https://www.universityworldnews.com/post.php?story=20201118123527565 Quan-Hoang Vuong and Hiep Pham 21 N ovem ber 20 20 VIETNAM Vietnam ’s Higher Education Reform Agenda 20 6-20 20 m ade the prom otion of research a critical priority for the country This em phasis was underlined again in a later m aster plan, the Science and Technology Developm ent Strategy 20 11-20 20 The prom otion of research m eans putting research at the centre of university activity This is of particular im portance given the fact that m ost universities in Vietnam are teaching institutions having inherited the form er Soviet m odel of higher education and research under which research in Vietnam has traditionally belonged in specialised research institutes and academ ies The prom otion of research also m eans encouragem ent for researchers to publish in international indexed databases such as ISI Clarivate WOS or Scopus What is the status quo of research in Vietnam ? Is there any room for further developm ent? We can get part of the answer – within the field of social sciences – from reading a newly published De Gruyter book, The Vietnam ese Social Sciences at a Fork in the Road, co-edited by Dr Quan-Hoang Vuong and Dr Trung Tran Its m ain findings include the fact that: • Despite the num ber of publications by Vietnam ese authors being m odest, as shown in the ISI Clarivate WOS-Scopus databases, it has been rising slowly but steadily In 20 8, 136 Vietnam ese social science scholars published in 88 international publications The respective figures in 20 18 are 923 and 391 The respective figures for hard sciences are 1,0 59 (in 20 8) and 5,694 (in 20 18), according to the ISI Clarivate WOS (SCIE) • Am ong the top institutions for research output, Vietnam National University Hanoi leads the league tables, followed by the National Econom ics University Hanoi and Hanoi Medical University However, the Vietnam Academ y of Social Sciences, the m ost prom inent researchintensive institution in the social sciences in the country, only ranks sixth The top seven institutions contributed 29% of the published articles in 20 8-18 of 11/22/2020, 2:08 PM https://www.universityworldnews.com/post.php?story=20201118123527565 • Looking at the different fields, econom ics contributes the highest num ber of studies: 620 articles or 22.70 % of the total This is followed by education (338, 12.38%), healthcare (313, 11.46%) and business (30 8, 11.28%) • Leading authors – who m ay lead research groups, write solo publications and publish in highly ranked journals – play an im portant role in research publications The top 10 ‘m ost em inent researchers’ contributed 24.8% of all Scopus-indexed journal articles between 20 and 20 18 • Co-authoring with international social scientists is prevalent However, the num ber of articles wholly written by Vietnam ese authors has increased gradually between 20 and 20 18 To p -d o w n re fo rm The year 20 m arked the first m ilestone for the prom otion of research in Vietnam : the National Foundation for Science and Technology Developm ent (NAFOSTED), inspired by the US’s National Science Foundation, was launched The critical difference between NAFOSTED and other research-funding m echanism s is that NAFOSTED refers to international publishing as the sine qua non for research grant outputs In addition, the profile of the principal investigator and key investigators in a research project, as recorded in ISI Clarivate WOS and Scopus, is essential when it com es to receiving a grant The grants provided by NAFOSTED have resulted in a significant surge in research outputs in both STEM and Social Sciences-Hum anities By the end of 20 18, about 4,0 0 international publications had been published with funding from NAFOSTED This figure is equal to 20 % of the international publications in Vietnam between 20 and 20 18 The year 20 17 was another m ilestone in the im portance of international publishing for academ ics in Vietnam Specifically, the new regulation on PhD education or Circular 8/ 20 17/ TT-BGDDT required a PhD candidate to have at least one publication indexed in ISI Clarivate WOS or Scopus prior to the final defence of their thesis A sim ilar condition applies to a PhD candidate’s supervisor: to be eligible to be a supervisor, a lecturer m ust also have at least one publication indexed in ISI Clarivate WOS or Scopus The new regulation m ight be considered the first ever publish-or-perish policy in Vietnam Its im m ediate effect has been a sudden surge in the total num ber of authors who have published an ISI Clarivate or Scopusindexed paper By the end of 20 18, there was a total of 923 authors, an 81.6% increase on the figure in 20 16 before the adopted by m any universities is a m onetary reward for international publication On average, a university pays faculty who have published an international article about US$ 1,0 0 to US$ 2,0 0 In som e special cases, the bonus m ight even be around US$ 10 ,0 0 for an article published in a highim pact factor journal To w ard s th e fu tu re : qu ality an d e th ics Vietnam has borne fruit in international research outputs over the past decade It is the result of both top-down endeavours and bottom -up responses Furtherm ore, the constant striving for better continues to raise standards Currently, the academ ic sector in Vietnam m ostly uses m etrics such as the Im pact Factor, the Q Factor or the H-index as proxies for research quality However, it is apparent that these m easures are not adequate for the sustainable developm ent of research In the future, the country needs to develop m echanism s that support and stim ulate quality research publications through transparent data collection and analysis as well as replicable research findings, for exam ple: • Open access can facilitate replication and triangulation of research; and can help save researchers tim e, effort and the cost of repeating research due to a lack of access to sim ilar datasets and study projects • Open science can bring m ore responsibility and transparency and reduce abuse and m isconduct •
