PERMANENT COUNCIL OEA/Ser.G CP/doc.4553/11 15 April 2011 Original: English ANNUAL REPORT OF THE INTER-AMERICAN COMMITTEE AGAINST TERRORISM (CICTE) TO THE FORTY-FIRST REGULAR SESSION OF THE GENERAL ASSEMBLY REPORT OF THE CHAIR OF THE INTER-AMERICAN COMMITTEE AGAINST TERRORISM (CICTE) TO THE GENERAL ASSEMBLY This report is presented pursuant to the provisions of resolution AG/RES.2536 (XLO/10), “Support for the Work of the Inter-American Committee against Terrorism,” adopted by the General Assembly of the Organization of American States (OAS) at its fortieth regular session It is also presented in fulfillment of the provisions of Article 91.f of the OAS Charter Officers of CICTE At its Eleventh Regular Session, held in Washington, D.C., United States of America, March 17th, 2011, the Inter-American Committee against Terrorism (CICTE) elected Grenada as Chair and Guatemala as Vice Chair Mandate In resolution AG/RES.2536 (XL-O/10), "Support for the Work of the Inter-American Committee against Terrorism," adopted in June 2010, the General Assembly reiterated the commitments it assumed in the resolutions it has adopted since 1999 regarding the fight against terrorism and instructed the CICTE Secretariat to implement the programs and projects set out in CICTE's Work Plan Activities of CICTE In 2010, CICTE and its Secretariat carried out activities to implement the mandates of the OAS General Assembly and the objectives of the Committee The numerous activities undertaken by the CICTE Secretariat for the benefit of Member States bear witness to the close, continuous, and productive collaboration among the Member States, the CICTE Secretariat, other OAS General Secretariat areas and sub-regional, regional, and international organizations At the Eleventh Regular Session of CICTE, The Bahamas, in its capacity as Chair for the 2010-2011 term, presented a report on progress achieved during its chairmanship, highlighting the accomplishments by Member States in cooperating with each another in their fight against terrorism 1/ In that regard, the Report on Activities of the Secretariat of the CICTE, presented to the CICTE at its Eleventh Regular Session, contains details on completed and ongoing projects, as well as plans for upcoming programs 2/ CICTE held its Eleventh Regular Session in Washington, D C under the chairmanship of Grenada The preparations for this event were carried out from October 2010 to March 2011, under the chairmanship of The Bahamas and the vice-chairmanship of Grenada Three meetings were held, at which the draft agenda, draft schedule, draft Work Plan, and draft Declaration were considered and agreed to These were submitted to the plenary of the Committee At its Eleventh Regular Session, CICTE adopted, by consensus, the Declaration on “Renewing Hemispheric Commitment to Enhance Cooperation to Prevent, Combat and See Appendix II, “Report of the Chair, 2010-2011, of the Inter-American Committee against Terrorism,” CICTE/doc 7/11 See Appendix III, “Report on Activities of the Secretariat of the Inter-American Committee against Terrorism,” CICTE/doc.6/11 -2Eliminate Terrorism”, 3/ as well as the Committee's Work Plan for 2011.4/ Details of the Eleventh Regular Session are contained in the Report of the Rapporteur, 5/ Ms Hayda WallenJaganath, Security Cooperation Program Specialist and Alternate Representative of Trinidad and Tobago to the OAS Recommendations In order to continue the work of the Committee, the draft resolution “Support for the Work of the Inter-American Committee against Terrorism” is hereby submitted to the Permanent Council for consideration and adoption by the General Assembly at its Forty-First Regular Session.6/ It is proposed that through this resolution the General Assembly reiterate, inter alia, its most vigorous condemnation of terrorism in all its forms and manifestations, and reassert its firmest commitment to prevent, combat, and eliminate terrorism through the broadest cooperation possible Also included in the proposal is a call to all Member States that have not yet done so to sign, ratify, or accede to the international conventions in this area as well as the Inter-American Convention against Terrorism, and a request for the allocation in the Regular Program-Budget of the OAS necessary funding for the CICTE Secretariat and Committee meetings Conclusions At the Eleventh Regular Session of CICTE, the Member States adopted a resolute and unambiguous declaration on their renewed commitment to increasing cooperation in order to prevent, combat, and eliminate terrorism It is only through the guaranteed capacity of Member States to confront the threat of terrorism and deny safe haven to terrorists that this Hemisphere will fulfill its undeniable endeavor to provide a safe and secure environment for its citizens This Report is submitted most respectfully, Gillian M S Bristol Ambassador, Permanent Representative of of the Inter-American Committee against Terrorism) THE GENERAL ASSEMBLY, HAVING SEEN the observations and recommendations of the Permanent Council on the annual reports of the organs, agencies, and entities of the Organization of American States (OAS) (AG/doc…./11), particularly the Annual Report of the Inter-American