Abstract The thesis “Researching on factors affecting the delay in disbursement of public investment capital in Phuoc Long district, Bac Lieu province” studies the factors affecting the delay in disbursement of public investment capital in Phuoc Long district, Bac Lieu province, on that basis, solutions to speed up disbursement of public investment capital in the coming time will be proposed In the study, based on the studies of: Odeyinka and Yusif (1997), Chan DW, Kumaraswamy MM (1997), Al-Momani AH (2000), Lim and Mohamed (1999, p244); Bui Thanh Tuyen (2017); Nguyen Ngoc Hai (2018); Nguyen Thi Hoa (2018); Lieu Huu Hung (2018), and some principal factors of the following studies (1) Factor of capital: untimely arrangement, late payment; (2) Factor of institution: legal policy on land clearance, project legal, policy mechanisms, decentralization, investment procedure; (3) Participating factor such as: investment decision maker, Investor/Project Management Board, Construction Contractor, Consultancy Contractor, State treasury; (4) Natural factors such as: weather, geology The author uses mixed research method: qualitative and quantitative ones to carry out the study Qualitative research aims to clarify, identify, correct supplement observed variables measuring concepts in the theoretical research model It was conducted with 180 people Through the survey, the author uses SPSS 20 software to process the data Evaluating the reliability of Cronbach’s Alpha, exploratory factor analysis EFA showed that the observed variables grouped into 06 groups reached convergent and discriminant values The results of linear regression analysis accept 06 research hypotheses, in descending order of effects: group of factors related to the role, responsibility and authority of the Investor/Project Management Board has coefficient β = 0.263; ranked second in the group is the factor related to the direction and administration of the local leaders, the coordination between sectors at all levels with the coefficient β = 0.246; ranked third in the group of factors related to the responsibility and authority of the construction contractor with the coefficient β = 0.192; rank fourth in the group of factors related to the roles, responsibilities and powers of the investment decider with the coefficient β = 0.190; ranked fifth in the group of factors related to policies and laws on public investment and construction with the coefficient β = 0.151; ranked sixth in the group of factors related to the responsibilities and power of the consulting contractor with coefficient β = 0.136 In practical terms, the results provide local government leaders, investment deciders, investors, and professional agencies with appropriate policies and implementation measures to definitively sole the problem regarding to slow disbursement of public investment capital in the near coming time, contributing to the highest efficiency in the use of public investment capital in the future In addition, the topic can serve as a reference for individuals and organizations that involved in leadership and public investing management; supplement the limitations of previous research topics and serve as a document for future studies
