      MINUTES                                                                                                                                                                                                                                                                         Quarterly WIB Meeting April 14, 2015 Attendees: Beth Marmolejos Vice-Chair, Chris Irving Executive Director, Cynthia Miller, Lauren Murphy, Marcia McNeel, Bernadette Tiernan, John DePalma, Lori Friedman, Irene DelRusso, Dr Lorenzo Puertas, Jackie Trejos, Brian Tangora, Ailyne Geneta, , Joshua Frazier, Ekaterind Valiotis, Nicole Moody, Bob Curran, Alan Concha, Jamie Dykes, II, Deborah Hoffman, Stuart Barud, Pastor Carolyn McCombs, Harvey Nutter, Susan Ronga, Davidene Alpart, Douglas Mejia, Amber Pierce, Barry Ford Opening & Introductions: The meeting was called to order at 9:39 a.m by Christopher Irving WIB Executive Director Minutes Minutes from December 16, 2014 were reviewed Mike Powell of Passaic County Community College moved to approve the minutes Lauren Murphy Director of OneStop Career Center second the motion All were in favor and the motion was carried Committee Chair Reports Faith-Based Committee Pastor Carolyn McCombs Founder/Executive Director New Destiny Success Center reported the following: • Pastor McCombs extended a thank you to Chris Irving for facilitating hands on technical assistance for the Eligible Training Provider List (ETPL) workshop to help build the FBOs capacity levels to become service providers in the community • Pastor McCombs announced the 9th Annual FaithBased & Non-Profit Community Conference will be held on May 13, 2015 at the Public Safety Complex, Wayne, New Jersey (See flyer in Packet) the keynote speaker Tom Dykehouse, Executive Director of Eastern Christian Schools will present on social entrepreneurship Disability Committee Beth Marmolejos, Senior Business Consultant, of Empire BlueCross/Blue Shield of New York reported the following: • The Disability Committee partnered and participated in the Wayne Special Parent Association Fair hosted at the Anthony Wayne Middle School on April 8, 2015 The Fair was to bring awareness to parents of the services available for students transitioning out of high school focusing on employment, vocational training, transportation and housing Healthcare Advisory Committee Nicole Moody, Director of Recruitment/Employee Relations St Joseph’s Healthcare Systems reported the following: • The Committee is in the process of planning the 2016 Healthcare Career Fair partnering with William Paterson University, Passaic County Community College and others The Fair is to make students entering high school or graduating aware of careers in the healthcare industry and this year the committee will offer financial aid sessions on how to access different resources and/or scholarships Literacy & Education Committee Chris Irving reported the following: • Chris Irving noted that to impart change and growth as a WIB the question is how we fit literacy into the scope and due to a series of conversations with many that are in the room the realization is in order to expand we must include the educational partners • Chris Irving noted that four school districts attended the meeting on March 10, 2015 and the discussion was how to meet the literacy needs of our youth and adults in Passaic County • Chris Irving stated that at the next meeting the committee will talk more about the need for adult basic skills which is lacking because many people are changing over to becoming English speaking citizens Chris Irving apprised the members that the Literacy & Education Committee is in need of a chairperson Q&A Does the WIB have a person in mind to chair the committee or can someone volunteer? Chris Irving noted that the goal is that someone currently on the committee will volunteer and it does require some work however, if anyone is interested to contact the WIB office Can members of the committee nominate someone as a candidate for the chairperson? Chris Irving noted that members may nominate someone Anyone can call the office and give the name of the candidate and the WIB will make contact In reference to the Summer Youth Program is there a volunteer or someone to identify employers or help match the youth to jobs such as IHOP? Beth Marmolejos noted that the Chamber of Commerce would be a great start to connect and/or outreach Jamie Dyke, President, Greater Paterson Chamber of Commerce reported there will be a County Fair hosted on August 13, 14, 15, and 16, 2015 and Great Falls Festival on September 6, 7, and 2015 which would be a great opportunity Jamie Dykes will forward the information to Cynthia Miller to distribute Beth Marmolejos asked if the Chamber of Commerce have meetings where a representative from the Disability committee or WIB could attend to present who we are and what we are doing Brian Tangora, President of North Jersey Chamber of Commerce reported that the Chamber e-blast and utilize social media such as twitter which is linked to over 300,000 businesses and the committee is welcome to come and setup a table at the next event in June at the Best Western Route 23 to promote the WIB and noted that the Chamber will be hosting events throughout the county and the state WIB Directors’ Report Chris Irving reported the following highlights: • Chris Irving noted that the WIB has a new Five Year