Committee against Terrorism to the General Assembly (CP/doc… /11); REITERATING the commitments assumed in resolutions AG/RES 1650 (XXIX-O/99), “Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism”; AG/RES 1734 (XXXO/00), “Observations and Recommendations on the Annual Report of the Inter-American Committee against Terrorism”; and AG/RES 1789 (XXXI-O/01), AG/RES 1877 (XXXII-O/02), AG/RES 1964 (XXXIII-O/03), AG/RES 2051 (XXXIV-O/04), AG/RES 2137 (XXXV-O/05), AG/RES 2170 (XXXVI-O/06), AG/RES 2272 (XXXVII-O/07), AG/RES 2396 (XXXVIII-O/08), AG/RES 2459 (XXXIX-O/09), and AG/RES 2536 (XL-O/10) “Support for the Work of the InterAmerican Committee against Terrorism”; REITERATING ALSO –as stated in the Inter American Committee against Terrorism Declaration on “Renewed Hemispheric Commitment to enhance Cooperation to prevent, combat and eliminate terrorism” adopted by CICTE at its Eleventh Regular Session held in March 17, 2011- its most vehement condemnation of terrorism in all its forms and manifestations, whatever its origin or motivation, which has no justification whatsoever and constitutes a grave threat to the lives, well-being and fundamental freedoms of all people, threatens international peace and security, and undermines the values and principles underlying the Inter-American system, democratic institutions, the rule of law, and the freedoms enshrined in and promoted by the OAS Charter, the Inter-American Democratic Charter, and other international instruments; -4- REAFFIRMING the nature, principles and purposes of the Inter-American Committee against Terrorism (CICTE) whose main purpose is “to promote and develop cooperation among member states to prevent, combat, and eliminate terrorism, in accordance with the principles of the OAS Charter and with the Inter-American Convention against Terrorism, and with full respect for the sovereignty of states, the rule of law, and international law, including international humanitarian law, international human rights law, and international refugee law”; UNDERSCORING the urgent need to further strengthen the capacity of Member States to cooperate with one another in the fight against terrorism bilaterally, sub-regionally, regionally, and internationally; RECOGNIZING that Member States have made considerable progress in the global fight against terrorism and that it is necessary to continue identifying and taking effective measures at the national level to prevent, combat, and eliminate terrorism; RECOGNIZING that the threat of terrorism is exacerbated when connections exist between terrorism and illicit drug trafficking, illicit trafficking in arms, money laundering, and other forms of transnational organized crime, and that such illicit activities may be used to support and finance terrorist activities; EMPHASIZING the importance for the Member States of the OAS to sign, ratify, or accede to, as the case may be, and implement in an effective way the Inter-American Convention against Terrorism as well as the pertinent universal legal instruments, including the 18 related international conventions, protocols and amendment, resolutions 1267 (1999), 1373 (2001), 1540 (2004) and 1624 (2005) and other pertinent UN Security Council resolutions, and the UN Global Counter-Terrorism Strategy adopted by the UN General Assembly to fight terrorism, including to find, deny safe haven to, and bring to justice, on the basis of the principle of extradite or prosecute any person who supports, facilitates, participates, or attempts to participate in the financing, planning, preparation, or commission of terrorist acts or provides safe haven; NOTING WITH SATISFACTION the holding of the Eleventh Regular Session of the Inter-American Committee against Terrorism (CICTE) in Washington, D.C., on March 17, 2011, -5- and the adoption of the Declaration on “Renewed Hemispheric Commitment to Enhance Cooperation to Prevent, Combat and Eliminate Terrorism”; RECALLING the need to confront terrorism through sustained cooperation, with full respect for the obligations imposed by international law, including international human rights law, international humanitarian law, and international refugee law; REAFFIRMING that the fight against terrorism demands the broadest possible cooperation among the member states and coordination among international and regional organizations, in order to prevent, punish, and eliminate terrorism in all its forms; RECOGNIZING the importance of and ENDORSING the international counterterrorism framework adopted by the United Nations through resolutions of the General Assembly and of the Security Council and the Global Counter-Terrorism Strategy ; RECOGNIZING the importance of the adoption and opening for signature of the Convention on the Suppression of Unlawful Acts Relating to International Civil Aviation and the Protocol Supplementary to the Convention for the Suppression of Unlawful Seizure of Aircraft, concluded at Beijing on September 10, 2010, which contributed to a significant strengthening of the global aviation security regime; AWARE of the need to continue strengthening the CICTE Secretariat in its supporting role to Member States and to enhance their capacity to cooperate to prevent, combat, and eliminate