OFFICE OF THE UNDER SECRETARY OF DEFENSE 3030 DEFENSE PENTAGON WASHINGTON, DC 20301-3030 RESEARCH AND ENGINEERING To: Department of Defense License Agreement Holders From: Dr Phuong Kim Pham, Director, Infrastructure and Technology Transfer, Office of the Under Secretary of Defense for Research and Engineering, OUSD (R&E) Subject: Economic Impact Review (EIR) to Determine the Warfighter, Commercial and Economic Impacts Resulting from the Licensing of Defense Inventions to Industry The Department of Defense (DoD) is launching an important Economic Impact Review (EIR) to determine the economic impacts resulting from its license agreements with industry The purpose of the EIR is to quantify the contribution of DoD laboratory inventions to the U.S economy and defense mission Similar studies were conducted in 2012, 2015 and 2018 The DoD needs your help in working with our primary Partnership Intermediary, TechLink, to collect data related to license agreement(s) with DoD laboratories Current and previous Presidential administrations have emphasized the importance of transferring federally funded technologies to industry and of developing improved ways to measure this activity’s economic outcomes and impacts One of the primary reasons the DoD conducts technology transfer is to enable the private sector to convert DoD inventions into new products and services that benefit the American public and our Defense mission TechLink, DoD’s national Partnership Intermediary at Montana State University, has been tasked to undertake this EIR Specifically, TechLink will contact all licensees of DoD patents and inventions from 2000-2021 to ask about sales of products and services, as well as other economic outcomes resulting from the licenses Subsequently, TechLink will collaborate with the Business Research Division of the Leeds School of Business at the University of Colorado Boulder to evaluate the licensee economic data using the IMPLAN economic-impact model This model produces aggregated economic impacts and will analyze the economic output, value added, employment, labor income and tax revenues related to the sales of products and services resulting from the licenses TechLink will maintain the confidentiality of all individual company sales and other economic data Collected information will be combined with data provided by hundreds of companies, and only aggregated information will be reported to DoD by TechLink Company names will not be included in the final report However, companies that have achieved remarkable success in commercializing DoD lab inventions, will be asked if they consent to being featured in subsequent success story write-ups, to illustrate how DoD technology is having a broad national economic impact Companies that agree to be featured will be asked to approve these success stories before their release This EIR is expected to be completed by the first quarter of calendar year 2022 The data collection plan (below) identifies the information to be collected We request that all industry partners provide the essential information necessary for TechLink to successfully evaluate impacts on the Warfighter and the economy OFFICE OF THE UNDER SECRETARY OF DEFENSE 3030 DEFENSE PENTAGON WASHINGTON, DC 20301-3030 RESEARCH AND ENGINEERING We appreciate your support If you have specific questions or concerns, please contact either my TechLink point of contact: Dr Michael Wallner, Head Economic Researcher, at, Michael.wallner@techlinkcenter.org or 406-600-4054, or our Program Manager, Mr John Dement at john.dement@navy.mil or 812-617-0617 Very Truly yours, PHAM.PHUONG.T.1590026 529 Digitally signed by PHAM.PHUONG.T.1590026529 Date: 2021.06.11 15:52:18 -04'00' Phuong Kim Pham, Ph.D Attachment: Data Collection Plan for DoD Licensing Economic Impact Review