Strategic Plan, a new website as well as a renewed since of purpose for the committees and the WIB is working with the Faith & Community Based organizations in becoming service providers • Chris Irving commended Brian Tangora of North Jersey Chamber of Commerce and Jamie Dykes of Greater Chamber of Commerce for their hard work and to Ailyne Geneta from the Wanaque Center for Nursing & Rehab as well for collaborating with the One-Stop Career Center in the recruitment of employees Chris Irving noted that the One-Stop is committed to ensuring people are employer ready after training and coming through the workforce programs • Chris Irving apprised the Board members that the 2013-2014 Annual Report has been completed and is currently working on completing the 2014-2015 which both reports will be presented at the next WIB Full Quarterly Committee meeting • Chris Irving explained that in the packet are updates on WIOA and a representative from SETC will be coming to the One-Stop to give technical assistance and all members are welcome to attend the information session on Wednesday, April 22, 2015 @ 12:30 at the One-Stop Career Center 200 Memorial Drive Paterson, NJ 07505 Chris Irving introduced Dr Paula Moore, Ph.D to present on the findings of the SCF Research Study Report Strengthening Community Funds Evaluation (SCF) Report (See Power Point) Dr Paula Lazette Moore, Ph.D reported the following: • Introduction & Purpose of the study • The problem Statement • Literature review • Conducting the study- How the data was collected, research focus, grant period and how the study was conducted • Discussed research questions- Quantitative & qualitative and the methodology with six areas of Measurements • Discussed the findings • Gave a summary – Qualitative Document Review/discussed what was learned from the document, the role of the WIB • Discussed lessons learned such as partnership development, Community engagement and Evaluation of effectiveness • Conclusion Chris Irving noted that the data showed substantial flaws in the WIB which have been corrected within this year and it can be challenging to secure grants or funding Chris Irving extended appreciation for Dr Paula Moore’s effort and assessment Dr Paula Moore noted that the Passaic County WIB was good and not alone because the Passaic County WIB was aligned with many other WIBs across the nation One-Stop Operator’s Report Lauren Murphy, Director reported the following: • The One-Stop Career Center is getting an information board to post all the available jobs and events • Ruth Patterson of the Business Resource Center assisted with the recruitment of employees for IHOP and Ailyne from Wanaque Center for Nursing & Rehab hired five of the people recruited and is looking for fifteen more employees • The One-Stop Career Center is interviewing for the Summer Youth Program The mission is to hire 500 youth in and out of school at the rate of $8.35 per hour for weeks working five hours per day and the One-Stop Career Center have already hired a new counselor Many of the employers are requesting the same youth that was hired last year to return and the applications are available for • • • distribution Lauren Murphy mention that Rosemary Pino is the new manager of the youth department The One-Stop Career Center has a new website thanks to Passaic County Technical Institute and one of the students attending NJIT for his assistance in helping to get the website and Lauren Murphy extended a thank you to Passaic County Technical Institute Lauren Murphy apprised the committee that the RFPs went out on April 23, 2015 and anyone can put in a Bid Dr Lorenzo Puertas of Psych Education Services, Inc volunteered to work as the Literacy & Education Committee Chairperson Chris Irving ask Dr Lorenzo Puertas to come to the WIB office to complete the necessary paperwork New Business The Thrills, Chills, and Spills of Transforming Community College and Workforce Development Systems (Collaborative Endeavors) Presentation By Mike Powell Passaic County Community College reported the following: • Agenda – WIB/One-Stop, Programs of Promise & National Significance ü Health Professional Opportunity Grant (HPOG) ü The Trade Adjustment Assistance Community College and Career Training (TAACCCT) • Passaic County Vision – Linking three areas: Economic Development, Education and Workforce Development • Structural Inequality • Challenges/ How we began to capture the different initiatives? • Purpose (The Chills) – to build by strengthening community colleges to improve education programs and prepare workers to obtain the skills, competencies and credentials needed in a dynamic and adaptive workplace To serve 3,400 workers, veterans unemployed and low skilled adults taking a regional approach & context • Determine Resiliency Core Competencies across key industries • Project Strategies – Prong Approach: How we move people, How we use technology – Accelerate Learning Advanced Technology Engage employers and strategic partners Student Assessment and Advising • • • Promising Innovations – such as Developing Regional & National Network around Community College Innovation (with AtD & others) and validating resiliency core competencies for education and skill development across key industries Leveraging Investment Locally: Launching new entrepreneurial partnerships with local, regional non-profits and training entities
