on a probationary status The duration and extent of the probationary status will be determined by the Executive Board through consultation with the advisor The CSC representative will receive remedial assistance and failure to comply will result in termination from CSC Page Any representative sanctioned under the above provisions will have the right to appeal to a committee consisting of the Concert Safety Corps President, Vice President, Advisor(s), Supervisor, and a CSC Associate The CSC Associate may be selected by the CSC representative being sanctioned Certification Requirement There are certain training requirements that must be met in order to become and remain a Concert Safety Corps representative Those requirements include: • • CSC representatives are required to attend and successfully complete a minimum of one basic training session At least one training session will be held at the beginning of each semester CSC representatives are encouraged, but not mandated, to attend additional training sessions including, but not limited to, CPR training, fire safety, and emergency evacuation training Attendance records will be provided to the president for appropriate verification Outside Activities Occasionally, the representatives of CSC are called upon as a group to perform some activity other than that stated within its contract (e.g., County Holiday, Macomb Balloon Rally) The Advisors, President, and Vice President of CSC will jointly decide if CSC will participate in the activity If the activity meets their approval, individual representatives must then decide whether or not they wish to participate in the activity All non-contract activities will be handled on a volunteer basis Section 5: Description of other Involved Organizations This portion of the handbook will familiarize CSC representatives with the different organizations they may be in contact with during an event (event sponsors could include the Bureau of Cultural Affairs - BCA, University Union Board - UUB, or the College of Fine Arts - School of Music) Office of Public Safety (OPS) • • • • • • • Assure compliance with alcohol, contraband, fire safety, and smoking regulations; Provide money escorts; Maintain dressing room, stage, and performers’ security; Arrest or remove patrons from the hall, when necessary; Observe CSC behavior and assist when necessary; Act in emergency situations; and Provide first aid care when necessary Emergency Medical Technicians (EMTs) • Provide first aid in medical emergencies during events Macomb Fire Marshall Page • • • The Fire Marshall enforces the fire regulations of the state and city The Fire Marshall declares if an event needs to be closed due to safety issues If the Fire Marshall declares the event closed, then everyone must exit the venue The Fire Marshall and the Director of Public Safety meet often to discuss event procedures and potential hazards Section 6: Table of Organization of Concert Safety Corps The structure of Concert Safety Corps consists of five components The following is an explanation of each position and its responsibilities President of Concert Safety Corps This is a paid position, open to any CSC representative with leadership ability and administrative aptitude Selection of the President takes place during the fall semester The responsibilities of the President include the following: • • • • • • • • • Work with the University Union Office of Conference and Event Services (OCES) and the Office of Student Activities (OSA), BCA, UUB, and OPS personnel in determining the number of CSC representatives needed and any logistical requirements needed for the performance; Check the venue before each event for violations of fire/safety regulations; Hear complaints against any CSC representative; Establish a re-entry system; Conduct pre- and post-concert briefing sessions; Assist the CSC Vice President with staffing questions as needed; Assign CSC representatives to areas and responsibilities at the venue If the President is not in attendance the Officer in Charge for the event will make these decisions; Act as a “troubleshooter” during events, giving instructions, making decisions, and formulating solutions to any problem that may arise during an event; and Evaluate the Vice Presidents, Training Officers, and Lead Supervisors Under the President’s authority are: Vice President of Concert Safety Corps This is a paid position open to any CSC representative with leadership ability and administrative aptitude Selection of a Vice President takes place during the fall semester The duties of the Vice President include the following: • • • Maintain a current list of all certified CSC representatives available to work; Schedule and contact the required number of CSC representatives needed to work an event; Assist and advise the President on potential or real problems; Page • • • Maintain current records on each CSC representative (i.e., events worked, hours worked by supervisors) Assist the Training Officer in planning and implementing training sessions; and Assist the President in any other way necessary with Concert Safety Corps matters, including evaluations of supervisors Training Officer