development needs in Vietnam in general and development of poor households in particular, credit services have become not only more diversified in quantity, but also better in quality In reality, credit for the poor is always one of significant services contributing to the economic achievements in rural areas During my internship at Quynh Phu Transaction office, Bank for social policies in Thai Binh province, I have gained some knowledge of credit services for the poor and realized how important it is in supporting local household’s production As a result, based on primary theories as well as practical activities of the Office, the topic “Improving credit activities for the poor at Vietnam bank for social policies –Thai Binh Branch, Quynh Phu transaction office” was chosen as my internship report This report is supposed to analyze the current situation of credit for the poor at the Transaction office, then point out some achievements and limitations of the Office in implementing this service Finally, based on the shortcomings, the thesis suggests some solutions to maximize the Transaction office’s credit services for the poor Apart from the introduction and conclusion, the report is divided into four main chapters: Chapter 1: Introduction: In this chapter, a brief view of Quynh Phu Transaction office’s establishment, organizational structure, functions and mission is interpreted Chapter 2: Theoretical framework: This chapter will provide readers with an essential background related to credit and credit for the poor Chapter 3: Analysis and Findings: This main chapter will deal with analyzing of the figures and assessment of the Office’s current status At the same time, limitations and shortcomings of the entity will be figured out iii Chapter 4: groups are uneven and not often Therefore, capturing preferential credit policy is also inadequate Thirdly, there is huge demand for loans while the capital of the state is limited This leads to reduce credit efficiency and make a number of poor households not have chance to business to be out of poverty Finally, the bank payroll is not high while the workload is increasing Staffs have to take on more work Therefore, controlling of transactions does not have high productivity and efficiency causing not high quality and errors in transactions 33 CHAPTER IV: RECOMMENDATIONS 4.1 Operating orientation of the bank in the coming years Improving the achievements in 2012, the bank continues to strive to complete assigned tasks in 2013-2014 as follows: • For propaganda campaigns: To spread preferential credit policies of the government to make people understand and use loans effectively Handling overdue debts and improving credit quality • For credit activities: The bank focuses on expanding credit activities and continues to implement preferential credit programs as well as receive new ones of the Government on lending to poor households and areas • For the bank staff: Focus on building up the bank staff that is not only qualified and professional but also have knowledge to guide borrowers about effective use of capital The bank also enhances political and ideological education to raise awareness of all aspects for the staff • For outlets: Improve their capacity and quality, help savings &credit groups and local people to have the habit of dealing with the bank in the area • For entrusted social-political organizations: Enhance to supervise implementation of entrusted contracts, check operation of the management board of savings and credit groups, continue to strengthen and improve operation quality of savings and credit groups with direction of the General Director according to the text 1617/NHCS-TD 4.2 Some solutions to the effective improvement of credit for the poor at the bank Implementing the above development orientation requires the bank to extend credit service with good quality, in accordance with diversifying other banking services First of all, the bank needs to develop capital mobilization service, payment service; promote strength of socio-political systems and people Here are some solutions to improve credit efficiency for poor households: 34 4.2.1 Complete network The development of network and private facilities is essential requirement to ensure effective operation but must be consistent with the state budget and implement two objectives First, operate not for profit but for the goal of poverty reduction Second, ensure capital safety and balance between revenue and cost 4.2.1.1 The savings and credit groups In the current network of the bank, the savings and credit groups system is a key factor for implementing preferential credit for poor households and other beneficiaries These groups are considered as connection between the poor and the bank They are organized by associations with simple procedures, dedicated service for borrowers and mobilizing social forces to help borrowers use loans effectively and safely Groups are responsible for receiving loan applications, summiting them to People's Committee’s approval and sending approved documents to the bank; informing borrowers to receive loans and interest payment on time; inspecting, monitoring loans of members and detecting improper loans to inform the bank timely and handle based on regulations To improve operating efficiency, the groups need to make loans be ensured in compliance with regulations The funds are disbursed to the poor and other beneficiaries quickly Besides, they have to monitor use of capital regularly as well as debt and interest repayment In addition, every year, unions and the head of groups should take part in training courses on lending, debt and interest collection, planning to use loans effectively in terms of breeding, farming and producing appropriate products 4.2.1.2 The outlets in the local area Facilitating transaction for the poor and other objects is a very important issue to help borrowers with easy access to services as well as loan repayment for the bank Therefore, the bank needs to continue to review experience of operation model of local outlets and improve entrusted interest collection processes, mobile transaction process Simultaneously, it also needs to enhance equipment for mobile 35 transaction team such as automobiles, computers…, and gradually specialize to serve the poor and other beneficiaries better and more professionally