terrorism; and -6- NOTING WITH SATISFACTION: That to date twenty-four member states have ratified or acceded to the Inter-American Convention against Terrorism; and The holding of the Ninth Meeting of CICTE’s National Points of Contact, on March 18, 2011, in Washington, D.C., RESOLVES: To reiterate its most vigorous condemnation of terrorism in all its forms and manifestations as criminal and unjustifiable under any circumstances, regardless of where and by whom it is commited, and because it constitutes a serious threat to international peace and security, to the rule of law, and to the democracy, stability, and prosperity of the countries of the region Its firmest commitment to prevent, combat, and eliminate terrorism through the broadest cooperation possible, in full respect for the sovereignty of the States and compliance with their obligations under national and international law, including international human rights law, international humanitarian law, and international refugee law To endorse the Declaration on “Renewed Hemispheric Commitment to Enhance Cooperation to Prevent, Combat and Eliminate Terrorism” adopted by the member states of the Inter-American Committee against Terrorism (CICTE) at its Eleventh regular session, and to encourage the member states to fulfill the commitments contained therein To urge member states that have not yet done so to sign, ratify, or accede to, as the case may be, and to implement in an effective way, the Inter-American Convention against Terrorism as well as the pertinent universal legal instruments and resolutions of the United Nations General Assembly and Security Council To reiterate the importance of adopting measures to strengthen international cooperation mechanisms, especially at the hemispheric level, including the application of extradition and mutual legal assistance, as well as the exchange of information, including financial information, in accordance with domestic law, in order to find, deny safe haven to, and bring to justice any person who supports, facilitates, participates, or attempts to participate in the -7- financing, planning, preparation, or commission of terrorist acts or provides safe haven To express its abiding commitment to fight terrorism and the financing thereof with full respect for the rule of law and international law, including international humanitarian law, international human rights law, and international refugee law, the Inter-American Convention against Terrorism, and United Nations Security Council resolution 1373 (2001) and to improve the implementation of the Nine Special Recommendations on Terrorist Financing of the Financial Action Task Force on Money Laundering (FATF) To express its satisfaction with the progress made by member states in the adoption of effective measures to prevent, combat, and eradicate terrorism; and to underscore the need to continue identifying and enhancing cooperation mechanisms in the fight against terrorism at the bilateral, subregional, regional, and international levels and strengthening their application To reiterate its satisfaction with the forum for dialogue, coordination, and cooperation that CICTE affords, and with its efforts to identify measures to strengthen hemispheric cooperation to prevent, combat, and eliminate terrorism, including the technical assistance provided to states that so request, with the aim of fulfilling the obligations assumed in the different binding international instruments, in accordance with the CICTE Work Plan To express appreciation once again to the member states and permanent observers that have contributed human and other resources to the CICTE Secretariat for implementation of CICTE’s Work Plan 10 To instruct the CICTE Secretariat to continue providing technical assistance and capacity-building to Member States, as appropriate and according to its Work Plan for 2011, with respect to: a Border Controls: Maritime Security, Aviation Security, Document Security and Fraud Prevention and Immigration and Customs Programs; b Legislative Assistance and Combating Terrorism Financing; c Protection of Critical Infrastructure: Cybersecurity, Tourism Security -including recreational facilities and security for Major Events- and Critical Infrastructure Protection programs; -8- d Strengthening strategies on emerging threats: crisis management exercises; and e International coordination and cooperation: partnerships 11 To invite member states, permanent observers, and pertinent international organizations to provide, maintain, or increase, as appropriate, their voluntary financial and/or human resource contributions to CICTE, to facilitate the performance of its functions and promote enhancement of its programs and the scope of its work 12 To instruct the General Secretariat to contribute the necessary resources to the CICTE Secretariat, within the resources allocated in the program-budget of the Organization and others, with the human and financial resources to ensure continuity in its endeavors and in the implementation of its mandates, programs, and activities contained in the CICTE Work Plan, including support for the Twelfth Regular Session of CICTE, scheduled to be held at the headquarters of the Organization of