of Concert Safety Corps This is a paid position, open to any CSC representative with leadership ability and administrative aptitude Selection of the Training Officer takes place during the fall semester The responsibilities of the Training Officer include the following: • • • • Assist the Vice President in properly billing the appropriate University organization for Concert Safety Corps services; Maintain current records on each CSC representative (i.e., events worked, hours worked by supervisors); Provide the President and Advisor with appropriate records; and Recommend and schedule appropriate training activities for members Lead Supervisor This is a paid position that is open to any CSC representative who demonstrates common sense, reliability, and courtesy for both co-workers and patrons Selection of supervisors is made through oral interviews with the Advisor(s), the President, the Vice Presidents, and Training Officers The duties of the Lead Supervisor include the following: • • • • Act as Senior Supervisor at all events; Evaluate all supervisors at the end of each event; Dispense and be responsible for all equipment used by CSC; Within to days after an event submit evaluations to the President of CSC representatives that worked the event; and • Regularly discuss with the President any relevant event concerns and/or recommendations *CSC E-Board is made up of the President, Vice-President, Training Officer, and Lead Supervisor The duties of the supervisors include the following: • • • • • • • • Conduct pre-concert searches at the door for cans, bottles, or any item that is prohibited within the venue; Attend all requested performances unless a valid excuse is given to either the President or Vice President of CSC; Have control over a specific area of the venue, as assigned by the Vice President of CSC; Watch over the audience and CSC personnel in the assigned area, and investigate unusual circumstances or problems’ subordinates may have; Assist and instruct associates whenever necessary; Attend all training sessions unless a valid excuse is given to the CSC Training Officer ; Carry out all instructions of the President and Vice President of CSC; and Submit a report after every event, including evaluations of CSC associates Page Concert Safety Corps Associates (Volunteers) This position is open to anyone who meets the previously stated qualifications and training standards This is a volunteer position in that the individual receives no monetary compensation for his or her services The CSC associate gains valuable experience in event security and dealing with people This position is the backbone of the organization The duties of the Concert Safety Corps Associate will vary according to the type and location of the event Associates will be responsible for maintaining their post and carrying out all assigned duties The following information is provided as an example of common duties within the Western Hall venue The duties of the associate will be described in terms of the specific jobs they must perform in each of the assigned positions within Western Hall (throughout this document Western Hall is often referred to as the Hall) The duties and responsibilities of Concert Safety Corps representatives include: Door Assignments Southwest Door: The CSC representative monitoring this position will often begin the assignment as early as 6:00 p.m The responsibilities of the southwest door include the admittance of all authorized personnel to the Hall This may include CSC representatives themselves, representatives of the technical crews, janitorial workers and their assistants, as well as the take-down crew at the end of each show Because the southwest door is at the rear of Western Hall and somewhat secluded, it has become a favorite entrance for gate crashers The CSC representative at this door should always be alert to possible crashers either sneaking in with those authorized or on false credentials East Arena Door: The CSC representative monitoring this door has responsibilities similar to his counterpart at the southwest door, admitting to the Hall only those authorized to be there, for example, technical crews, bands and/or concert performers as well as food services personnel It should be remembered that because of the large amount of traffic traveling in and out at this end of the Hall, it may be necessary to leave the door itself unlocked for the entire event This makes the East Arena another convenient target for gate crashers The CSC representative at this position should be exceptionally diligent at checking event credentials Northwest Door and West Fire Doors: These two sets of doors located nearest the athletic offices on the first floor are positions manned almost solely during concerts to discourage gate crashers No one with any legitimate business in the Hall should be using these doors for access Individuals should be referred to the correct door or if convenient, a CSC supervisor Ticket Doors: The ticket doors, east and west, are one of the most important assignments for CSC as a whole This is mainly because they represent the initial contact between each patron and our representatives