There should be signboards, trading rules, and monthly trading schedule at the outlets Assets and money must be protected safely in the transaction process The model of local outlet gradually needs orderly routine and further improvement That makes favorable conditions for customers dealing with the bank as well as paying commissions to the savings and credit groups, fee of entrusted services to unions and allowances for the staff working for the poverty reduction program 4.2.2 Further promote efficiency of entrusted loans through socio-political organizations Model of credit management by means of entrusted loan through sociopolitical organizations is the right and effective direction of the bank It mobilizes social forces to join the poverty alleviation campaign with the bank, improve quality of preferential loans, promote and give the policy of socializing the poverty reduction program into practical activities of the bank 4.2.3 Coordinate with local authorities The specific management model of the bank is coordinated between the government and socio-political organizations, savings and credit groups The government which is in charge of managing the bank is responsible for planning policies and proposing key solutions to operation problems The staff specialized in asset management plan to account, disburse to borrowers and preserve capital of the State Besides, socio-political organizations as well as savings and credit groups set up transaction networks in the residence area of beneficiaries with the help of mobile transaction teams This is an important bridge between the bank and borrowers It helps the poor and other beneficiaries to have easy access to preferential credit capital of the bank The transaction is mainly carried out at outlets in the local, which will create the best chance for beneficiaries to have convenient access to preferential credit services of the bank Thus, the bank needs to coordinate with local authorities to build an extensive network; from 36 representatives of the Board to loans groups in the local, specializing in the disbursement process to poor households and other beneficiaries 4.2.4 Strengthen marketing activities Nowadays, banking marketing is an indispensable activity in the market, especially in the current context of fierce competition among the banks If the bank desires for a good business, they must take customer services into a deep consideration Therefore, the Office definitely must be excellent at marketing strategy The Office should underpin some propagation and promotion program Being aware of the poor education level of local people, they lack the basic knowledge of banking and finance, so the Office need to open many public meeting in each communes and villages to propaganda the banking policies and fulfill the lending mechanism of the bank Moreover, it is essential for the bank to personally access to clients to consult and make marketing This makes local people keep their loyalty and raise their spirit in banking loans Furthermore, thanks to the media such as newspapers, radio broadcasting is also regarded as a useful tool 4.2.5 Promoting capital resources to expand investment The office plays a vital role in capital mobilization to effectively invest on economic projects to boost the regional economy Some suggestions are proposed to help the bank strengthen in capital reserves Currently, the capital of the bank consists of charter capital, capital from the State Treasury and other capital with low interest rate The remainder must be raised from the market with high interest rate while the demand for capital to develop annual preferential credit is increasing Therefore, the bank needs to focus on mobilization and exploitation of stable funding with low interest rate from domestic sources of funding and ODA capital to actively meet growing demand for loans At the same time, the bank should enforce saving, prevent waste; reduce management cost and compensation for the State budget 37 In parallel with increasing active use of capital, the bank also needs to improve the lending mechanism in the direction of reducing intermediaries, but still ensuring capital management strictly, shortening lending time-limit and avoiding waste of capital 4.2.6 Guide poor households to know how to business Providing capital for the poor is very important but it is more necessary to guide borrowers to business This problem requires the bank to have a team of experts not only providing capital for the poor but also doing research to guide borrowers to business, use capital effectively and make capital growth In addition to lending to the poor, the bank needs to be in collaboration with local authorities more closely to integrate programs of agriculture, forestry and fishery on purpose of propagating cultivation and breeding techniques This will create favorable conditions for borrowers to have convenient access to capital associated with socio-economic development programs in the local 4.2.7 Enhance staff capacity and professionalism Credit is an activity requires from credit officers lots of qualification during its implementation Consequently, the Office is supposed to take care of skills, knowledge and qualification of its staff The Office needs to have plans to train and retrain credit officers in university or short-term courses to improve their professionalism, market knowledge, ability of project evaluation and guiding households to build loan scheme Significantly, the credit staff of the Office must be brilliant at understanding customers’ characteristics and background Any replacement of executives also causes a trouble for the bank; therefore, the Office should minimize the risk of replacement and exchange of essential staff This is also the way to gain customers’ trustworthiness and connect them with the bank tightly Supplying a convenient working environment with computers, internal network and other useful facilities for staff is also a good way to improve the quality and effectiveness of work 38 4.2.8 The other solutions First, combine capital supply with programs of agriculture, forestry, fishery, and vocational training for the poor: One of lending risks is limited understanding of poor households, so loans are often used inefficiently For this reason, along with the supply of capital for poor households, the bank needs to help