American States, in Washington, D.C., from March to 9, 2012, and for the Tenth Meeting of National Points of Contact to CICTE, which will take place in conjunction with that regular session, as well as the three one-day meetings to be held on October 25, 2011; December 6, 2011; and February 7, 2012 13 To request the Chair of CICTE to report to the General Assembly at its forty- second regular session on the implementation of this resolution, the execution of which shall be subject to the availability of financial resources in the program-budget of the Organization and other resources - 45 RAPPORTEUR OF THE ELEVENTH REGULAR SESSION OF THE INTER-AMERICAN COMMITTEE AGAINST TERRORISM - 53 - REPORT OF THE RAPPORTEUR OF THE ELEVENTH REGULAR SESSION OF THE INTER-AMERICAN COMMITTEE AGAINST TERRORISM In my capacity as Rapporteur of the Eleventh Regular Session of the Inter-American Committee against Terrorism (CICTE), I have the honor to submit this Report on the proceedings of and decisions adopted at that Session I BACKGROUND At the Tenth Regular Session, held in Washington, D C., United States of America, on March 17, 18, and 19th, CICTE agreed to hold its Eleventh Regular Session during this same time period in 2011 in Washington, D.C During the preparatory process of this Eleventh Session of CICTE, a consultation took place amongst Member States regarding the dates and structure of the meeting and it was agreed that the Eleventh Regular Session would take place over two days instead of the originally proposed three days and it would consist of a one day Ministerial meeting and a one day meeting for National Points of Contact to CICTE The Draft Agenda 8/ and Draft Calendar 9/ for the Eleventh Regular Session were both approved at the Second Preparatory Meeting held on January 18, 2011 II PROCEEDINGS INAUGURAL CEREMONY The Inaugural Ceremony of the Eleventh Regular Session of the Inter-American Committee against Terrorism (CICTE) was held on March 17, 2011 at the Hall of the Americas at the Organization of American States (OAS) in Washington, D.C Remarks by the Chair of the Inter-American Committee against Terrorism – The Honourable Orville A.T Turnquest, Minister of National Security of the Bahamas The CICTE Chair, The Honourable Minister Turnquest of the Government of The Commonwealth of The Bahamas, presided over the Inauguration and declared open the Eleventh Regular Session In his remarks 10/, Minister Turnquest thanked the CICTE Secretariat for their support in carrying out the mandates set before them by the Member States during the CICTE/doc.2/11, Agenda of the Eleventh Regular Session of CICTE (Approved at the Second Preparatory Meeting held on January 18, 2011) CICTE/doc.3/11 corr 1, Draft Calendar of the Eleventh Regular Session of CICTE (Approved at the Second Preparatory Meeting held on January 18, 2011) 10 CICTE/INF.1/11 - 54 - chairmanship of The Bahamas He also congratulated the incoming chair and pledged the support of The Bahamas during their chairmanship Minister Turnquest referred to the topic of the Eleventh Session of CICTE as ‘timely and relevant’ and he reaffirmed the Bahamas’ commitment to the work of CICTE in the fight against terrorism Furthermore, he encouraged Member States to build on the many capacity building and training initiatives offered by the CICTE Secretariat, some he underlined in his remarks, and to find new ways to exchange best practices and information to increase preparedness in countering the threat of terrorism On a similar note, he encouraged the committee to continue the tradition of frank and open dialogue Remarks by the Secretary General of the Organization of American States – His Excellency Jose Miguel Insulza The Welcome Address was delivered by the Secretary General of the Organization of American States, His Excellency Jose Miguel Insulza His Excellency echoed the Chair of CICTE in expressing the timeliness and appropriateness of the theme for this eleventh session of CICTE: “To reaffirm the hemispheric commitment to prevent, combat and eliminate terrorism and to strengthen Member States’ capacity and regional cooperation” He underlined the importance of CICTE’s work in the scope of the Organization of American States and subsequently the importance of maintaining the support rendered by the Member States for this work He highlighted the work of CICTE in international cooperation through its various programs and commended the leadership of the CICTE Secretariat and of the Secretariat for Multidimensional Security Mr Insulza noted that Member States have recognized the impacts of terrorism in destroying lives He cited examples of terrorist attacks in the region and noted the ways that the region has moved forward optimistically in light of those tragic events Furthermore, he recognized the victims of these acts and their families Mr Insulza commended The Bahamas for its work during the chairmanship under the theme of public-private partnerships in the fight against terrorism and highlighted key initiatives undertaken by CICTE in international cooperation, which is, not by coincidence, part of the theme of the Eleventh Session as approved by Member States He commended the donors to the CICTE Secretariat for their