DESCRIPTION OF JOB DUTIES The Volusia County 4-H Agent focuses on Youth Development Job duties for the 4-H Agent are determined according to the UF/IFAS Extension Statewide Goals and Focus Areas for 2008 – 2012 These duties focus on developing responsible and productive youth through 4-H and other youth programs Programs are designed and implemented in order to promote life skill development through subject matter experiences, attention is given to organizational strategies and learning environments for youth programs and training is provided for volunteer development and systems to support youth - IFAS Extension Goal The duties of the Volusia County 4-H Agent include planning, developing, organizing, executing and evaluating the 4-H program Specific examples of those duties are: supervising and training volunteers, providing educational programs for youth, raising funds and publicizing the program I II III Volunteer Development and Systems to Support Youth 20% Life Skills Developed in Youth Through Subject Matter Experiences 20% Organizational Strategies and Learning Environments to Support Youth 60% Total: 100% AREAS OF SPECIALIZATION Specialty 4-H Youth Development To increase communication skills among 4-H youth by offering programs related to public speaking and opportunities to teach and practice public speaking skills as determined by surveys and the quality of their presentations Outcomes: Christina Roberts, President of the 4-H County Council, gave the annual address to the County Council of Volusia County on October 21 in honor of National 4-H Week It was televised and over the Internet Youth have public speaking opportunities at District and County Council meetings0, the Share-the-Fun Talent Show, workshops, Awards Night and club meetings Thirty-one youth gave talks at County Events and twelve went on to District Events Seven Seniors gave their talks at 4-H State Congress One youth interviewed for National Congress and won a trip The Volusia County 4-H Extension Agent planned the 2010 Legisl8ture event for District VIII Thirty seven youth attended the event (33 submitted completed surveys), serving on committees and in the “House.” The youth learned the roles of the Speaker, Clerk, Lobbyists, and Sergeant-at-Arms (79%), what committees (100%), and met three local legislators Impacts: When youth learn to speak at a young age, they are much more self-confident and competent as speakers when they are adults Communication skills are important life skills Cash, Laura R., Page 38 Objective #2: To develop leadership skills among 4-H youth through the Volusia 4-H County Council planning county events as determined by the completion of projects and by observation Outcomes: The greatest joy that the 4-H Extension Agent finds in the position is watching the youth successfully plan and execute events and activities The best example of this is 4-H Summer Camp The Counselors take the theme and run with it: planning and supervising games and activities, decorating, taking care of their campers and teaching classes It truly is a youth-adult partnership The Share-the-Fun Talent Show grows every year in both participants and attendance The youth determine the theme, decorate, emcee and run the equipment The 4-H Extension Agent finalizes the program, invites the judges and tallies the scores During County Events, the youth welcome the attendees, monitor the rooms and present the awards For Awards Night, the youth run the event They write a monthly newsletter, run their own County Council meetings with little assistance, and hold a popular district-wide dance every year The confidence they acquire and the skills they develop will benefit them as adults Volusia County 4-H youth are attending Legislature, Congress, Summer Camp, and District Council meetings in ever larger numbers We have won the District Spirit Stick for the last three years Impacts: When the present 4-H Extension Agent was hired, the Volusia County 4-H program had experienced the loss of two agents in quick succession The 4-H program was demoralized and numbers of youth and volunteers were down In the three and a half years since, enrollment has increased and the program is established There are difficulties that arise, but the program is growing Objective #3: Seventy-five percent of youth attending Summer Camp will report either “Most of the Time” or “All of the Time” to the 2009 Camper Survey Life Skills questionnaire Outcomes: The Volusia County 4-H served as Camp Planning Chair in 2010 One pre-planning meeting was held with the Counselors, three trainings and one post-camp meeting This was the first 4-H Summer Camp for nearly half of the campers For Volusia County youth: Twenty-three out of twenty-six campers (88%) reported “Most of the Time” or “All of the Time” on their surveys Only one out of seven Counselors rated his/her abilities to organize groups/information and share/teach others as “Fair” - all others reported “Good” or “Excellent.” Camp Staff reported only positive comments about our week Impacts: The 4-H Extension Agents, Camp Staff and Counselors have reviewed the surveys and schedule and are already planning ways to incorporate conflict resolution, more Archery classes, Nature Studies and more Healthy Lifestyles Objective #4: To increase the number of youth participating in animal projects, judging teams and completion of record books by 25% among 4-H’ers