In the context that Vietnam is developing and integrating to the international economy, the school that I have a strong attachment to, the HCMCOU is also moving to integrating and rising In the anniversary of 20 years establishment, the principal highlighted the factors that make development sustainable That is “On the Road twenty years: establishment, survival, and development , the school has successfully piloting and introducing models, new training methods, building a training institution to be "open", a mass consistent with the trend of development increasingly clear statement that the school's position” In 1993, the Prime Minister has allowed the establishment of HCMCOU based on "Ho Chi Minh City Open Training Institute II " In 2006, the Prime Minister has allowed the transfer from type semi-public schools to public schools From that time, HCMCOU is continuously developing It is proved by the increasingly numbers of students school every year Currently, HCMCOU with its headquarters located at 97 Vo Van Tan-Ho Chi Minh City (HCMC) with area of 2300m2 and a number of other establishments to locate scattered in many places because the head office is not enough area To meet the growing of educational needs of society, the training scale of the constantly expanding There should be a focus area for the layout of functional areas in order to create the most favorable conditions for teaching and learning As well as meeting the essential needs such as accommodation, cultural activities, sports for students, cooperation with foreign educational institutions, scientific research, transfer technology, information and dissemination of science and technology, conservation and diffusion of traditional culture, and links to help coordinate with the local education Training Thus, the construction and development campus 2 in Long Binh 2 32 ha area is essential and urgent

educational products to suit each specific goal of the students Educational services is a process of providing knowledge to students in which professors and students is the most important component, strongly interacting with each other and determine the quality of the process In addition, operation of functional units and other units such as departments, faculties, libraries, laboratories and other school services contribute to the process of imparting knowledge more conveniently and easily The contribution of the professor, the business to build the courses consistent with the needs of students, of the society is considered an equally important component in the process
2.3.1.2 The quality of training services:
The quality of educational services is a concept that includes many factors and these factors will affect the quality (Tom Vroeijenstijn, 2008), and many tools are used to measure the quality of training services Recently, the Ministry of Education and Training of Vietnam has promulgated standards of quality management training services In : addition, Vietnam's tertiary education currently exist many problems such as: outdated curriculum, teaching and learning methods are passive, scientific research activity is not properly concerned, a gap between theory and practice led many graduates unable to find a suitable job or businesses must re-training when recruiting staff In fact, Vietnam's degrees are not recognized by the world This is a big problem related to quality training services at the university The quality of education is determined by the elements: “the objective, methods of education, training plans, including time frame, instructional materials, facilities, teaching staff, managing process, training process for staff and verify the quality” (Dinh Quang Bao, 2010, from The Nhan dan newspaper on 14/10/2010) From the above analyses, we can apply the model with five components about quality services of Parasuraman to build the quality criteria and evaluate the quality of training services as follows:

To ensure about scientific aspect, the research carried out through two main stages: preliminary and formal research Specific implementation of phase two studies are presented in detail below
3.2.1 Preliminary research
Preliminary studies done by two methods: qualitative research and quantitative research The purpose of qualitative research to discover the factors that affect student satisfaction and learning activities, which adjust the scale to suit the characteristics of the study Qualitative research was conducted by five experts discussed with senior and managerial positions, combined with the reference materials in the country from which the draft scale The next step is quantitative research done by interviewing 42 people in a convenient sampling way to detect errors in questionnaire and scale testing The result of this step is to develop a questionnaire to interview for the officially research (quantitative research)

3.4 Officially research
The research is officially conducted by quantitative research method right after the questionnaire was revised from the preliminary research results (formal interview panel - see Appendix) This research surveyed direct customers to collect survey data Study subjects are students studying in HCMCOU
During this period, research carried out data collection with the sample size is 195 valid surveys Method of data collection by questionnaire was broadcast live to the individuals and recorded immediately after complete response To achieve the above sample size, 200 surveys have been emitted Questionnaire by the subjects themselves answer is the main instrument for data collection The questionnaire included 25 statements, including - 7 statements about the facilities in HCMC, 5 statements about the travel and accommodation while studying in HCMC, six statements about the quality of training, 3 statements about the learning environment - playing - entertainment and four statements about other causes Each question is measured based on the Likert scale consists of 5 points The survey began in September 2011 After one month data collection, will select the most helpful reply form to enter data into SPSS for Windows 16.0 program and analyze data