contribution of financial and human resources, which are essential to carry out the mandates of the Committee - 55 - Keynote Address by the Executive Director of the CARICOM Implementation Agency for Crime and Security (IMPACS) – Ms Lynne Anne Williams The Keynote Address was delivered by the Executive Director of the CARICOM Implementation Agency for Crime and Security (IMPACS) Ms Williams emphasized the importance of Member States ensuring the security in the hemisphere She referred to the threats posed by terrorism as “indeed real and far reaching” while highlighting the potential of criminal activities such as illegal drug trafficking and corruption to fuel and further terrorist acts She explained the strides CARICOM states have made within the scope of CICTE’s work, both independently and through CICTE’s programs She also noted CICTE’s significant contributions and achievements in the security arena Ms Williams closed her remarks by challenging Member States to look forward to the next decade of hemispheric cooperation where states should be more proactive, less bureaucratic and improve information sharing, not withstanding their respective cultural and legal differences She reaffirmed CARICOM’s commitment to support and contribute to hemispheric security FIRST PLENARY SESSION The First Plenary Session commenced under the chairmanship of the Minister of National Security of The Bahamas, the Hon O.A.T Tommy Turnquest achievements in the nine program areas that CICTE executed through its Secretariat He highlighted the efforts of the CICTE Secretariat in strengthening the capacity of Member States through the execution of 114 events in the region resulting in the training of 3,505 nationals in the Hemisphere He underscored the efforts of CICTE in embracing the theme of “Public Private Partnerships” during The Bahamas’ chairmanship through its various activities in tourism security, cyber security and other program areas He emphasized the importance of Member States of the OAS to ratify the Inter-American Convention against Terrorism as well as the pertinent universal legal instruments, including the 18 related international conventions, protocols and resolutions He also urged Member States to continue supporting the National Points of Contact Network as the important link between the Secretariat and the State Minister Turnquest closed his report by thanking Member States and Permanent Observers to the OAS for their financial and human resource contributions to the Secretariat Election of officers a Chair of CICTE The Delegation of Peru nominated Grenada to the chairmanship of the Committee for the period 2011-2012 This nomination was seconded by the delegation of Uruguay which proposed that the election be by acclamation Grenada was so elected The Honorable Karl Hood, Minister of Foreign Affairs, Environment, Foreign Trade and Export Development of Grenada, thanked delegations for their support of Grenada to the chairmanship of CICTE and accepted on behalf of the Government of Grenada He then assumed the Chair b Vice-Chair of CICTE The Delegation of Canada nominated Guatemala to the vice-chairmanship of the Committee for the period 2011-2012 This nomination was seconded by the delegation of Chile Guatemala was elected to this office by acclamation His Excellency, Ambassador Jorge Skinner-Klee, Permanent Representative of Guatemala to the Eleventh Regular Session of the Committee This nominee was elected by acclamation Remarks by the Chair of CICTE 2011-2012 - Hon I.J Karl Hood, Minister of Foreign Affairs, Environment, Foreign Trade and Export Development of Grenada 13 CICTE/doc.7/11 - 57 - On the assumption of the Chairmanship of CICTE by Grenada, the Honorable Minister Karl Hood opened his remarks 14/ in which he thanked The Bahamas for their leadership role and focus on public private partnerships in the fight against terrorism during their chairmanship He expressed Grenada’s satisfaction for the Member States’ support for the declaration agreed upon during the preparatory process which indicates the renewal of their commitment to enhance their cooperation in the region in countering terrorism Additionally, Minister Hood recognized CICTE as the only hemispheric body to effectively address the transnational threat of terrorism and indicated the importance of the efforts of international partners in achieving our counter terrorism goals He also acknowledged the importance of support for victims and survivors of terrorism as outlined in the United Nations’ Counter-Terrorism Global Strategy Minister Hood ended his remarks by commending the CICTE Secretariat staff for their contributions to the enhancement of the capacity of Member States SECOND PLENARY SESSION Dialogue of Heads of Delegation on the theme: “To reaffirm the hemispheric commitment to prevent, combat and eliminate terrorism and to strengthen Member States’ capacity and regional cooperation” The floor was opened to delegations who reaffirmed their countries’ commitment to the fight against terrorism and highlighted national strategies and actions taken within their countries in this effort They underlined the need to strengthen global cooperation to achieve these goals and the importance of