Because of this, CSC representatives should conduct themselves in a cordial and courteous manner at all times CSC representatives stationed at ticket doors should remember that a smile is a very effective tool in crowd control Be alert to curious or evasive actions by patrons who may attempt to conceal and carry any contraband (i.e., alcohol) into the Hall Page 10 Items a CSC representative would be most concerned with at the ticket doors would include: • • • • Verifying the ticket being presented is for the current performance; Being sure that ticket stubs or whole tickets are disposed of properly; All beverages of any kind are properly disposed of before entering the Hall; and Camera and tape recorder policies are enforced NOTE: CSC associates should remember that during events, especially rock concerts, a brief or limited visual search will more than likely be performed on a number of patrons, specifically for contraband The time that each search may take is ultimately controlled by the ticket taker It is good policy that once a customer enters the turnstile he or she is politely asked to open up his or her coat or jacket Be firm, but courteous, remembering that the emphasis here is on keeping the ticket line moving smoothly, especially during inclement weather Be mindful that searches are the sole duty of supervisors, usually numbering two or three to a ticket door Inside Western Hall CSC representatives stationed in front of the stage, usually during rock concerts, perform a pair of significant safety duties First, they act as a buffer between the patrons and the performer, an obvious attempt to protect visiting artists Second, they monitor the levels of traffic in the front aisles and congested areas in front of the stage This is to prevent injuries due to crowding, standing on chairs, etc Also included in the duties of this position, and all others within the Hall, is the enforcement of all rules of the University and Western Hall (i.e., No Smoking, No Cameras, No Open Beverages, etc.) Back Stage and Back Stage Corridor: These two positions place the greatest demands on individual CSC representatives to perform effectively in securing the safety and privacy of visiting performers Only persons authorized by either employment (i.e., janitors) or by passes or by the performers themselves (i.e., guests or roadies) are allowed in this area Floor and Balcony: CSC representatives stationed on the Hall floor or in the balconies are primarily responsible for the enforcement of all University and Western Hall policies (i.e., No Smoking) These positions are clearly the most demanding on your personal talents for crowd control, from maintaining clear aisles to being alert to potential trouble areas (i.e., seating disputes), to materials out of place (i.e., uncovered wires or mats that may cause injury) Under all situations be courteous, alert, and knowledgeable of house rules, these will always be effective tools for productive crowd control Sound Stage: The CSC representative assigned to the sound stage is primarily concerned with the security of all equipment from tampering to theft Traffic in this area should be kept moving with spectators discouraged The CSC representatives should be alert that all wires and cables are tucked safely under chairs or rubber mats to prevent injury It is important to remember that the responsibility of a smooth technical production rests with the sound stage operator and ultimately with the representative positioned to assist him *See Organizational Chart on page 18 of this manual* Page 11 Section 7: Operational Procedures This section of the handbook will describe the outline of operations during a typical event These are not inflexible rules to be carried out during every event; they may change from time to time The procedures for a typical event would include: Contact of Representatives Approximately five to seven days before an event the Vice President will individually contact the specified number of associates and inform them of the time they are to report for the event (reporting time is usually one hour prior to event start time) Pre-Event Briefing This is a meeting that is held before the event to inform CSC representatives of all policies for that particular event The meeting will be conducted by the President If the President is not in attendance at the event the OIC will be in charge of this responsibility It is during the pre-event briefing that each CSC representative will sign-in and be informed of what position she or he will be working The CSC representative may be issued a radio and if necessary a flashlight, earplugs, and identification tag, which is solely that representative’s responsibility Any CSC representative who loses or damages (carelessly) any equipment must replace it at his/her own expense At the conclusion of the pre-event briefing, each CSC representative must go to his or her assigned location and perform a pre-event safety check Pre-Event Safety Check This is a very important responsibility for each CSC representative It is at this time that problems can be easily found and corrected before they present any danger to a patron A pre-event