by offering workshops, shows, and materials as determined by the number of youth showing and attending local, district and state competitions and by the number of record books submitted Cash, Laura R., Page 39 Outcomes: Planned workshops to help youth complete Record Books were canceled due to lack of registration Numbers of Record Books submitted was down from 2009 (around 100) Livestock Record Books were up slightly, due to the stress the 4-H Extension Agent placed on them to the 4-H club leaders but not the desired 25% increase Showmanship Clinic attendance was down as well One youth attended the Buyer Letter Writing Workshop, even though this was requested by the Volusia County Fair as an important workshop The number of youth involved in Horse Judging is stable at two teams, but one of the new clubs has expressed interest Livestock Judging has grown tremendously – from one group of three youth to nearly twenty (representing six clubs) A former 4-Her oversees the teams and has established a schedule and plan The number of youth involved in small animal livestock projects (poultry, cavies and rabbits) is increasing and all 75 goat slots (a 50% increase) were taken for the Volusia County Fair This is due to the increase in the number of 4-Hers and the economy Numbers of youth participating in the Central Florida Fair are difficult to acquire, and the number participating in the Florida State Fair are stable The 4-H Extension Agent and a volunteer are now certified to teach the Ethics Certification Class, which is required to show at the Volusia County Fair Impacts: It is clear to see that more specialized Showmanship Clinics should be developed for small animals – the Poultry Workshop is very successful The workshops for Record Books will be offered again in the hopes that more youth will take advantage A reward system, similar to Seminole County’s, may encourage more youth to attend and complete their books We are making adjustments to the how we determine the state Livestock Judging teams due to the number of youth Objective #1: To increase communication skills among 4-H youth by offering programs related to public speaking and opportunities to teach and practice public speaking skills as determined by surveys and the quality of their presentations Outcomes: The Volusia County 4-H Extension Agent organized a Mock Legislature event for District VIII at the Seminole County Extension Office A Dr David Hill, a Political Science professor from Stetson University attended and explained how the Florida Legislature operates, and two State Representatives attended: Rep Alan Hays and Rep Sandy Adams Both answered questions and spoke about what motivated them to seek office, what bills they were working on, and more about how the Legislature operates Thirty seven youth, from Lake, Orange, Osceola, Seminole and Volusia Counties attended Seventy three percent (27 youth) completed the evaluation Seventy four percent (20 youth) reported that they learned parliamentary procedures and how committees operate, 81% (22 youth) reported that they learned how a bill becomes a law and 85% (23 youth) reported that they learned about the roles of the Speaker, the Committee Chairs and the Clerk When asked if this event would encourage them to attend State Legislature, 93% responded yes By providing Intermediates with an emotionally safe environment, bills that were timely and interesting, and Seniors to guide them, the participants felt comfortable enough to speak in front of a group Volusia County 4-H has offered County Events on a Saturday for the last two years This has encouraged participation Unfortunately, our Annual County Events workshop, taught by 4-H’ers, volunteers and the agent, had to be canceled due to the agent catching the flu It is a valuable group Cash, Laura R., Page 40 teaching event: youth teach about the poster and photography contests, and how to give speeches, demonstrations and illustrated talks Thirty two youth participated in the public speaking contests, with 25 earning blue ribbons and seven earning red ribbons Twenty-one youth attended District Events - fifteen earned blue ribbons and six earned red ribbons During Congress, six Volusia County 4-H’ers gave talks or speeches Four earned blue ribbons and two earned red ribbons Miss Karly Vojnar recently won the Florida Farm Bureau Public Speaking Contest In addition, she earned a trip to National Conference, one of the District VIII T.G Lee Scholarships, the Volusia County 4-H Ranchero Scholarship and the Tampa Bay Kennel Club Scholarship at Congress At the National Junior Horticulture Association Convention in October, Angel Estrada won the Grand National Award for his speech and Richard Cash won the National Award Richard Cash won the Interview Contest at the Central Florida Fair This year, the youth decided to add an Interview Contest to the Volusia County 4-H Fashion Revue The participants were asked impromptu questions about sewing, modeling, and consumer choices All earned blue ribbons Impacts: By educating youth about the political process, we encourage their involvement as adults Events such as 4-H State Legislature will continue to grow and improve through the education and practice given to upcoming participants Learning to speak in front of an audience is an essential life-long skill and it is important to teach youth how to formulate a speech and to deliver