E2993 v15 SOCIALIST REPUBLIC OF VIETNAM MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT (MARD) CENTRAL PROJECT OFFICE (CPO) VIETNAM MANAGING NATURAL HAZARDS PROJECT (VN-Haz) ENVIRONMENTAL AND SOCIAL MANAGEMENT FRAMEWORK (ESMF) March - 2012 Preface This document is called the Environment and Social Management Framework (ESMF) for the Viet Nam Managing Natural Hazards Project (Vn-Haz/WB5) (the Project) It is developed to guide the Central Project Management Office (CPMO) and the subproject implementers in screening future subprojects/subprojects to be implemented during the second phase for environment and social impacts, the relevant environmental assessment documents that need to be prepared and the corresponding mitigating measures as well as the implementation arrangements and capacity building, among others It also includes an exclusion list whereby subprojects that pose adverse impacts on natural habitats and forest will be excluded from project financing The ESMF was developed as a standalone document to satisfy WB’s safeguard requirements on Environmental Assessment (OP/BP 4.01), Indigenous Peoples (OP/BP 4.10), Involuntary Resettlement (OP/BP 4.12), Safety of Dams (OP/BP 4.37);
