INSTRUCTIONS

Upon receipt of your application through the Selection Committee or sponsoring organization in your country, The Institute of International Education (IIE) will make every effort to secure admission for you at a suitable educational institution and, if applicable, to arrange any necessary scholarship assistance YOU SHOULD NOT MAIL THIS FORM DIRECTLY TO ANY UNIVERSITY IN THE UNITED STATES.

1 All forms in this application are to be completed in English and typewritten in black ink or printed from a computer Each page of the following application carries its own instructions which should be read carefully before proceeding

3 Every question must be answered completely and carefully Please make every effort to limit your responses to the space provided Completed applications should be returned to the Selection Committee or sponsoring organization as soon as possible They must

reach IIE by November of the current year in order to be considered for the next academic year, which begins in August or September of the following year

In these five pages you will state biographical information, study objectives, curriculum vitae, and other information Please note the following special instructions on certain numbered fields in the application:

(a) Degree Objective (page 1, item 15) The requirements for completing academic work toward a degree vary depending upon the degree desired, the candidate’s academic background and the regulations of the individual U.S institution to which the candidate is admitted It is usually not possible to obtain a degree in one academic year Although the minimum time required for a Master’s degree is one academic year, a student should expect to spend from at least one summer session to an additional academic year to complete the academic requirements For the Doctoral degree, at least two to three academic years are required beyond the Master’s degree However, many students find four or five years necessary, and in some cases even longer Please note that the length of your degree program may exceed the available funding and sponsorship limits of your Fulbright grant

(b) Study Objectives (page 3, item 24) The description of your study objectives in the U.S is an essential and highly important part of your application You should take great care in writing a clear and detailed description of the program you want to pursue An unclear, incomplete or overly brief statement can diminish your chances for admission to an appropriate program in the U.S Do not list your choice of universities here or anywhere else in the five pages of the application

3 Confidential Information Form

The information you provide in this section is used for IIE’s internal purposes and as a release form to obtain standardized test scores when necessary You may list your choice of U.S universities on this form only

4 Personal Financial Information Form

The information you provide in this section will be kept confidential by IIE and is used for IIE’s internal purposes only It is very important that the Personal Financial Information Form be carefully and accurately completed The information provided should be based on real circumstances As the type of grant which may be awarded to you may cover only a portion of your expenses for your first year, you may need to provide the balance from your own funds All candidates (even those designated by their sponsor for full funding) should plan to bring additional personal funds for incidental expenses If you should have a major change in your financial resources

while your application is pending with IIE, you should immediately inform your Selection Committee

6 Report on Proficiency in English

7 Confidential Letters of Reference

You must submit four letters U.S universities consider letters of reference extremely important All letters of reference should be written by teachers under whom you have studied or pursued research or by someone who has supervised you in work related to your proposed field of study Letters of reference should not be written by persons related to you either by blood or marriage, or by personal friends At least one academic and one professional or work related letter must be included among the four letters you provide The letters of reference should be written in English, if possible If they are not, a translation must be provided Please be certain to ask that both pages of the form are completed Please note that the “letter of reference” two-page form appears in both PDF and WORD formats at the following URL: http://www.iie.org/fulbright/posts/applic.htm You can print out these forms and forward them to the individuals who will be your referees Or, you can direct your referees to this URL, and they can print out their own copies

8 Medical History and Examination Form

This consists of two parts The first should be completed by you, and the second should be completed in English by a qualified physician after a physical examination and review of your medical history Please note that the Medical History and Examination Form appear in a PDF format at the following URL: http://www.iie.org/fulbright/posts/applic.htm

9 Transcripts

• One certified, official record (transcript) from each university or post-secondary institution you attended, even those schools from which you did not receive a degree or diploma These transcripts should list the subjects you studied and the grades you received during each year of your enrollment Include all post-secondary institutions you have attended, even those from which you did not receive a degree or diploma Official transcripts must be submitted in sealed envelopes