safety check includes the following: • • • • • • • Locate and check the nearest fire extinguisher to be sure it is fully charged If there is any problem with this, contact a supervisor immediately Discuss the procedure for that venue if a fire evacuation were to occur Check that exit lights are on and the exit is clear and unobstructed This is best checked by opening the door completely to be sure there is nothing preventing the door from being opened Check that all chairs and bleachers are secure All rows of chairs should be fastened together so that they cannot be separated Each row of bleacher seats should be checked to be sure that they are in the “locked” position The nearest stretcher should be located and checked to be sure it is in its locker All mats and wires in walkways should be secured so it is impossible for a person to get his or her foot caught under the item and trip or fall (this could possibly cost lives during an evacuation) Locate and become familiar with the area supervisor Page 12 • • Check each aisle to be sure there are no obstructions or hazards Pick up and dispose of any garbage lying around the venue Before CSC representatives go to their positions, they will need to check the above items and report any issues that are encountered to the OIC These few steps of prevention are among the most important duties of any CSC representative Procedures during the Event During the event it is each CSC representative’s responsibility to perform the duties of his or her position as outlined above The rules and regulations of the venue should be enforced by all CSC representatives If a violation is identified, the CSC representative should attempt to remedy the situation If the situation involves a patron that refuses to comply, a supervisor should be notified of the problem and she or he will again confront the patron If the patron still refuses to comply, the President, Vice President, or Officer in Charge should be notified of the problem and they will again attempt to deal with it Once all these measures have been exhausted, the President, Vice President, or OIC will notify a Public Safety Officer who will decide whether the patron will be removed from the venue Post-Event Procedures After a performance has ended, all CSC representatives are to assist the audience in leaving the venue Every representative is to stay in his or her assigned area until they are notified by the supervisor that the OIC has instructed them to go back to the designated meeting area At the designated meeting area the President, Vice President, or OIC will hold a short meeting to discuss any problems, suggestions, and commendations Associates, representatives, and supervisors are also encouraged to make suggestions and notify the President and Vice President of any problems they experienced or witnessed during the event After the post-event meeting is concluded, all CSC representatives must turn in their CSC equipment A separate meeting will usually be held with the supervisors to discuss any problems and/or suggestions Section 8: Western Hall Policies No Smoking Policy No one is allowed to smoke in Western Hall or other campus venue Smoking of anything in the hall is prohibited (this includes electric cigarettes) This is not a drug policy, but is one to prohibit open flames and because Western Illinois University buildings are smoke free Procedure: • First Contact: Inform patron to put out cigarette, cigar, electronic cigarette, etc., and that the venue is a smoke free environment Page 13 • • Second Contact: Inform the patron that if s/he is observed violating the no smoking policy again they will be asked to leave the venue Notify your supervisor of the person you have warned twice Third Contact: Notify your supervisor who in consultation with the president and OPS will determine the appropriate course of actions (i.e., expulsion from the venue) Rationale: • • • Buildings and designated locations on the Western Illinois University campus are smoke free; therefore it is against the law to smoke in those areas Floors in the venues are expensive and lit cigarettes thrown on them will cause damage Cigarettes, cigars, pipes, etc can start fires, especially under the bleachers where garbage is often discarded Bottle/Alcohol Policy Any type of bottle, container, or can is prohibited from Western Hall, Grand Ballroom, Heritage Room, and other venues, as is the consumption of alcoholic beverages, unless otherwise stated Procedure: • Persons observed with a bottle, container, or can, will be asked to dispose of the item immediately The CSC representative may offer to take the container and dispose of it for the person All confiscated items must be properly disposed of, no exceptions (If the bottle is of an Alcoholic beverage, you must be 21 years of age to hold the container (Hold the container upside down This will prevent and ensure any bad images of you, CSC, and WIU.) Otherwise, ask the person(s) to dispose of the bottles Escort them to the proper disposal area Make sure they not drink the beverage (Unless at a tailgating event) It is highly recommended that you simply ask the person(s) to dispose of the