them overcome above shortcomings Combining lending with agriculture, forestry and fishery programs will limit the investment risk, help the poor to use capital efficiently, improve the living standard and repay the bank on time Second, investing through integrated programs which are investment integrated with population and family planning programs in order to promote their development and resolve the cause of poverty; investment integrated with the movement "Farmers are excellent producers" in order to promote production and become the driving force for economic development, limiting poverty in the rural life 4.3 Recommendations 4.3.1 For the government Firstly, under the impact of factors such as rising prices and inflation, the current poverty line is too low Therefore, the Government should adjust the new poverty line As a result, many poor people benefit more from preferential policies of the State In the long term, the poverty line should be corrected each year instead of each current period Secondly, the government should not subsidize interest rates because subsidy does not encourage borrowers to repay The government subsidy is not a form of reliable support It just represents humanity and is not a form of investment to get income The government should raise loan value, loan term and timely resolve risky debt due to objective reasons for borrowers Finally, the central government should direct the local government to carry out appraisal of poor households seriously each year The evaluation must be realized 39 publicly, democratically and practically to avoid the current situation when most of the local poor households are listed less than the actual ones 4.3.2 For the district authorities The district People’s Committee should direct promptly People's Committees of towns and coordinate with socio-political organizations as well as the bank to conduct comparing, checking and classifying overdue debt in order to have appropriate treatment according to current regulations The authorities should establish a steering committee of recovering overdue debt and outstanding interest to proceed quickly Debt recovery teams in this steering committee will be organized at towns They will carry out recovery of debts and stagnant interest with the households who have repayment capacity but not to Moreover, the authorities have to take measures to resolutely handle households who have ability to repay loans but not to The bank will transfer documents to the judicial assembly in accordance with the law The authorities also coordinate with the bank to implement technology transfer, new production techniques for people, helping people reach out to new industries in accordance with the local situation to have opportunities to create jobs and contribute to socioeconomic development of the district Besides, media agencies in the district continue to promote propagation and dissemination of preferential credit policy of the government; the responsibility, obligation of borrowers to use loans properly and implementation of repaying the debt to the bank 4.3.3 For the central bank For recent years, the branch has received great attention of the VBSP for lending funds to support the poor and other beneficiaries However, the current demand for capital is very urgent The VBSP should continue to facilitate additional funds in order that the branch implements the task of lending to poor households and other beneficiaries better and better in the local Besides, the mission of the VBSP is increasing customers based on Decree 78/2002/ND-CP and extending a management model to undertake the task in the 40 new situation Therefore, the branch should be added from to employees to put on the regular staff 41 CONCLUSION Considering both theoretical and practical aspects, the poverty reduction program plays an important role and is a pressing task in the process of economic development in Viet Nam Credit for poor households is one of factors to promote the process of poverty reduction Therefore, the study of solutions to effective improvement of credit for poor households in Quynh Phu Transaction Office is very practical In spite of operating for a short time, Quynh Phu Transaction Office has overcome many difficulties and effectively deployed a large volume of work This is recognized by the government in the local with high assessment The bank has built up trust with the people; gradually asserted its position in implementing preferential credit channels for the poor; contributes to the objective of poverty alleviation, implements industrialization and modernization in the local In company with achievements, the bank needs to promote preferential lending to the poor and overcome shortcomings such as passive funding, untreated overdue debt, etc However, along with the direction of the Board of Directors, the effort of staff and cooperation of local authorities, Quynh Phu Transaction Office has strongly recognized defects and offered solutions to increasingly improve the performance As a student practicing in Quynh Phu transaction office, I give ideas for analysis of effective credit for poverty reduction at the bank and propose measures to further enhance effectiveness of the bank's lending With advantages and efforts of the bank, I hope that Quynh Phu transaction office will continue to develop its role as the best capital source for the poor and other beneficiaries in the district in particular and Thai Binh province in general; greatly contribute to the poverty reduction campaign, help the local become richer and more powerful The proposals in this report are only small contribution to the overall solutions to improve efficiency of credit for the poor However, those solutions can be effective if there is effort of the bank as well as coordination between different organizations and unions in the local With my limited knowledge, there are still inevitable shortcomings Therefore, I am looking forward to receiving Quỳnh Phụ (2010-2012): - Cho vay hộ nghèo:Tổng dư nợ cho vay 65.709 triệu đồng, tăng 10.687 triệu đồng so với đầu năm, với 3.883 hộ dư nợ Nợ hạn 75 triệu đồng, nợ khoanh 357triệu đồng Trong năm cho vay 1.079 hộ nghèo với số tiền 29.918 triệu đồng, mức cho vay bình quân 14 triệu đồng/hộ, thu nợ 22.065 triệu đồng - Cho vay giải việc làm: 8.905 triệu đồng, tăng 1.432 triệu đồng so với đầu năm, với