• Certified, official evidence of each post-secondary or university degree, diploma or certificate awarded to you should be included as part of the completed application

• Five copies of original transcripts for any coursework (graduate or undergraduate) done in the United States Please contact your Commission, U.S Embassy or Committee to receive a copy of the Transcript Release Form IIE will request transcripts for you from U.S institutions you have previously attended

NOTE: Individual Fulbright Commissions, U.S Embassies, or Selection Committees may required that you complete additional forms as part of your Fulbright application

STANDARDIZED TESTS

You are required to take one or more of the following standardized tests to gain admission to U.S universities For instructions on registration, contact your Fulbright Commission, U.S Embassy, Selection Committee or the Educational Testing Service at your Regional Registration Center or at Princeton, New Jersey 08541, USA

1 TESTS OF ENGLISH LANGUAGE PROFICIENCY:

a) TEST OF ENGLISH AS A FOREIGN LANGUAGE (TOEFL): TOEFL is an admissions requirement at U.S institutions for applicants whose native language is not English All non-native English speaking candidates should immediately register for TOEFL

b) TEST OF WRITTEN ENGLISH (TWE): The TWE is designed to measure an individual’s ability to communicate in written English It consists of essay questions similar to those which students are expected to produce as part of their classroom work at colleges and universities in the United States The TWE is only administered at paper and pencil TOEFL test locations The TWE is included as part of the compuer-based TOEFL (CBT-TOEFL) c) TEST OF SPOKEN ENGLISH (TSE): The TSE is designed to measure an individual’s ability to communicate verbally in English Graduate candidates who are recommended for teaching assistantships should register for this test

d) MICHIGAN ENGLISH LANGUAGE ASSESSMENT BATTERY (MELAB): The MELAB may be accepted as a preliminary English proficiency evaluation for nonnative speakers of English who have not yet been able to sit for the TOEFL exam

2 GRADUATE RECORDS EXAMINATION (GRE): The GRE is required by U.S graduate schools and/or departments for candidates in most fields other than Business Administration and Law Applicants should make every effort to register for the earliest possible test date

3 GRE SUBJECT TESTS which had previously been optional are increasingly becoming a requirement for departmental review All graduate candidates should make every effort to take the appropriate GRE Subject Test in their field of study

4 GRADUATE MANAGEMENT ADMISSIONS TEST (GMAT): GMAT is an admissions requirement for applicants proposing to study Business or Management, as well as any fields which may fall within the scope of offerings of a Business school or department Arrangements should be made immediately to take the GMAT

I often ask myself what qualities, skills and experience lead to a successful and meaningful professional career The answer comes up unchanged over time, mentioning effective communications as one essential element The reason is simple: one might be smart and motivated but if one cannot convey one's ideas to upper management or to various publics, those ideas are worthless.

Recognizing that communications-planned and implemented strategically- could make a great influence on people and societies, I become interested in it as a future career It is amazing that a well designed message on condom use could protect so many lives from HIV infection; an appealing advertisement campaign could attract people's attention to products or services and influence their purchase decision I study different areas within communications management and choose public relations as my specialization I like very much the good mix of persuasive communications with a distinctive management function and a firm grasp of business and marketing that public relations could provide Furthermore, as a trained public relations specialist, I have much flexibility to apply my skills and expertise in broad range of marketing communications, corporate communications, not-for-profit organizational communications and community relations.

To be competent and competitive to pursue a career in the practice of public relations, I know I need a master's degree I am looking for more specialized knowledge and training to help myself become a creative and strategic thinker in a public relations profession I expect to undertake a public relations-specific program, that is, covering different areas of public relations, from core knowledge in public relations theory, research, and management to understanding of strategic planning, counseling, and decision-making processes The program also focuses on how to integrate public relations strategies with marketing strategies to achieve marketing objectives-to build a brand, secure customer's loyalty, and reinforce credibility A perspective of combining communications and marketing tools to achieve marketing goals excites me very much because I could apply the background in marketing administration and management I have from my previous degree in economics in this new study.

