EDINBORO UNIVERSITY OF PENNSYLVANIA OPERATION OF THE UNIVERSITY DURING EMERGENCY CONDITIONSPolicy No D002 Supersedes Policy No D002, dated 2/6/90, 1/9/92, 1/26/96 (Closing of School During Emergency Conditions) Recommended for Approval By Mr James P Sheehan, Vice President for Finance and Administration Approved by Frank G Pogue, President on 12/1/1999 Review Date: As Required _ _ INTENT It is the intent of this policy to provide for procedural guidelines relative to the operation of the University during emergency conditions Emergency conditions are outlined below and fall within the following categories: 1) Declaration of a state of emergency by the Governor of the Commonwealth of Pennsylvania; 2) Cancellation of University classes; and 3) University Closing by the President POLICY During a Governor-declared emergency, only employees with "Red Tags" (issued by the Governor and distributed by the State System of Higher Education) are permitted on the roadways and, therefore, can report to work/travel to the University campus In consultation with the Vice President for Finance and Administration and/or his/her designee, the President or his/her designee may declare a local emergency based on the condition of the campus facilities, area roadways, and other relevant factors Under such conditions, the President may: Cancel University classes; Close the University; or Delay the start of classes/the opening of the University University employees shall report to work according to the procedures that follow In the event that an employee is unable to come to his/her workstation, it is the responsibility of that employee to notify the appropriate supervisor Employees should use their best judgment with respect to road conditions and travel Management Directive 530.17 (attached), as amended, shall prevail as it relates to employee pay and benefits Radio and television announcements will be made and mass electronic mail messages will be sent regarding any such closings PROCEDURES Declaration of a state of emergency by the Governor of the Commonwealth of Pennsylvania – When the Governor declares a state of emergency, the University will be closed meaning that no classes or activities will be held Individuals with "Red Tags" who are identified by the Office of the Governor as "essential personnel" shall report to work Residence Halls will remain open and services will be provided to the extent possible Cancellation or Delay of University Classes – If the President or his/her designee declares a local emergency based on the condition of the campus facilities, area roadways, and other relevant factors, University classes may be delayed or cancelled This applies to classes on the main campus and at extension sites Students and teaching faculty have no responsibility in meeting their classroom commitments during the time period for which the closing or delay is declared Edinboro University of Pennsylvania offices and services will remain open and all employees, other than teaching faculty, shall report to work Campus events, such as lectures, athletic contests, etc., will be held as scheduled unless announced otherwise a It is the responsibility of the teaching faculty and students to ensure that coursework missed during the cancellation of classes will be adequately covered during the time remaining in the semester b When classes are delayed or cancelled, University students assigned to off-campus locations for internships, student teaching, etc., shall follow the procedures of the entity/organization to which they are assigned University Closing/Adjustment of Hours of Operation by the President - If the President or his/her designee declares a local emergency based on the condition of the campus facilities, area roadways, and other relevant factors, the University may be closed or the operation hours may be adjusted In such instances, no classes will be held during the announced closing period and only individuals included on the University Essential Personnel List (attached) and others as directed by supervisors shall report to work Procedures listed above regarding coursework missed and students assigned to off-campus locations shall be followed Campus events, such as lectures, athletic contests, etc., will be held as scheduled unless announced otherwise Residence Halls will remain open and services will be provided to the extent possible Essential Personnel List Office of the President President Executive to the President Director of Public Relations Technology and Communications Associate Vice President for Technology and Communications Enrollment Services and University Planning Vice President for Enrollment Services and University Planning Student Services Center Operations Manager Academic Affairs Provost and Vice President for Academic Affairs Associate Vice President for University Libraries Dean of Education Dean of Graduate Studies & Research Dean of Liberal Arts Dean of Science, Management and Technology Finance and Administration Vice President for Finance and Administration Associate Vice President for Facilities Director for Energy Management and Facilities Coordination Automotive Supervisor Grounds Foreman Equipment Operator (all) Maintenance Repairman II (2) * Maintenance Repairman I (4) * Semi-Skilled Laborer (2) * Custodian II (2) * Custodian I (2) * Bursar Development and Marketing Vice President for Development and Marketing Director of Alumni Affairs Student Affairs and Student Success Vice President for Student Affairs and Student Success ** Multicultural Programs Director for Multicultural Programs Student Life Dean of Student Life ** Registered Nurse for Student Health Services Student Activities Director of University Student Activities Assistant Director of Student Activities/University Center and Programming Assistant Director of Student Activities/Recreation and Student Organizations Police Department Chief of Police ** All required to fill current shift determined by Officer in Charge Resident Life and Housing Director of Residence Life and Housing * Associate Director for Housing Operations * Area Coordinators Residence Hall Coordinators Office for Students with Disabilities (OSD) Director, Office for Students with Disabilities * Nurse Supervisor Nurse Aides Van Driver (2) * Athletics Athletic Director *** *Facilities will maintain a roster and notify employees assigned to respond **Must be available at all times, when student are on campus or not on campus ***If not available, in order: Administrative Coordinator to the Athletic Director; or Associate Athletic Director; or Business Director for Athletics ... closings PROCEDURES Declaration of a state of emergency by the Governor of the Commonwealth of Pennsylvania – When the Governor declares a state of emergency, the University will be closed meaning... which they are assigned University Closing/Adjustment of Hours of Operation by the President -
