The newly formed national innovation system has not been synchronized and effective The process of national digital transformation is still slow and lacks initiative due to limited infrastructure for digital transformation; many enterprises are still passive, the capacity to access, apply and develop modern technology is still low Fighting crime and ensuring network security still have many challenges Moreover, the Covid-19 pandemic, with its complicated and difficult-to-control developments, has severely affected all economies Global Economic growth and international trade and investment tend to decrease… These things have a significant impact, causing the world economic crisis, profoundly changing the economic order, structure, and management methods values and ways of doing business; the newly established national innovation system is neither synchronized or successful Due to restricted infrastructure for digital transformation, the process of national digital transformation is still slow and lacks initiative; many firms are still inactive, and the capacity to access, utilize, and create contemporary technology is still low SESSION 6: BUILDING E-GOVERNMENT TOWARDS DIGITAL GOVERNMENT I Brief the main content of the conference Speaking at the opening of the Workshop, Comrade Nguyen Thanh Phong, Member of the Party Central Committee, Deputy Head of the Central Economic Commission emphasized, Resolution 52-NQ/TW dated September 27, 2019 of the Politburo on a number of topics The policy of actively participating in the 4th Industrial Revolution has identified the development of digital government as a key task and a breakthrough solution to provide digital services to people, businesses, and the entire population state agencies move to operate in the digital environment Vietnam aims to have the development index of e-Government and digital government at a high level in the world, among the top 50 countries by 2025, and among the top 30 countries by 2030 according to the United Nations ranking The conference listened to 05 presentations by the representative of the Ministry of Information and Communications on building and developing eGovernment towards digital government in Vietnam in the volatile situation caused by the COVID pandemic -19; Mr Le Pham Minh Thong, Head of Security Operations at VNPT Cyber Immunity, VNPT-IT Company shared VNPT's experience in ensuring information security for key national systems; Mr Nguyen Tuan Anh, Director of Schneider Electric Solutions Vietnam presented about the deployment of information technology infrastructure to support egovernment in the new normal; Mr Vu Anh Hung, Development Manager for OEM Solutions of Dell Technologies Vietnam presented on the development of Digital Government in the data and edge computing era; Mr Nguyen Minh Hai, Solution Consultant, Fortinet Vietnam presented solutions to ensure network safety and security for e-government In addition, domestic and international experts exchanged experiences in building a digital government Then, at the Roundtable with the topic "Digital Government in the process of industrialization and modernization", the speakers discussed practical issues in building e-Government, issues related to the development of e-Government on the transformation from e-Government to digital government, from online public services to digital services, from information technology systems to digital platforms;