one Four-H’ers begin at an early age and when they interview for awards, jobs and scholarships, they are relaxed, confident and prepared Objective #2: The Volusia County 4-H program will develop leadership skills among 4-H youth through the Volusia 4-H County Council as determined by the completion of projects and by observation Outcomes: Developing leadership skills in youth requires opportunities The County Council officers chair committees and the members serve on those committees Standing committees include: County Events, Share-the-Fun Talent Show, “Ways and Means,” Constitution, Awards Night and Fashion Revue The youth decide upon the themes for the events, write scripts, decorate, emcee, and create flyers The 4-H Agent guides them, secures judges and assists as needed By organizing the events themselves, the youth feel more empowered, take greater ownership and learn life skills such as: team work, communication, organization, planning, independence and conflict resolution The 2009 Share-the-Fun Talent Show had twenty five acts, a “Hard Rock” theme and was pronounced the “best one we’ve ever had” by many 4-H’ers We instituted a dress rehearsal which proved to be invaluable The Fashion Revue committee instituted four contests instead of two by adding a skilla-thon and an interview along with the garment judging and modeling aspects The decorations were fabulous, at least twenty volunteers assisted, and the press coverage was impressive Impacts: Each year, the County Council becomes more capable They are learning to trust their own judgment, complete tasks on a schedule and communicate with each other The older youth encourage and model behaviors for the younger and involve them in committees This insures that there will be leaders ready to move up into those roles As adults, they will make budgets, plan events and work with others Leadership roles will certainly help them in their future careers Cash, Laura R., Page 41 Objective #3: To improve family and consumer skills among 4-H members and local schools through the Common Courtesy program, a Money Management workshop, and the Consumer Choices program as measured by observation, test scores and/or pre-and post-tests Outcomes: The 4-H Agent taught two two-hour sessions of the NEFE High School Money Management Course to the YMCA Hispanic Achievers Teen Group in Deltona The class covered needs versus wants, investing, creating a budget and insurance One young man reported that he was excited that he learned what a Blue Chip Stock is The group learned that what they considered to be “needs” are in reality, “wants” instead Each youth was provided with a book to keep and informational hand-outs Five classes were offered to Volusia County 4-H youth and volunteers about Consumer Choices The topics this year were Energy Bars, CFL Light Bulbs, MP3 Players and Savings Accounts Through the classes, the volunteers learned how to teach the materials and the youth were prepared for the contest held at the Central Florida Fair Participants were trained using numerous samples, situations created in addition to the state’s curriculum, and opportunities to practice oral reasons Youth from Volusia County earned several awards – both as individuals and as teams Classes for next year’s contest have already begun The Volusia County 4-H Program Assistant has been offering Common Courtesy classes to the local elementary schools “Mealtime Manners” has become a popular request from the schools for cafeteria behavior The Common Courtesy program is a partnership between the Family and Consumer Sciences Agent and 4-H, and is funded by a grant Pre- and post-test showed that 95% of participants gained knowledge of acceptable behavior and table manners and 96% reported increased confidence in making proper introductions Impacts: The Common Courtesy curriculum has been requested by three Florida counties, two other state 4H programs and several non-profit organizations Objective #4: Volusia County youth attending Summer Camp will report either “Most of the Time” or “All of the Time” to 75% of the 2009 Camper Survey Life Skills survey questions Outcomes: Seventy six percent (n=19) of Volusia County youth attending 4-H Summer Camp reported “Most/Good” or “All/Excellent of the Time” on the Life Skills survey The five youth that responded “Some of the Time” to most questions still indicated that they wanted to come back to camp next year To Question #10: “Please tell us at least one thing you learned NEW this year at 4H camp,” five campers reported that they learned how to canoe or kayak, two responded with personal growth, and four reported that they learned how to wash hands, exercise or choose more healthy foods Impacts: Camping is an important annual event in the Volusia County 4-H program The primary life skills developed are independence, leadership and team work, but there are so many more addressed Cash, Laura R., Page 42 One of the best parts of the camping program is watching young campers become Counselors themselves and thereby pass on the culture of 4-H and the life skills they learned Success Story: Life Skills Involving Volusia County 4-Hers in leadership roles and increasing the number of youth attending district and state level events has been important the 4-H Agent In 2010, Volusia County 4-H had all four delegates elected to District VIII offices: President, Vice-President, Delegate and