beverages themselves Rationale: • • • Persons may be injured by broken bottles The possibility that a can or bottle can become a dangerous projectile is too great Extensive injuries have been caused by individuals throwing containers Unless properly notified the consumption of alcoholic beverages in Western Hall during concert/show events is strictly prohibited Re-entry Policy If a patron presents a good reason for leaving the venue temporarily (i.e., “I left my car lights on,” or to take a camera or tape recorder out of the building, upon our request), that person should be directed to a predetermined location where a designated CSC representative will provide access to reenter the venue Rationale: • In the past, it has been relatively easy for persons to sneak others into the venue while leaving temporarily They leave with a pocket full of ticket stubs and return with a whole group of friends Thus, no one is to leave the venue once Page 14 their ticket is torn (unless they have a re-entry pass or not desire to return to the venue) Aisle Policy In accordance with fire regulations, there must be an eight-foot space maintained between sections of seats For the first 30 minutes of each act, press photographers (who are allowed to have cameras) have the privilege to take pictures of the performers If there are problems in the enforcement of this rule, summon the CSC OIC Procedures: • At the “encore” portion of each act, this aisle regulation is very difficult to enforce, because of the sheer number of people “rushing the stage.” CSC will try alternative methods of dealing with this encore problem in the future At any time other than the end of an act; however, make every effort to enforce this aisle policy • When enforcing this policy, not create a focus on your actions by acting unreasonably If, while instructing a person to return to his or her seat, there is especially uncooperative resistance (at an encore) move on to another person and gain his or her compliance However, in terms of any other time, if you receive uncooperative resistance, inform the individual that if she or he fails to return to his or her assigned seat, she or he will have to leave the venue When persons are standing in an aisle, ask for their ticket stubs, and tell them where they are supposed to be This “act of submission” (the ticket stub inspection) is the first step in gaining compliance You will be seen as a figure of authority and will have greater success in having them obey your instructions • Rationale: • The reason for the fire regulation requiring eight-foot spaces in the aisles is that, should it become necessary to evacuate the venue, there would be adequate room for people to exit • Also, a person standing in the aisle blocks the view of other patrons who may become irate and hostile Stage Area Policy At least two CSC representatives will be stationed close to the stage throughout the entire show These persons are to protect the equipment and performers from any physical abuse CSC representatives assigned to backstage areas are to allow only those who have either a backstage pass or identification card into that area (road crew members usually wear ID cards) At the pre-event briefing, backstage workers will be shown the pass to be used for that particular event People without such identification are not allowed backstage This is a very important duty! Rationale: • Since the performers not have dressing rooms that can be locked, the UUB and BCA inform the performers that the backstage area will be secured during their visit This way, there will be no potential harassment of the performers • There is a significant amount of equipment backstage, much Page 15 of it very expensive We have an obligation to protect it Closed Bleacher Policy Audience members are not to sit on top of the sections of bleachers that have been closed Rationale: • We have a responsibility to protect the patrons and if they sit in this area, which was not designed for such use, it is possible that someone could fall and be injured and/or injure another person Physical Abuse Against CSC Representatives or Other Individuals Policy If anyone strikes, kicks, throws something at, or makes any type of insulting or provoking physical contact with a patron, CSC representative, or any other individual during CSC’s contractual venue obligation, the perpetrator(s) will be expelled from the venue by Public Safety This rule does not apply to verbal abuse UUB and BCA are not responsible for CSC representatives who become involved in physical confrontations CSC representatives who engage in physical confrontations, other than self-defense, will be asked to leave the venue The CSC representative will be asked to document his/her actions and the incident will be investigated to determine if the representative was acting in self defense Depending on these findings the CSC representative could face expulsion from the organization and criminal charges Rationale: • The services of CSC are utilized to help ensure a safe environment, this includes the safety of the patrons and performers Confrontations between Audience Members Policy If any CSC representative sees a