We are so delighted that you have joined us for this year’s conference Thank you for taking the time out of your busy schedule to join us for this exchange of information and ideas This month, The Fuller Center begins a year-long celebration of the 40th anniversary of Millard and Linda Fuller's work in the Congo to test the basic Christian principles of our housing ministry It is a time-tested strategy of compassion for people in need, volunteering and providing a hand up instead of a handout Your presence here and the work you in your own communities is a living testimony to this legacy The conference will include for the first time a gathering of some of our current and future Global Builders team leaders Welcome to everyone here for the first time! completion time months Required Documents: Renovation budget Evidence of volunteer accident and builders’ risk insurance Covenant Partners with assets under $1,000,000 must provide current financial statements Covenant Partners with assets exceeding $1,000,000 must provide current audit Current List of Board of Directors Board Minutes From Past Months Process Application received, reviewed and accepted Loan documents between FCH and Covenant Partner (not homeowner) signed Loan funds distributed as match is met Partner families identified before restoration work begins Restoration completed within months Loan repayments of at least ½ of the homeowner’s principal payment beginning with the first mortgage payment Loan payments are submitted to FCH quarterly 29 DEFFINITION OF TERMS IRS Form 990 Covenant partners on a July - June 30 fiscal year, an IRS 990, IRS 990 EZ or IRS 990 N on or before November 15 Those on a calendar year must file by May 15 th All tax-exempt organizations whose annual gross receipts are $50,000 or less are required to electronically submit Form 990-N, also known as the e-Postcard, unless they choose to file a complete Form 990 or Form 990-EZ instead Those with gross receipts over $50,000 must file a form 990 CPs using the 990-N or 990-EZ to file must submit their year-end financial report Annual and Year End Reports Each year, covenant partners must submit activity reports at the close of their fiscal year, which includes demographic information about the families served, updates on board and committee staffing and income and expense information showing cash receipts, gifts in kind and expenses for program, administration and fund raising A calendar Year-End Report is due in early January showing house counts by: • Greater Blessing (Small Repairs) • ReNew (Major Renovations) • Save A House (foreclosed and donated properties) • New Construction Sound Finances, Low Debt Ratio Similar to the "ability to repay" requirement we ask of all partner families, our covenant partners must have the ability to repay the From Derelict to Decent Loan Fund Covenant partners with more debt than they can pay back with current revenue projections will not be eligible to participate in this program Anti-Money Laundering Policies in Place The US Treasury Department has required all mortgage lenders have in place an Anti-Money Laundering Policy and to obtain training on an annual basis for the designated officers Covenant partners who have not adopted an Anti-Money Laundering Policy will be ineligible for this program Fair Housing Training Fuller Center covenant partners are required by law to follow Fair Housing procedures when selecting families for mortgages and repair loans This training is offered at our annual Covenant Partner Conference and by scheduling a webinar training At least one member of the board or Family Selection Committee must have completed this training to participate in this program Previous Loans Current Additional loans will not be issued to covenant partners that are seriously delinquent (defined as 90 days late) on previous loans Loans are between the Covenant Partners and FCH Partner families are not parties to the loan If repayment of the From Derelict to Decent Loan is tied to the lease or mortgage the failure by the partner family to make regular payments does not free the covenant partner from making timely payments of the loan 30 Eligible Property The proposed property must have been in foreclosure or have been vacant for long enough that it is at risk of being derelict There are many sources for obtaining qualifying properties such as bank Real Estate Owned Properties (REO), Land Banks, local governments, National Community Stabilization Trust, other non-profits, housing developers and individuals Fuller Center Design Criteria Participating properties must meet The Fuller Center's house design criteria If the house is too large, low-income families will be unable to afford heating and cooling utility bills Additional information on our design criteria is available online in our Covenant Partner Operations manual in the construction section which is found at http://fullercenter.org/operations-manual Realistic Renovation Budget It is important to submit a good budget estimate drawn up by a competent contractor Mold, termites and lead and other "hidden" problems might render a project financially impractical Wise property selection and a thorough examination by a seasoned professional will help make certain that the repairs can be done affordably and in a reasonable amount of time Evidence of Insurance and Homeowner Waivers All covenant partners participating in this program are required to submit evidence of volunteer accident insurance and all properties must have builder's risk coverage A homeowner’s insurance policy, or, in the case of lease purchase agreements, a fire policy in the name of the CP and a renter’s HO-4 in the name of the