Historian Five youth serve on Executive Board, including the 2011 Speaker of the House for State Legislature and two Legislature Committee Chairs: Senate Education and House Agriculture and Natural Resources For the third year in a row, Volusia County 4-H has captured the District VIII Spirit Stick and District VIII is again home to the State Spirit Stick (it is housed in Volusia County) Eight youth attended Legislature and seventeen youth attended 4-H State Congress this year, competing in Public Speaking and Horticulture, and participating in numerous workshops One young lady was awarded a trip to National 4-H Congress Once again, Volusia County organized a very successful Legisl8ture event which was held in Seminole County: Florida Legislators Rep Hays and his wife, Rep Crisafulli with his Legislative Aide, and Rep Dorworth attended Nearly forty youth participated in the event Volusia County 4-H supervised the Fashion Revue and the Share-the-Fun Talent Show held at the Central Florida Fair Youth served as the emcees, they decorated and helped plan these events For County Events, the youth form committees and run the events with guidance from the 4-H Agent A few more achievements of Volusia County 4-H:  Sierra Dollar placed first in the State’s Intermediate Poster Contest  D.J McKnight placed fourth in the State’s Compound Instinctive Archery Contest  Kayleigh Baggs earned the Horticulturist Award, presented by Ryan Atwood at the Central Florida Fair  Donald Smith placed 10th High Individual in the State Shotgun Match for Skeet and 12 th Overall  Casey Barker placed 8th High Individual in the State Shotgun Match for Trap  Grand Champion Poultry and Lambs for Central Florida Fair – Gamble  Kayleigh Baggs and Katie Lamar earned 1st place for their Citrus Record Books  Garett Goodale placed 2nd on the Citrus Knowledge Test and Kayleigh Baggs placed 3rd  Livestock Judging Team placed 5th at the Florida State Fair Presently, obesity in children is a significant national concern In October of 2008, the Volusia County 4-H Extension Agent and the Family Nutrition Agent organized an “Xtreme Cuisine” workshop The curriculum and contest were offered through the Department of Agriculture and Consumer Services Twelve youth attended and learned about nutrition, reading labels, Florida agriculture and exercise A pre- and post-test were administered At the conclusion of the day-long workshop, they wrote about what they learned and created a banner These, along with photos, were submitted to the state In early 2009, we found out that we had won the “Smart Award” and that Justin Timineri, state chef, would be coming In April, he and Arlette Roberge, coordinator for the program, held a special workshop for the youth They prepared healthy snacks and played games about Florida agriculture The youth had retained over 50% of the knowledge gained in the October workshop One young man went home and fixed one of the recipes that very evening We hope this program impacts the participants’ habits and awareness of the importance of nutrition FURTHER INFORMATION Marketing Efforts: In 2010, the Volusia and Seminole County 4-H programs received a 4-H Foundation Marketing Grant of $3,500 to reach new volunteers and youth The 4-H Agents, and the Volusia County 4-H Advisory Committee, with input from the club leaders and youth, were involved in the planning and creation of materials Magnets and pencils were ordered as give-away items for community events; a billboard was put up on I-4 in Volusia County; glossy brochures were designed and printed; and newspaper advertisements were placed in the Orlando Sentinel Community Sections – both in print and online During the Volusia County Fair, and at other local events, all of the pencils and most of the magnets have been given out as well as several hundred brochures I meet with many people throughout the county in an effort to encourage more schools to participate in 4-H through Tropicana, enrichment and after-school programs; invite more program directors at community centers that serve minorities to start 4-H projects and starting more 4-H clubs In 2010, four new clubs have started and three more are scheduled to begin in 2011 Volusia County 4-H is in the process of redesigning its website to be more user-friendly and offer more teaching opportunities Also, Volusia County 4-H has a Flick’r account for the clubs to post photos and a two Facebook pages to post upcoming events Community Service: As the Volusia County 4-H Agent, nearly all of the community service activities I am involved with are through 4-H events I wrote three Community Pride grants in 2010: in partnership with BASIC 4-H, for Edith Starke Elementary and for Boston Ave Charter School In addition, I wrote or co-wrote two Youth in Cash, Laura R., Page 46 Action grants through Cumberland Farms and the National 4-H Council BASIC is renovating a derelict building and I helped pull weeds and collect trash – the group won one of the five state awards; for Edith Starke Elementary, I ordered the materials and went with the group to deliver activity bags to Arnold Palmer Hospital for Children in Orlando – we won a state award for this project; and for Boston Ave Dirt Through a contact at the Florida Department of Forestry Service, I was able to procure 250 pine trees which we passed out at our Share-theFun Talent Show as part of the Florida 4-H Million Trees