ratifying all necessary anti-terrorism international legal instruments Member States expressed gratitude to the outgoing Chair for his direction over the past year and congratulated the newly elected officers of CICTE as well as the staff of the Secretariat for their efforts They also thanked the donors to the Secretariat Tobago, Uruguay, U.S.A., and Venezuela Before the close of the Second Plenary Session, a representative from the International Civil Aviation Organization (ICAO) made a brief presentation to Member States on ICAO’s leadership role in Aviation Security in the region and on the importance of the Member States signing the relevant aviation security legal instruments 14 CICTE/INF.4/11 - 58 - THIRD PLENARY SESSION Report on the Activities of the Secretariat of CICTE by Secretary of CICTE, Mr Gordon Duguid The Secretary of CICTE, Mr Gordon Duguid, presented the Secretariat Report on its activities in 2010.15/ In his first report since assuming the post of Secretary of CICTE in August 2010, Mr Duguid informed the Committee that in 2010 the Secretariat conducted 114 training courses, technical assistance missions, policy-level sub-regional workshops, table-top simulations, and exercises – targeting all 33 active Member States and benefitting approximately 3,500 participants He noted significant achievements of the Secretariat including that “in 2010 the CICTE Secretariat redoubled its focus on developing the networks that are required to effectively counter the threats posed by terrorist and other criminal networks.” 16/ Moreover, the Secretariat “significantly increased the number of sub-regional workshops and training initiatives carried out, utilizing a model that has proven successful in strengthening individual and institutional relations among counterpart authorities within and between countries.” 17/ He highlighted that the CICTE Secretariat will continue to work in coordination with other relevant Secretariats and Departments within the OAS and more specifically within the Secretariat for Multidimensional Security in order “to provide the kind of concrete support to the Member States that is essential to strengthening national and regional capabilities for combating terrorism and other forms of transnational crime.” 18/ In his report, Mr Duguid outlined some of the major activities executed in 2010 under the nine program areas of the Secretariat In closing, Mr Duguid reminded Member States that the CICTE Secretariat responds to their political will and thanked the States for their input and guidance as well as their contribution of associated staff who make up the senior levels of the CICTE Secretariat He also thanked Member States and other donors for their financial contributions Consideration and adoption of the Draft CICTE Work Plan 2011 The 2011 CICTE Work Plan was adopted as presented, without comment from the floor Enhance Cooperation to Prevent, Combat and Eliminate Terrorism” The Draft Declaration, as contained in CICTE/Doc.5/11, was adopted by consensus 20/ Consideration of the site and date of the Twelfth Regular Session of CICTE The Delegation of Guatemala proposed that the Twelfth Regular Session of CICTE be held from March 7th-9th, 2012 in Washington D.C.21/ FOURTH PLENARY SESSION Address by the Chair of the United Nations Counter-Terrorism Committee, H.E Ambassador H.S Puri, Permanent Representative of India to the United Nations In his address, Ambassador Puri noted the strong bond of cooperation between the United Nations Counter-Terrorism Committee and the CICTE Secretariat He stated that the United Nations strongly condemns terrorism in all its forms and considers it an attack on human rights He gave a brief overview of the work of the United Nations Counter-Terrorism Committee (UNCTC) including their focus on “enhancing cooperation and coordination with international, regional and sub-regional organizations” 22/ as well as the Committee’s visits to Member States which are considered to be “among the most effective tools available to monitor the implementation of the resolution.”23/ Ambassador Puri indicated the close working relationship amongst CICTE and CTED and the Committee through the continuous exchange of information and best practices He stated that “CICTE is the pre-eminent organization, within the Inter-American system, for the coordination of efforts to protect the citizens of its member States from domestic, regional and international terrorism.” 24/ Ambassador Puri gave a brief outline of the United Nations’ assessment of the challenges and progress made in the hemisphere related to counter terrorism He stated that “Several States in Central and South America continue to suffer from terrorism and other violent crimes However, most States seem to be making progress in counter-terrorism efforts including the ratification of the international counter-terrorism instruments, the adoption of modern counter-terrorism legislation, and the strengthening of financial regulations and institutions.” 25/ He further indicated that, “combating transnational crime is considered to be among the top priorities for this hemisphere” He encouraged Member States to report on policies and operational measures, including on regional