physical confrontation occurring between audience members, she or he is to notify a Public Safety Officer and her/his supervisor immediately Rationale: • Public Safety Officers are better trained to deal with these kinds of situations than CSC Public Safety Officers will have a greater impact on the individuals involved than CSC and this will help keep CSC representatives safe from physical contact Fire Extinguishers For any fire not be afraid to use one of the many extinguishers located in all parts of the venue Representatives will be familiar with their use after having attended a training session There are four fire extinguishers located in the immediate stage area; Page 16 two are for electrical fires, and the other two are for any other type of fire Expulsion from the Venue Policy Whenever a person violates the policies as presented in this handbook, she or he is subject to expulsion from the venue Procedure: • So that a focus is not created in the crowd when we must make someone leave, the individual to be expelled must be told to go to a different area (i.e., lobby or east arena) This way we can talk to the individual more easily and the situation should be easier on everyone concerned Rationale: • It would not much good for us to try and enforce these rules if there were no sanctions for violating them Section 9: Evacuation of Western Hall Of all the areas covered within this handbook, this is the most important It is of utmost importance that each CSC representative becomes familiar with the procedures for evacuation of the Hall Calm, but well-prepared people are of utmost importance for a successful and safe evacuation Procedure: • Public Safety and/or the Fire Official on duty, have the authority to decide if the venue is to be evacuated One of the above mentioned parties will speak over the venue’s PA system to give instructions to the audience • In the instructions, the audience will be told to go to specific areas, such as the west fire doors They will be told to go out exits that have the easiest access and that are in their plain view We want the crowd to have a “straight shot” out of the venue * CSC representatives need to remain calm and assist in the orderly evacuation of patrons Do not put yourself in a dangerous situation * The designated evacuation routes are (Western Hall): • People in the lower balcony and main floor section will be asked to exit through the West fire doors • The North upper balcony will be split in half and the East half will be directed to go down the Northeast stairwell and exit out the East ticket doors The West half of the upper balcony will be asked to go down the Northwest stairs and exit out the Northwest door immediately at the bottom of those stairs • If the stage setup is in the long direction, the South upper balcony will be evacuated in the same fashion as the North balcony The balcony will be split in half and the West half will be instructed to go down the Southwest stairs and exit out the Southwest doors immediately at the bottom of those stairs The East half will be instructed to go down the Page 17 Southeast stairs and exit through the Southeast door down the hall from the bottom of the stairs • The CSC President will always make sure that a few CSC representatives are designated (before a concert) to “drag up the rear,” making certain that movement is maintained at a safe pace and that any injured persons get immediate assistance This job is very important • The CSC representatives that have been assigned to work an exit door will their part by opening the door and standing outside the door directing people away from the building to prevent things from getting backed up immediately outside the exit Stay calm and professional • • During an evacuation, if all goes well, the house lights and/or emergency lights will be on to aid the evacuation This evacuation procedure is subject to change under certain circumstances where an exit may be blocked or inaccessible Any changes will be given at the time of the evacuation Section 10: Backstage Passes During the course of every show, access to backstage areas is limited to authorize persons only It is the job of the backstage CSC representative to be sure that only authorize persons’ gain access to backstage areas This is done by checking each person for an appropriate pass If the person wishing to go backstage does not have a current pass, they should be denied access to the backstage area, and the CSC OIC should be contacted to check on whether or not the person should be authorized to be backstage Section 11: First Aid Situations If at any time during a show a person is injured in any way, an EMT and OPS Officer should be contacted This can be done by telling your supervisor to contact an EMT or OPS Officer Emergency Medical Technicians are present at most shows and are in constant radio contact with the Office of Public Safety It is urged that if you have no knowledge of how to treat a person, refrain from doing so Emergency Medical Technicians are trained to handle the situation You could end up doing more damage than good, and finding yourself a party in a lawsuit NOTIFY AN EMT AND AN OPS OFFICER!
