The newly formed national innovation system has not been synchronized and effective The process of national digital transformation is still slow and lacks initiative due to limited infrastructure for digital transformation; many enterprises are still passive, the capacity to access, apply and develop modern technology is still low Fighting crime and ensuring network security still have many challenges Moreover, the Covid-19 pandemic, with its complicated and difficult-to-control developments, has severely affected all economies Global Economic growth and international trade and investment tend to decrease… These things have a significant impact, causing the world economic crisis, profoundly changing the economic order, structure, and management methods values and ways of doing business;