Another important part of the program should give me a grounding in basic communications skills and theory A public relations specialist is first and foremost a communicator so it is very logical that I understand how communications work in the following areas: persuasion, belief and attitude formation and change, social psychology and social influence A thorough understanding of different areas in communications therefore could provide a guidance on how to develop messages or interventions that could bring about a desired result in people's attitude and behavior change I also need to equip myself with different measurement tools and indicators to be able to assess effectiveness of communications interventions with the purpose to improve their impact.

I feel very excited thinking about my coming back to Vietnam with the new degree I am passionate about public relations and opportunities that are open ahead Public relations is only at the early stage in its process of formation as a new field in Vietnam However, Vietnam recognizes the necessity of having public relations as a profession because any institutions under government service, business or philanthropy sector need to maintain and enhance their prestige with the internal and external publics to achieve success The country needs a lot of systematically trained specialists to promote this field Therefore, my expertise and skills will make a meaningful contribution to this endeavor.

When I graduated from Moscow State University with a Master's degree in linguistics with Honors, I had an opportunity to go further to Ph.D degree However, I did not pursue this path because I decided to explore more about my abilities and interests through a practical

experience I wanted to know what field would fascinate me the most and would be best suitable to my personal qualities I am a person who is inclined to take on new and challenging work that's why I have decided to join the Ford Foundation to work in a philanthropy sector, which, five years ago, was very new to Vietnam

Currently, I serve as a member of the sexuality and reproductive health grant-making team in the Ford Foundation office for Vietnam and Thailand My responsibilities include providing technical assistance to grantees in preparing proposals, helping to review proposals and budgets, working with prospective grantees to provide legal documents, translation, interpretation, monitoring of grants, participating in grants negotiation and responding to outside inquiries To be able to work in this capacity as of today, I have taken much effort to improve my knowledge about substantive and administrative aspects of grant making in the sexuality and reproductive health field through learning more about the technical aspects of the sexuality and reproductive health program and in working more directly with grantees I consider working and interacting with grantees and the outside public a challenging task because any communication should perform both

objectives: a primary objective is to provide information and a secondary objective is the public relations goal or the goodwill factor It does require care, diplomacy, attention to details and effective communications skills to perform these two objectives successfully I anticipate issues and think through appropriate responses I really enjoy this aspect of my work and my thoughts wandered to communications as a future career

Recently, the Ford Foundation made a grant to Hanoi School of Public Health and Population Reference Bureau to build and strengthen the Foundation grantees' capacity to effectively communicate with policymakers My participation throughout the grant-making process was an opportunity to confirm my interest in communications I have recognized the power of communications as a cost-effective tool to make an impact on people's attitude and behavior Every year, several million dollars are spent conducting research in Vietnam However, many of the research findings have not been translated into practice because researchers lack capacity to communicate the implications and recommendations of their research in the understandable and usable formats to policymakers An irrational gap between research and social policies development exists and only communications could help bridging this gap.

My interest in communications as a future career is growing steadily The more I know about the field, the more I become confident that my choice is right I like to work as a public relations practitioner because of the dynamic and challenging nature of this profession The effective public relations professional of today is required to have not only the traditional communications skills but also comprehensive knowledge and experience in strategic planning such as issue analysis, measurement and evaluation, marketing management, negotiation, facilitation, and conflict resolution I have some background in marketing administration and management from my previous study in economics; I gain some communications skills and experience through my daily liaison-intense work It is wonderful but it is not sufficient so start the career of a public relations professional To be competent and competitive in this career, I will need to go back to school and obtain a Master's degree

Coming back to Vietnam with the new degree, I plan to work in corporate or philanthropy communications first I would like to familiarize myself with this new area and gain working experience before realizing my long term goal: start up my own public relations consulting firm.
